The United States Agency for International Development (USAID) has contracted through CAMRIS International partnered with IAPWorld Services Inc, (IAPWS),to recruit and hire qualified individuals for the following position:
Title: Senior Regional HIV/AIDS Advisor for Prevention and Support

ROLES AND RESPONSIBILITIES:
The P&S Advisor will provide leadership and advisory services on the full range of HIV prevention and AIDS support activities, incorporating the Agency's five core values in all aspects of his/her work. These core values are: (1) customer focus, (2) managing for results, (3) empowerment and accountability, (4) teamwork and participation, and (5) valuing diversity. S/he also focuses on critical issues and activities in support of the President's Emergency Plan for AIDS Relief (PEPFAR) II's prevention, care and treatment goals and objectives in the region as well as other U.S. Government and USAID initiatives.
The P&S Advisor will bring strong technical expertise to the region in the latest developments in HIV prevention beyond the traditional ABC approach and in strategic communications (e.g. counseling strategies focusing on secondary prevention, prevention with positives, ARV treatment as a prevention strategy, prevention of pediatric AIDS). S/he will also bring strong technical expertise in other AIDS support issues, such as orphans and vulnerable children, gender based violence, community organization, substance abuse, sustainable programming, monitoring and evaluation, operations research, most at risk populations, nutrition for PLHA, household economic strengthening and multi-sectoral programming. Multi-sectoral programming includes working with other USAID sectors such as economic growth and democracy and governance, as well the development of public/private partnerships such as Global Development Alliances (GDA). S/he will provide state of the art technical support to the bilateral Missions as well as supporting and developing regional HIV/AIDS programming that complements programs of the region's bilateral Missions.
The successful candidate will work at a senior level within the region serving high-priority USG foreign assistance programs that require knowledge, experience, maturity, and an ability to function independently within a complex, highly demanding, frequently changing environment.
The P&S Advisor position is located in the RHH Office, USAID/EA in Nairobi, Kenya. The P&S Advisor reports to the Director, Regional Health and HIV/AIDS Office. The P&S Advisor travels frequently in the East Africa region, approximately 30 percent of total work time.
The P&S Advisor will be expected to work independently, take initiative, and participate on a multi-cultural team contributing to multiple results packages. S/he will advise USAID/EA on all aspects of HIV prevention and HIV/AIDS support (e.g. orphans and vulnerable children), gender issues including GBV, and other core issues related to prevention, care and support (e.g. alcohol/substance abuse). The incumbent will represent USAIDat the highest government and donor levels. Per ADS 103.3.1.1b(4), s/he will not be authorized to sign (1) obligations that require a warrant, and (2) grants to foreign governments and public international organizations, thereby prohibiting her/him from obligating USG funds in these instances. The P&S Advisor will have no supervisory duties.
The P&S Advisor will provide managerial expertise and technical advice to support the implementation of RHH Office HIV and AIDS programs through a combination of regional acquisition and assistance agreements and buy-ins to USAID/Global Health Bureau implementing mechanisms.
Given the integrated focus of President Obama's Global Health Initiative as well as the Global Hunger and Food Security Initiative, the P&S Advisor shall promote synergy and complementarities between HIV/AIDS and other USAIDactivities in the region. S/he will work closely with other USAIDactivities to identify and implement the most promising linkages in areas such as MCH, nutrition, tuberculosis, malaria, water and sanitation, HIV/AIDS (including policy, prevention, treatment, and care and support activities), systems strengthening, education, population, health and the environment and natural resources.
In close collaboration with the Agreement Officer Technical Representatives (AOTRs) for each activity, the P&S Advisor provides technical assistance and oversight to the following RHH initiatives: The Roads to a Healthy Future (ROADS II) Project; AfriComNet; East, Central and Southern Africa Health Community (ECSA-HC); and Regional Center for Quality of Health Care (RCQHC).
The P&S Advisor will prepare summary trip reports, assist in the preparation of the annual operating work plan, prepare write-ups for internal and external distribution on program highlights, and report on accomplishments and challenges for formal review with the RHH Office Director.
CERTIFICATIONS, LICENSE, PHYSICAL REQUIREMENTS OR OTHER
EXPERTISE contractor must have:
Education:The P&S Advisor must have a masters' level postgraduate degree in relevant social, life or behavioral sciences.
Experience:
?At least ten years' experience working on development projects is required, including program management experience. Must have experience in at least four of the HIV and AIDS prevention and support programming issues listed above. A minimum of two years' African experience is required.
?Demonstrated capacity to understand and provide advice on critical technical and operational issues related to HIV/AIDS prevention, care, and mitigation. Must be able to work well under difficult conditions and communicate effectively with a wide range of people, including USAID officials, host country government officials, and field staff.
?Excellent interpersonal skills and ability to work effectively in a team setting
?Demonstrated skills in writing, administration and management required; familiarity with Agency administrative requirements highly desirable.
?Fluency in English required. Fluency in French highly desirable

?A State Department Medical Clearance will be required prior to appointment.
?U.S Citizenship is required. ASECRETsecurity clearance involving a comprehensive background investigation performed by the appropriate U.S. Government agency is required.
