1. Introduction: general information about the context in which the official will work
The Republic of Kenya has been selected by the Bureau of International Labour Affairs of the U.S. Department of Labour, alongside two other countries worldwide, to benefit a grant made available of approximately $9 million total costs for up to three cooperative agreements of up to $3 million total costs each. The grant is to fund technical assistance projects to improve the capacity of the government, employers, workers’ organizations, and civil society to establish and expand workplace-based training programs with a focus on vulnerable and marginalized youth, in particular adolescents at or above the legal working age who are engaged in or at risk of engaging in the worst forms of child labour. The project, will be a maximum of 4 years (48 months) from the effective date of the award***.***
The ILO having taking cognizance of its previous work in addressing child labour, youth employment and skills development in Kenya through its technical cooperation projects and programmes, is developing a proposal as prescribed by the USDOL.
In anticipation of the bid, the ILO would like to recruit a National Programme Coordinator who will be responsible for monitoring and result measurement in the project. S/he will coordinate with project partners, and support the planning and the implementation of any MRM activities within the project.
2. Reporting Lines
The MRM Officer will directly be supervised by the Project Director and will work closely with other technical project staff under the general supervision of the ILO Country Office Director based in Dar es salaam. S/he will also receive other technical support from the ILO regional office for Africa, as well as other technical specialists in Pretoria and HQ in Geneva.
3. Summary of Main Duties and Responsibilities
Assist in setting up M&E systems and plans for the project (M&E plans, mechanisms for data collection including use of appropriate tools and techniques, data management and analysis) and provide technical guidance for the implementation of the M&E plan, through training and other on-site support
Lead the development of a project M&E system, consistent with the overall project M&E Framework;
Work with the project staff to ensure that all interventions are designed in compliance with both the ILO including training, supporting and mentoring other colleagues in M&E;
Draft ToRs and supervise the work of consultants
Develop effective M & E systems for youth employment – work based learning programmes;
Lead on development of results chains for each intervention before implementation and ensure that a measurement plan is in place before interventions are executed;
Providing support to ensure coherence in the M&E systems in line with the impact, outcome, output and activity level indicators for the project
Identify appropriate performance indicators, standards and benchmarks related to project scope, schedule and quality management;
Carry out evaluations, impact assessments, and prepare case studies on both successful and unsuccessful interventions;
Perform other tasks related to project objectives as requested by the Project Director.
Education – Bachelor’s degree in statistics, business, economics, international development or development studies with a strong research methods component. Master’s degree plus advanced certificate in M & E, statistics, or economic preferred
Experience – Candidate should have at least five years’ professional and hands-on experience, at the national or international level, in the development of surveys and data collection instruments for monitoring programmes. Proven experience in designing, implementing and operating project M & E systems from project inception, evaluations, to closure, knowledge of M & E systems for skills development (work place learning). Experience in the usage of computers and office software packages, experience in handling of web-based management systems is also an advantage.
Languages – Excellent command of English and Swahili.
Competencies – Ability to conduct performance measurement, selection of indicators, reporting, developing and implementing monitoring plans. perform a variety of conceptual analyses required for formulation, administration and evaluation of projects; Good knowledge of programme and budget, project formulation, administration and evaluation techniques and practices; Demonstrated ability to consult, negotiate and work with multiple partners, including government, social partners and to foster cooperation and effective networks; Demonstrated ability to work in a multicultural team, good interpersonal skills; Good command of computer application skills.
