JOB DESIGNATION: Capacity Development Officer (CDO)

JOB CATEGORY: I

LOCATION: CBM Africa Regional Office East I, Nairobi

I. PURPOSE:

The Capacity Development Officer will be responsible for the capacity development initiatives for the East Africa Region.

II. STRUCTURE OF AUTHORITY:

The incumbent will report to:

• The Regional Programme Manager

III. MANDATED AIMS:

Working in the Regional Office – Nairobi, you will take responsibility for:

• In close collaboration with Country Coordinators, Resource Person for Inclusive Development and Regional Programme Manager, identify partners needed capacity development and resource these needs ; • Support the Country Coordinators in the development of country implementation plans; • With the Country Coordinators and Regional Programme Manager introduce and develop as a team innovative capacity development initiatives that strengthen the development work of the partners whilst reflecting the Regional Strategy; • Assist the Country Coordinators in supporting the partners in the development of multi-year plans using CBM planning tools; • Line manage the Regional Resource Person for Inclusive Development in the implementation, monitoring and reporting of the Inclusive Development Plan and other issues pertaining to inclusive development; • Develop the capacity of Regional Office staff in various Disability and Inclusive Development related aspects through the organisation of internal training workshops and continued educational sessions in conjunction with the Capacity Development Officer Central Africa and Regional Resource Persons for Inclusive Development in close consultation with the Human Resource Officer.

IV. CORE RESPONSIBILITIES:

• Using a participatory approach with the Country Coordinators and partners, instigate capacity development plans that will strengthen the organizational and technical capacity of the partners in Africa Regional Office east ; • Ensure that all regional and country office staff, key partner staff and country or regional resource persons are familiar with and can apply the tools of multi-year planning in their respective working environments; • Assist the Country Coordinators in the assessment of multi-year project plans (documentation) to ensure compliance with CBM’s standards; • Take the lead to develop and promote capacity development initiatives arising from the Regional Business Plan; • Continue to promote and develop the regional approach to Child Protection • Support the Regional Resource Person for Inclusive Development in his/her work to develop and implement the Disability and Inclusive Development Plan; • Keep abreast of development issues and changes in policy that may affect the region’s direction and work with partners, informing the Regional Office team accordingly • Ensure good communication with Member Associations who have an active interest and play a role in the capacity development initiatives in the region • Develop position papers that will assist the region in implementing and reporting on cross cutting issues e.g. gender, child protection, advocacy

V. ADDITIONAL / STRETCH DUTIES:

In addition to the responsibilities outlined in Section IV above, the incumbent will upon instruction by his / her superior (s), perform ad hoc activities which are either by their nature related to his / her normal duties or evolve from operational requirements.

These may include, but are not limited to:

• Being available as a potential member of a national or regional Teams of Competence that requires the Capacity Development Officers’s specific expertise and skills; • Any other functions outside the region but within CBM mandate.

VI. QUALIFICATIONS:

• First degree or equivalent in Social Sciences, Public Administration, Business Administration & Management, Community Development or any other relevant field.

• Four years of experience in programme work in the field of development within an international development organization.

V. COMPETENCIES AND SKILLS:

• Proven experience which demonstrates the ability to think and plan strategically on a country and regional level; • Candidate should practical skills that demonstrate both knowledge and experience in narrative and financial reporting; • Proven skills in facilitating workshops and trainings at a senior management level ; • Practical experience in child protection and gender is an added advantage; • Skills in training on management issues of Non-Governmental Organizations. This includes organizational assessments, development support plans, strong facilitating, coaching and social skills; • Understanding of the trends and standards in development work in Africa; • Wide proven practical and theoretical knowledge in disability and development concepts; • Ability to integrate into a multi-cultural environment; • Computer literate. Experience in the use of Microsoft packages such as Outlook, Word, PowerPoint, Excel, Access; • Ability to priorities work, and meet deadlines; • Good written and spoken English; • Reflects CBM values in daily work; • Ability and willingness to travel, mainly within region, about 30% of working days;
