The approach of PharmAccess has helped shape the agenda for health financing and delivery, as evidenced by recognitions by the UN, the G20, the World Economic Forum and the OECD. PharmAccess has offices in Kenya, Tanzania, Nigeria, Namibia, Ghana and the Netherlands.
 



For its operation in Kenya, PharmAccess has created the new position of Operations Manager.
 



Responsibilities of the Operations Manager
 



The prime task of the Operations Manager is to ensure planning and day to day coordination of PharmAccess operations under leadership of the Operations Director (OD) in order to ensure optimal productivity and efficiency of the organization. 



Specifically, the Operations Manager will be responsible for:
 



Day to Day Team and Project Supervision:


  • Support supervision and monitoring of the day to day work of staff working under the Provider Services Team (PST) to ensure that planned activities are implemented in a timely manner.

  • Advice teams on strategies to fast track implementation of activities including developing rapid response initiatives whenever necessary.

  • Ensure the targets and quality performance are constantly reviewed and change strategies whenever necessary


Quality Control and Improvement:


  • Advise program staff on program achievements and targets during the process of proposal development for resource mobilization in collaboration with the SafeCare unit.

  • Guide the allocation of teams for quality assessments in line with monthly work-plans generated by regional quality advisors.

  • Evaluate quality of services provided by health facilities in the regions through PharmAccess assessments and utilize the relevant tools and reporting system to enable adaptations in program implementation towards program goals when needed.

  • Participate in quality assessments whenever necessary and advise on ways to overcome challenges encountered during such assessment processes with an aim to improve the process.

  • Manage reporting timelines and turnaround time for program deliverables.


Innovativeness:


  • Working in tandem with the Operations Director and program staff, identify and develop growth opportunities that will yield commercial benefit for PharmAccess Group.


Planning, Monitoring and Reporting:


  • Translation of approved projects into operational plans to guide implementation of activities within agreed terms.

  • Support the process of developing planning and monitoring tools for the Provider Services Team and coach staff on how to utilize the tools.

  • Write programmatic reports to all relevant stakeholders.

  • Daily and weekly reporting to Operations Director with respect to project implementation status and flagging of any and all issues in a timely manner.

  • Coordinate quarterly meetings for the Provider Services Team (PST) to facilitate reporting on achievements, sharing of experiences and planning for subsequent quarters.

  • Input into overall organizational strategic planning process through development of recommendations, proposals and other elements as directed.


Human Resources


  • Develop Job Description for the staff and assist in the recruitment and placement of staff under the PST.

  • Establish work schedules for staff within the PST unit.

  • Supervise staff in the PST unit.

  • Monitor and evaluate performance in partnership with the Operation Director.


Training Support:


  • In conjunction with Operations Director assess and review training levels and needs of PharmAccess team with a view to ensuring optimal performance and delivery against objectives.


Budgetary Input and Regulation:


  • Review staff budgets for field assessment and approve such budgets in conjunction with the Operations Director.


Education Qualifications and required skills:


  • Minimum Master’s Degree in a health related field. An additional Degree in business administration or equivalent preferred but individuals with experience in coordinating quality improvement programs will be considered.

  • At least five years post qualification experience in the health sector or other sectors with management experience in working on a quality improvement program with multiple stakeholders.

  • Excellent interpersonal skills and a collaborative management style.

  • Demonstrated leadership ability.

  • Good analytical skills.

  • Excellent report writing skills and strong organizational ability required.

  • Leadership skills and strong interpersonal skills.

  • Experience in the use of Web-based databases and spreadsheets (e.g., Excel) for QI-related data management and display.

  • Outstanding skills in data collection, analysis, and presentation
