* Review all activities of the DREAM program, monitor and evaluate effectiveness, efficiency and appropriate response to need
* The Program Manager will report to the DREAM Kenya Board of Trustees.
* Coordinate implementation of program's activities including mentoring the staff on clinical care, counseling and education, community follow-up, commodity management, and monitoring and evaluation
* Represent DREAM Kenya at the MoH meetings, and participate in various NASCOP working groups.
* Provide technical and programmatic leadership in program design CRS meeting, implementation and evaluation
* With program staff, ensure the delivery of quality training, technical, administrative and financial support.
* In close collaboration with the Trust Board and the donors, oversee periodic technical reviews and manage changes in program direction and focus.
* Participate in various assessments and strategic thinking regarding expansion and sustainability from a technical view
* Participate in various working groups, including the clinical working group, to monitor adherence to national guidelines and contribute to strategy paper development.
* Conduct monthly site supervisory visits; provide management and administrative support to improve operational aspects of DREAM Kenya Program.
* Conduct performance evaluation, identify performance gaps and recommend suitable remedies for improvement.
* Effectively and efficiently manage program grants in accordance with DREAM Kenya Trust and donor guidelines
* Monitor budget expenditure by ensuring accurate and timely reporting of program finances and progress status, review actual financial performance against the budget, and explain variances on a regular basis.
* In consultation with the DREAM Kenya Trust Board, approve program expenditures, budget adjustments, and cost modification requests to donors.
* Carryout orientations and regular performance coaching and evaluation to program staff as stipulated by DREAM Kenya Trust Performance Standards.
* Liaise with and report to the DREAM Kenya Trust Board, and advice the DREAM Kenya Trust Board on gaps and opportunities identified in the course of program implementation and come up with the strategies on addressing the identified gaps
* Developing and maintaining relationship with the MoH at both national and counties where the program is being implemented and other HIV/AIDS prevention, care and treatment stakeholders implementing in the targeted counties.
* Develop strategic work plans and proposals, objectives, targets, measurement outputs, outcomes, financial projections and budgets for DREAM Kenya
* Coordinate and review program reports and project proposals on all sites in collaboration with the program and finance departments
* At least 5 years experience in HIV prevention, care and treatment program planning, technical assistance and project management
* Familiarity with MoH programs.
* Experience in implementing US Government-funded projects.
* Capacity to develop and implement work plans, monitoring and evaluation activities and reports
* Computer literate (Microsoft Word, Microsoft Excel, PowerPoint, and general computer proficiency).
* Knowledge of HMIS systems a strong advantage.
* Ability to work both independently, and as a member of diverse task teams.
* Proven senior management and representation experience.
* Experience in staff supervision and participatory management.
* Demonstrated ability in field research, rapid assessment, proposal development, program analysis, project monitoring & evaluation.
Physical requirement/Location: Based in Nairobi with 30% travel for coordination of DREAM programs in Meru region
