Assignment: Short Term Technical Assistance (STTA) to support Rolling out of Point of Use EMR System in the High Volume CCCs
1. Background:
The USAID Kenya and East Africa Afya Jijini programs’ goal is to improve and increase access to and utilization of quality health services through strengthened service delivery and institutional support of county health systems.
Building off the success of the previously USAID funded five year AIDS, Population and Health Integrated Assistance plus (APHIAplus) program, Afya Jijini’s three year term is intended to support the Nairobi County government to implement the County Health Strategic and Investment plan.
In addition to that the Afya Jijini program will provide technical assistance to 113 health facilities in the programs target area in an effort to improve the quality and uptake of health services.
The period of implementation is from September 2015 through August 2018.
The Afya Jijini program is implemented by IMA World Health in partnership with the Christian Health Association of Kenya (CHAK), the National Organization of Peer Educators (NOPE), the Center for HIV Prevention and Research (CHIVPR)-University of Nairobi and the Mission for Essential Drugs and Supplies (MEDS).
Data quality remain a major challenge to majority of the health facilities in Nairobi County, especially the high volume CCCs.
The data is currently being collected using a combination of electronic and paper based system which cumbersome to manage and it is prone to all kinds of errors including incomplete patient data.
In order to effectively strengthen data quality and reporting, Afya Jijini plans to support point of care electronic medical records (EMR) equipment at all high-volume CCC, train staff on how to use this system, and provide CMEs on generating queries and running reports on the EMR.
2. Objective of the assignment:
Specifically, the EMR consultant shall work with the M&E data manager, the project M&E Specialist to address challenges facing the utilization of point of use EMR in the 31 high volume CCCs.
3. Proposed Activities:
The cosultant will undertake the following tasks:
A. Conduct a comprehensive review of the status of the EMR in use in the 31 high volume CCCs and submit a detailed report on the following:
- Details of the EMR system in use is each of the high volume health facilities
- Listing of the service area where the EMR is being used
- IT equipment supporting the EMR system including any existing gaps
- Capacity gaps among staff
- Any issues posing challenge to the full utilization of the EMR as a point of use data capture system
B. Propose a schedule of activities to address the challenges identified in (A) above (including recommendations where migration is required to other system)
C. Install EMR system, train staff on the system as well as troubleshooting the system on a regular basis
4. Deliverables:
- A detailed status of EMR assessment tool
- A detailed final assessment plan – including strategies for the different areas
- A report summarizing the findings of the assessment highlighting key gaps identified and recommendations on how to address those gaps.
- Progress report on the trouble shooting activities conducted.
- Roll out point of use EMR to some of the facilities
5. Timing and Duration:
The work for Afya Jijini is expected to begin on/about March 7, 2016 and to be completed not later than April 30 2016.
Level of effort for the consultant is 40 full-time equivalent days during this time period, divided as follows.

6. Location and Supervision:
This assignment will take place in Nairobi, Kenya.
The consultant will be given work space at the Afya Jijini office in Nairobi and facilitated for his/her movements under this exercise.
The consultant will work under the overall supervision of the M&D director.
7. Qualification and Requirements:
The successful person for this STTA will have the necessary training in IT focusing on supporting health systems including electronic medical records.
This training includes BSc in Information technology or computer Science.
The person must have experience in health records, EMR systems support and an understanding of the MOH reporting tools.
The applicant will present to IMA documentation that show their competencies to undertake the tasks described in section 3 as well as a proven record of accomplishing tasks such as this on time.
8. Selection criteria
The shortlisted applicants will be invited to IMA to appear before an interview panel and to demonstrate their competencies to perform the task.
The final decision will be made based on competency and availability to begin the task immediately.
9. How to apply
