Introduction


The Republic of Kenya has been selected by the Bureau of International Labour Affairs of the U.S. Department of Labour, alongside two other countries worldwide, to benefit a grant made available of approximately $9 million total costs for up to three cooperative agreements of up to $3 million total costs each. The grant is to fund technical assistance projects to improve the capacity of the government, employers, workers’ organizations, and civil society to establish and expand workplace-based training programs with a focus on vulnerable and marginalized youth, in particular adolescents at or above the legal working age who are engaged in or at risk of engaging in the worst forms of child labour. The project, will be a maximum of 4 years (48 months) from the effective date of the award***.***


The ILO having taking cognizance of its previous work in addressing child labour, youth employment and skills development in Kenya through its technical cooperation projects and programmes, is developing a proposal as prescribed by the USDOL.


In anticipation of the bid, the ILO would like to recruit a Work Place Based Training Specialist (National Professional Category) who will be responsible for coordinating and leading the implementation of work based training programmes for vulnerable youth in Kenya. S/he will coordinate with project partners, and support the planning and the implementation of the project.


Reporting Lines


The Workplace Based Training Specialist will directly be supervised by the Project Director and will work closely with other technical project staff under the general supervision of the ILO Country Office Director based in Dar es salaam. S/he will be technically supported by the Skills Development Specialist in Pretoria, and also receive other technical support from the ILO regional office for Africa, as well as other technical specialists in HQ in Geneva and CO Dar es salaam.


Duties to be carried out:


· Design, coordinate and monitor the implementation of project activities whilst ensuring their consistency with the national priorities of the Government of Kenya, national skills development strategy and related education frameworks and policies.


· Engage and support government, workers and employers organizations in development of project plans and activities


· Design and participate in capacity building workshops, seminars and other events for project partners


· Draft tools, manuals, and other training materials for use by the project


· Draft Terms of Reference and supervise the work of external consultants


· Ensure the efficient execution of budgetary resources allocated to the project


· Provide technical support to missions and missions by skills and employment specialists


· Provide technical support, advice, and coaching provided to the tripartite partners to ensure that their capacities are in built to enable them to carry out their mandates and functions more effectively;


· Adapt ILO global tools to national circumstances as well as apply them and monitor their application


· Develop partnerships with line ministries, private sector and business organizations, social partners, other UN agencies, to implement and evaluate ILO project;


· Prepare background information, programme briefs, periodical reports, gender analysis and related technical reports and statistical data on status of programme activities for internal and external distribution


· Perform other duties as requested by the Project Director and ILO Country Office Director.


Qualifications: Advanced university degree in education/ technical and vocational education/ economic development, social science or a related discipline


Experience – Candidate should have at least seven years’ relevant experience in the area of skills development. Candidates having experience in the areas of formulation of policy and strategy, curriculum development, formal and informal apprenticeship, entrepreneurship training, trade testing or recognition of prior learning and project management will be preferred. Substantial knowledge in resource mobilization.


Competencies – Ability to perform a variety of conceptual analyses required for formulation, administration and evaluation of projects; Good knowledge of programme and budget, project formulation, administration and evaluation techniques and practices; Demonstrated ability to consult, negotiate and work with multiple partners, including government, social partners and UN agencies and to foster cooperation and effective networks; Demonstrated ability to organise and facilitate meetings and workshops, good public speaking skills; Demonstrated ability to work in a multicultural team, good interpersonal skills; Demonstrated ability in gender mainstreaming will be an added advantage; Demonstrated ability to manage Formal and informal Apprenticeship programmes; and Good command of computer application skills.
