ESL MANAGER

Through a Cooperative Agreement with the Department of State/Bureau of Population, Refugees and Migration, the Church World Service/Resettlement Support Center Nairobi (CWS/RSC) is responsible for the preparation of refugee case files for adjudication by Citizenship and Immigration Services (CIS) officers, as well as the out-processing and cultural orientation of all approved cases in Sub-Saharan Africa. CWS/RSC is based in Nairobi, Kenya.
CWS/RSC will launch a 4 week pilot project teaching ESL to USCIS approved refugees in the Kakuma Refugee Camp. CWS/RSC seeks a qualified individual to fill a short-term ESL Manager position. This is a temporary position, with a possible extension dependent on funding. This position falls within the Cultural Orientation Department.
POSITION DESCRIPTION:
The ESL Manager is primarily responsible to assist in the development of an ESL training scheme and other necessary materials, and to train, supervise and support two ESL Instructors. He/She is also responsible to provide English language instruction to USCIS approved refugees in the Kakuma Refugee Camp enrolled to the ESL project. The position reports directly to the CO Regional Coordinator and works closely with other members of the Cultural Orientation Department.
KEY DUTIES AND RESPONSIBILITIES:
• Review the established ESL curriculum and modify as necessary to meet the needs of participants in the Kakuma Refugee Camp;
• Develop training materials for the ESL project in collaboration with the ESL Instructors and CO Regional Coordinator;
• Provide English language instruction to refugees enrolled to the ESL project;
• Monitor and record student attendance;
• Oversee the utilization of assessment tools; utilize the tools to assess student progress towards instructional goals;
• Provide training to ESL Instructors regarding RSC Standard Operating Procedures, the ESL curriculum, training techniques, and populations to be trained;
• Provide training to ESL interpreters regarding appropriate interpretation techniques;
• Coordinate with the CO Program Assistant and Administration Assistant on ESL circuit rides;
• Provide supervision of the ESL Instructors; conduct performance appraisals;
• Serve as Field Team Leader on the ESL circuit ride to the Kakuma Refugee Camp;
• Lead ESL circuit ride briefing and debriefing;
• Monitor the project, and recommend changes as appropriate;
• Develop and submit reports related to the project;
• In order to address any questions related to cultural orientation that may come up, maintain a current knowledge of the cultural orientation curriculum and U.S. Refugee Admissions Program; and
• Perform other duties that may be assigned by the CO Regional Coordinator to enhance the efficiency and efficacy of the CO program.
REQUIREMENTS:
• Bachelor’s degree in Education or TESOL required;
• Experience in ESL curriculum development/modification required;
• Experience in the development/design of training materials required;
• Minimum of three years teaching American English desired;
• Minimum of two years supervisory experience required;
• Demonstrated computer skills;
• Excellent interpersonal skills and ability to work as a team member in a multi-cultural environment;
• Outstanding verbal and written American English skills;
• Ability to maintain the integrity of official records;
• Ability to work in harsh conditions;
• Ability to maintain high performance standards with attention to detail;
• Ability to represent the best interests of CWS/RSC and CWS/IRP.
