ACTED is a non-governmental organization whose vocation is to support vulnerable population world wide and to accompany them in building a better future. ACTED was created in 1993, is governed by the French law and has its head quarters in Paris, France.

ACTED Kenya/Somalia is looking for a self driven and a self oriented professional to fill the following two posts;

1. Appraisal, Monitoring and Evaluation Unit Manager

Job Profile
The AME Manager forms part of the team working under the supervision of the Deputy Country Director for ACTED Kenya/Somalia. The incumbent will be responsible to support development and implementation of Appraisal, monitoring and evaluation strategies on diverse issues related to the implementation and monitoring of agricultural and livelihood projects in South Somalia. These duties require an in-depth knowledge of the main features of the agricultural system as well as the social, political and economic context of Somalia.

Job Responsibilities
* Drafting the Log frame in collaboration with the Reporting and Finance Departments;
* Playing a proactive role in the drafting and the follow up of the PMF (tracking the Indicator Collection Plans throughout program implementation, and following up on project progress and delays);
* Planning regular assessments: Appraisals, Monitoring and Evaluation missions
* Support implementing units and assisting in guiding future programming through the identification of and training on lessons learned and best practices.
* Facilitating the Project Cycle Management by gathering qualitative and quantitative data before, at different stages.
* Providing supervision and direction to the AME Unit in his/her area of responsibility
* Training the AMEU team in cooperation with Coordination
* To provide regular work plans and updates to Coordination on past, present and future monitoring and evaluation missions;

Minimum Requirements
* University degree or masters in sociology, Development studies or a related field.
* A Kenyan Somali National who is well conversant with Middle Juba region in South Somalia
* Excellent written and verbal communication skills. Must be able to communicate effectively in Somali and English languages.
* At least 4 years of work experience in a similar field or in agronomical related programs implemented in Somalia; former experience with humanitarian organisations is an asset;
* Previous experience with community development, economic/agricultural development, and/or Participatory Rural Appraisal methodology
* Familiarity with the aid system, and ability to understand donor and governmental requirements;
* Knowledge of and experience in field-based data collection methods
* Design, Monitoring and Evaluation experience in humanitarian/development settings
* Flexibility and willingness to travel extensively in South Somalia and to spend long periods in the field.

2. Appraisal Monitoring and Evaluation Officers Job opening.
Based in Saakow, Middle Juba, South Somalia, and reporting to the AME Manager, the AME Officer will bear the following main responsibilities:

* Design and implementation of needs assessments and baseline surveys to establish and track indicators;
* Data entry
* Monitoring indicators to ensure that the program meets its goals and objectives;
* Design and implementation of impact assessments;
* Facilitate quick and accurate reporting of monitoring results to ensure that ACTED, donors and other organizations can build upon successes and lessons learnt during the program;
* Train staff in the fields of appraisal and baseline data collection and process, impact and indicator monitoring.

Minimum Requirements
* A university degree or higher diploma in sociology, Community development or related field.
* A minimum of 2 years experience in monitoring and evaluation;
* Must a Somali national with good communications skills(both oral and written)
* Competence in computer packages especially word and excel.
* Should have be conversant with statistical packages
* Ability to identify gaps in the existing AME system/procedures and to suggest way forwards for improvement;
* Ability to work closely with the community;
