Position: Project Development Manager - Horn of Africa
 Contract duration: 6 months, renewable
 I. Background on ACTED: ACTED is a French humanitarian NGO, founded in 1993, which supports vulnerable populations, affected by humanitarian crises worldwide.ACTED provides continued support to vulnerable communities by ensuring the sustainability of post-crisis interventions and engaging long-term challenges facing our target populations, in order to break the poverty cycle, foster development and reduce vulnerability to disasters. Our interventions seek to cover the multiple aspects of humanitarian and development crises through a multidisciplinary approach which is both global and local, and adapted to each context. Our 3,300 staff is committed in to responding to emergencies worldwide, to supporting recovery and rehabilitation, towards sustainable development.
Our teams in the field implement some 340 projects in 34 countries covering the following sectors emergency relief, food security, access to health, education and training, economic development, microfinance, advocacy, institutional support, and regional dialogue, cultural promotion.

 ACTED launched its Kenya mission in January of 2008 with an emergency assistance program for residents in Nairobi slums affected by the post election violence. Since 2009, Nairobi has been the home base of ACTED’s relief operation in Southern Somalia aimed at supporting vulnerable famers affected by recurrent droughts.
In 2010, ACTED’s mission in Kenya/Somalia sought to address the needs of pastoralist and farmer communities of North Central Kenya and South Somalia arising from multiple shocks such as adverse climatic conditions and disease outbreaks, through emergency food and non-food items distribution.
In the wake of this emergency context, ACTED also promoted the adoption of sustainable community based solutions, emphasizing livelihood strengthening and diversification, natural resource rehabilitation and management, good hygiene practices and access to sanitation facilities.
ACTED is developing its programs in South Somalia, focusing on building capacity to respond to emergency outbreaks, as well as ensuring local populations are integrated into longer term projects aiming at improving their livelihoods. This will occur in the form of food, water, sanitation and hygiene (WASH) and livelihood support to vulnerable agro-pastoral and riverine communities.
Today, ACTED's teams and resources are mobilized on the front of dire needs in our areas of intervention in Somalia and Kenya, as well as other areas in the Horn of Africa.
 The Project Development Manager is in charge of managing in liaison with the director of the cluster Horn of Africa and the Deputy Country director for Kenya / Somalia to ensure:
1) the development of adapted, relevant and qualitative project proposals
2) the production of timely reports for ongoing projects
3) the follow up of Programme strategy and internal communication amongst programme teams.

He/she assists the deputy Country Director and Director for Horn of Africa in developing a country communications strategy, both internal and external.


He/She is in charge of maintaining an in-depth insight on donors and other stakeholders ‘strategies, activities and opportunities in-country, in line with ACTED’s overall programme strategy
1. Project Cycle Management and ReportingFacilitate the development and implementation of project cycle management;Liaise regularly with Area Coordinators, Programme Managers and technical staff to ensure solid knowledge and follow up on project implementation and the production of quality reports across areas and across Donors;Ensure reporting and contractual requirements are met and reports to donors reflect the progress and status of projects in a transparent, timely and professional manner.Ensure in particular that reporting guidelines, formats, philosophy, deadlines for each project and donor is communicated clearly and standardized across the region for new and on-going projectsFollow up the implementation of the Project Management framework (PMF, ACTED PCM Tool) for all projectsKeep track of all projects and programmes monitoring and evaluation schedules and work with field staff to design and implement monitoring and evaluation procedures;Work in close relation with AME Department to develop and incorporate more solid monitoring and evaluation components in reports;Work in close relation with Finance Department and ACTED HQ to ensure greater coherence between financial and narrative reports, and ensure steady cash inflow based on the timeliness and quality of report submissions.Work with all departments to follow up project and programmes databases incl. work on the nomenclature used (official names etc.);Ensure that appraisal, monitoring and evaluation and donor reports are made useful for fundraising and proposal development strategy and add to the general base of field knowledge in the country for all organisations working in the area;Set up a Resource Centre at the regional cluster’s office regularly updated with appropriate and relevant external and internal resources.Diffuse information to other internal stakeholdersEnsure that all meetings are held and documented (monthly management meetings, capital coordination meetings, area coordination meetings, weekly base meetings, quarterly country coordination meetings);Follow-up meetings at the field level and/or in the capital, between the bases and between the Country Managers;Draft and / or supervise agenda and minutes of region-wide meetings.3.  Since 2008, ACTED has been implementing projects in South Central Somalia focusing on emergency WASH support, food security, information management and humanitarian coordination to help the population transition into early recovery.
Despite recent gains in parts of Somalia, including relative political stability and economic progress, large parts of the country remain in humanitarian crisis with most rural areas still under Al Shabaab control and with many people unable to meet their essential needs. ACTED’s current programming focuses on early recovery, specifically in South Central Somalia. Its on-going projects include resilience, social safety nets, livelihood and WASH activities. ACTED also carries out emergency programming when necessary, just recently it implemented water trucking to 5,000 homes across two districts of South Gedo region who were experiencing drought.
Lastly, ACTED partners with IMPACT Initiatives to implement the REACH programme in Somalia. REACH, which is an IDP assessment tool, aims to provide information management services to the WASH, Education and Shelter Clusters in Somalia and is used to improve humanitarian coordination in the country.

ACTED was created in 1993 to support populations affected by the conflict in Afghanistan. Based in Paris, France, ACTED now operates in 34 countries worldwide, with over 200 international and 4000 national staff. II. Country Profile

ACTED launched its Kenya mission in January of 2008 with an emergency assistance program for
residents in Nairobi slums affected by the post election violence. Since 2009, Nairobi has also been
the home base of ACTED’s relief operation in Southern Somalia.
In 2011, ACTED responded to the worst drought in Kenya in the past sixty years, providing vulnerable agro-pastoralists in Northern Kenya with emergency water and sanitation assistance, cash injections and destocking. ACTED facilitated dialogue and peace negotiations among and between conflicting communities, enabling pastoralists to peaceably access and share scarce water resources and pasture at the height of the crisis. Capacity-building and input support for agro-pastoralists in the beginning of the year sought to improve animal health and marketing, strengthen income-generating activities and aid in sustainable management of resources, protecting livelihoods from the impact of the drought and building community resilience.
In 2012, ACTED remains poised to respond to emergency needs in Northern Kenya.
ACTED also continues enhancing community and government capacity to prepare for and manage drought, building stronger, more resilient livelihoods in Samburu county and East Pokot district.
 III. Position Profile: The Area Coordinator is responsible for the implementation of ACTED’s global mandate in the relevant area, and for the scope of activities developed within this mandate.

1. Ensure ACTED Representation in the area of activity

Representation vis-à-vis provincial authorities:Participate in official meetings to ensure maximum visibility vis-à-vis provincial authorities.Representation vis-à-vis Donors:Establish and update contact details of potential Donors active in the area of activity;Participate in Donor meetings at provincial level and communicate relevant information to the Country Director;Circulate the Annual Report.Representation amongst other international organisations:Participate in inter-NGO Coordination meetings and those of UN Agencies (OCHA, UNDP,UNICEF, FAO, etc.), and any other relevant inter-governmental institution at provincial level;Ensure maximum visibility of the Agency amongst the NGO community at provincial level;Lead the production of reports and ensure the timeliness and accuracy of information provided, as well ensuring confidentiality of sensitive information.More generally, the project manager is expected to contribute to the creation of a positive image and overall credibility of the organisation, notably through the application of ACTED’s mandate, ethics, values and stand-point with regard to other actors.2. Today, ACTED's teams and resources are mobilized on the front of dire needs in our areas of intervention in Somalia and Kenya, as well as other areas in the Horn of Africa.In 2013, the Global Shelter Cluster (GSC) approved its GSC Strategy for the period 2013-2017. In order to advance the implementation of the GSC Strategy, and in particular its Strategic Aim 1, the GSC with funding support from ECHO has established Shelter Cluster Regional Focal Points (RFPs) hosted by cluster partner agencies as standby/surge capacity and support for country level cluster based preparedness planning and awareness raising. The RFPs are hosted by partner agencies and operate in close collaboration with global cluster leads, therefore contributing to strengthen capacities of the overall shelter sector. The GSC Strategic Advisory Group (SAG) agreed on a transparent process for the selection of partners to host RFPs. An open invitation was made to all cluster partners for expressions of interest to host these RFPs. As an active member of the GSC, ACTED sent an expression of interest to host the position of RFP – Africa Region, which was accepted by the GSC SAG based on pre-agreed criteria.
The purpose of the Shelter Cluster Regional Focal Point (RFP) is to deliver emergency capacity building and preparedness support to national shelter clusters and national coordination platforms, with primary focus on building local capacities.Provide technical support to on-going clusters and other coordination mechanisms at the regional and country level on shelter coordination and sector-based contingency planning.Support the national cluster coordinators in the region in fulfilling the IASC and GSC guidance. This will be done in coordination with the GSC Support Team.Support the government and shelter actors in selected high-risk countries where there is no existing shelter coordination capacity. Position: Appraisal Monitoring and Evaluation Officer

Duties and Responsibilities

ACTED launched its Kenya mission in January of 2008 with an emergency assistance program for residents in Nairobi slums affected by the post election violence. Since 2009, Nairobi has also been the home base of ACTED’s relief operation in Southern Somalia.

In 2011, ACTED responded to the worst drought in Kenya in the past sixty years, providing vulnerable agro-pastoralists in Northern Kenya with emergency water and sanitation assistance, cash injections and destocking. ACTED facilitated dialogue and peace negotiations among and between conflicting communities, enabling pastoralists to peaceably access and share scarce water resources and pasture at the height of the crisis. Capacity-building and input support for agro-pastoralists in the beginning of the year sought to improve animal health and marketing, strengthen income-generating activities and aid in sustainable management of resources, protecting livelihoods from the impact of the drought and building community resilience. In 2012, ACTED remains poised to respond to emergency needs in Northern Kenya. ACTED also continues enhancing community and government capacity to prepare for and manage drought, building stronger, more resilient livelihoods in Samburu county and East Pokot district.

Position Profile

The MIS officer will be responsible for the construction and development of an interactive online database for the Somalia Returns Consortium (RC), headed by UNHCR. 

The database must be constructed for cross-donor data entry and interactive querying functionality with the ability to be used in an offline environment.

Deliverables: 

SQL-based relational table database system developed with the below-mentioned details Weekly progress reports to the REACH Focal Point Incorporation of RC member feedback into databaseThe MIS officer will be responsible for the construction and development of an online information management portal for the returns consortium operational in Somalia. Development of a structured relational table database system using SQL Server/MySQL Creation of an interactive user front end through either ASP.NET or PHP with querying ability Creation of a “dashboard” style front end with automated graph and report generation queried directly from the database Implementation of password access to system functionalities and information for different project partners Creation of a standardised data entry form that matches the assessment form used in the field Ensuring data quality assurance through a well structured data entry web portal with data quality clauses (possibly through the use of JavaScript commands)Monitoring the data quality of the database with regular data quality checks through active database managementProposing new technical solutions to the database as the project progresses and developsKey features of the inter-agency monitoring database: (a) Online web database with specific access for each RC members also inclusive of offline functions (such as data entry); (b) Automated analysis of the data (automated graph production and data analysis built into the database; Stream flowing the data analysis saving time on report production);
(c) Downloadable empty database structures from the website that can be used in the field by RC members; (d) Automatic interaction/updating of the web map on Arc-Server; (e) Interaction/connectivity between indicators from other sources/databases; (f) Consolidation of future RC Database(s) as and if relevant; (g) Integration with RC’s feedback and complaints mechanism.

Reporting 

To work according to the priorities set by the REACH Focal Point To report to the REACH Focal Point at frequent and regular intervals on the progress of database construction To report to the REACH Focal Point at frequent and regular intervals about any outstanding inaccuracies and / or discrepancies in the database populated by project partners Respond to information requests from the REACH GIS / DB Specialist, REACH Focal Point, project partners and other INGO’s, NGO’s; Ensure project partners/donors have the sufficient access to their specified data requirements; Ensure the database can be provided to the REACH GIS Mapping team (GIS Officers/GIS Assistants) and integrated into mapping software’s through providing Excel/Access compatible files; Respond to information requests from REACH/ACTED partners; Support the collection of spatial datasets and integration with REACH activities in all ACTED/REACH bases. Liaise with appropriate technical people for involved organizations as multiple data collection forms will need to be integrated as well as uploading capability of Excel sheets from 2 external systems (NRC mobile data collection, DRC mobile phone complaints mechanism). Support the transfer of project collected data is successfully transferred to the REACH HQ – Geneva and integrated with the on-line mapping system

Work Plan

The GIS/MIS officer is responsible for the construction of the online interactive web portal and the monitoring of the data inputted by project partners.

Position Profile 

Under the direct supervision of the Country Director, key responsibilities include: Logistical management of Mission premises: Oversee the furnishings of premises (offices and guesthouses); Supervise maintenance and repairs of premises; Provision and replenishing of office supplies: Identify needs in stationery and office supplies; Establish a follow-up procedure for the stationery store; Undertake purchases and storage of supplies; Financial Management: Manage the expenses for the logistical department ; Provide documentary justification of expenses to the Country Finance Department; 2. III. Position Profile

The Reporting Intern ensures the production of timely reports for the Reporting Officer as well as the Reporting Manager. 

For countries where no reporting officer/manager position is available, the reporting Intern works under the direct supervision of the country director and ACTED HQ reporting department. He/she assists the Reporting Manager as well as the Country Director in developing a country communications strategy, both Officeral and external. Collect and synthesize data from the field, and draft reports in cooperation with project management, finance, monitoring and evaluation, and other field coordination departments Assist the Reporting Manager in developing project proposals, addressing ad hoc donor requests or catalysing action on specific projects or components of projectsPostgraduate diploma in Journalism, International Relations or a relevant field Previous related work experience, preferably in the humanitarian field w/knowledge of donor relations Advanced proficiency in written and spoken English and French Excellent writing and communication skills Ability to work efficiently under pressureV. Under the direct supervision of the Country Director, key responsibilities include: Logistical management of Mission premises: Oversee the furnishings of premises (offices and guesthouses); Supervise maintenance and repairs of premises;  Provision and replenishing of office supplies: Identify needs in stationery and office supplies; Establish a follow-up procedure for the stationery store; Undertake purchases and storage of supplies;  Financial Management: Manage the expenses for the logistical department ; Provide documentary justification of expenses to the Country Finance Department; 2. III. Position Profile

Under the authority of the Country Director and Finance Director in HQ, the Country Finance Manager (CFM) will be responsible for ACTED accounting and financial management in-country. 

The CFM ensures that national legislation is adhered to, and that the country specific standards are applied in ensuring efficient use of resources.

Accounting and Financial Management

Supervise accountancy procedures: filing of documents, allocation of expenses, vouchers registration, balance checking, etc.; Verify and compile monthly accounts from each base; Communicate accounts on a monthly basis to HQ, respecting SAGA procedures and deadlines; Manage the presentation, circulation, filing and archiving of accounting and financial documents in conformity with FLAT procedures;Open/close bank accounts on the authority of the General Delegate; Oversee the management of bank accounts: follow transfers, check balances, check authorised visas; Supervise the management of safes and cash: available amount, balance checks, security instructions; Assess monthly cash-flow needs for projects and bases and communicate cash requests to the HQ; Manage money transfers, bases cash-supply and amounts in circulation, whilst defining payment procedures (bank transfer, cheque, cash etc.);Set up and formalise procedures for the commitment of expendiure, conform to ACTED procurement guidelines: collect visas of authorised staff members, set-up commitment ceiling in local currencies, define methods and timescales for payment according to local practices; Ensure that procedures are adhered to in terms of contracts and payments; Ensure that proofs of purchase are valid (contracts, orders, bills, inoices, delivery receipts etc);Budget Management
