Job Description
(i) Researching on and analyzing issues identified for inclusion into the Agenda for the Council of Governors Meeting;
(ii) Participating in the organization of the Council of Governors Meetings, including documents for the Meetings;
(iii) Rapporteuring in Council of Governors Meetings and compiling Minutes and necessary reports;
(iv) Receiving reports and monitoring the implementation of the inter-county agreements on inter- county projects;
(v) Organizing the County Secretaries’ Meetings;
(vi) Considering matters of common interest to County Governments;
(vii) researching on and recommending action on issues relating to Inter-Governmental relations referred to the Council of Governors by members of the public;
(viii) Preparing draft Annual Council of Governors Reports for discussion before submission to the National Assembly, the Senate and County Assemblies, as well as quarterly reports for consideration and submission to the Council of Governors;
(ix) Receiving and analyzing progress reports on implementation of Council decisions.
Job Specification
For appointment to this grade an officer must have:
(i) Served in the Grade of Chief Officer or in the Public Service or served in any other reputable organization for at least six (6) years, three (3) of which should have been in the grade of Chief Officer or an equivalent position for a minimum period of three (3) years;
(ii) Bachelor’s degree in any of the following disciplines: Public/Business Administration, Management, Economics, Project Planning and Management, Leadership and Governance / Management or its equivalent qualifications from a recognized institution;
(iii) Attended a senior management course lasting not less than four (4) weeks from a recognized institution;
(iv) Certificate in computer applications from a recognized institution;
(v) Possess good oral and written communication skills;
(vi) Have a certificate in report writing;
(vii) Be of proven integrity, transparency and accountability; and
