POSITION: PROGRAM COORDINATOR- TB/HIV

NATURE AND SCOPE OF THE POSITION
The Program Manager- TB and HIV is responsible for planning, implementing and overseeing all TB and HIV programs in adherence with Mercy-USA and donor guidelines and standards. This position specifically guarantees the quality, efficacy and suitability of proposed TB and HIV technical approaches and serves as the regional lead to develop and implement TB and HIV sector strategies. This position is also responsible to ensure the appropriateness of TB and HIV activities both in achieving Mercy-USA’s general objectives and to meet the needs of the local population.
DUTIES AND RESPONSIBILITIES
MANAGEMENT SUPPORT
- Leads in the development of operational strategies for TB and HIV both at the field and regional level, with support from the Program Director
- Leads in project proposal and budget development based on program goals and strategies and in line with donor needs and needs on the ground
· Responsible for managing the project budget by ensuring that: project funds are disbursed properly; expenditure is in accordance with the project document and project work plans; accounting records and supporting documents are properly kept and financial reports are prepared
PROGRAM MANAGEMENT SUPPORT
- Ensure implementation of programs are in line with the approved project proposal, budget, and workplans, anticipating and communicating opportunities/issues/or problems in advance to the Mercy-USA Program Director
- Supervise TB and HIV activities as described in the project proposal and logical framework, through the dierect management of project field staff such as field coordinators, TB and HIV facility staff in-charges and other staff working for the project.
- Follow up, regularly supervise and monitor (together with the field teams) TB and HIV activities.
· Provide technical advice to project field staff, review technical reports and monitor technical activities carried out by field teams.
- Ensure the quality of and coordinate the day to day activities of TB and HIV activities through regular communication and guidance to project field staff.
- Ensure the technical capacity and appropriate availability of field project staff
- Responsible to assess training needs for field project staff (semi-structured questionnaire, focus group discussions) and to coordinate, supervise and implement necessary trainings to ensure quality of service delivery
· In charge of preparation and updating project annual and quarterly work plans, and follow-up their progress in the field.
· Ensures the timely submission of work plans, reports, outputs and other deliverables to Mercy-USA and the other stakeholders for review and evaluation, as appropriate.
Ensure the timely dissemination and implementation of feedback on programs from the regional office to the project field teams.
Is responsible for serving as the primary point of contact for and tasked with maintaining strong working relationships with donors, external partners and MoH counterparts.
Is responsible to oversee, in conjunction with field teams and logistics, the proactive coordination of appropriate TB and HIV medical supplies and commodities to ensure smooth running of program service delivery

Academic
· Degree in Public Health or another technical relevant technical discipline
· Professional qualification will be an added advantage
Master’s Degree in the specified field will be an added advantage
Experience
· 4-5 years in similar position
· 3 Years’ experience in management managing disease control programs
· Experience working in Somalia
· Experience of implementing GLOBAL FUND funded projects
· Experience of implementing UN funded Projects
· Experience working with budgets, including managing financial outlays and expenditures
Previous work experience managing remote field teams
Work related skills
· Full knowledge of WHO TB guidelines, including case detection, diagnosis and recommended treatment regimes
· Full knowledge of WHO HIV guidelines, and recommended treatment regimes
· Strong knowledge of the programme management cycle, and related process and structures for quality programme management
· Good organizational skills
