The International Livestock Research Institute (ILRI) seeks to recruit a Capacity Development / Instructional Design Specialist to enhance ILRI’s contribution to the capacity development and learning aspects of several of its CGIAR Research Programs (CRP) and programs,

ILRI works to enhance the roles livestock play in pathways out of poverty in developing countries. ILRI is a member of the CGIAR Consortium, a global research partnership of 15 centres working with many partners for a food-secure future. The Position:The assignment involves working closely with ILRI’s Head of Capacity Development, research leaders and our research-for-development partners to promote “better lives through livestock” through a range of capacity development / instructional design activities, including:

Contribute to ILRI’s mission and livestock agenda by creating blended learning courses based on Adult Learning Theory (ALT) and sound Instructional design principles and practices.Review and refine training materials, prepare lesson plans, and produce online/e-learning modules.Create Outlines, Storyboards, Scripts, Job Aids, Activities, Assessments, and other deliverables for a variety of broad range of learning needs.Define technology requirements and process standards for training activities.Assist in the creation of learning systems that can capitalize (ideally in almost real-time) on the learning and experience taking place in different parts - geographically and thematically – of the CRPs, and disseminate widely after adapting based on capacity development and learning theory best practices.Contribute to ongoing research on various aspects of capacity development / instructional design and their application to ILRI’s mandate.Make learning (including social learning) explicit and embedded into the research process, so that capacities (including the capacity to innovate) are enhanced.Support a 'Learning Hub' that will handle both the data flow and analysis of our learning data, along with a broader dissemination strategy.Converting research outputs and tools into training media and a strategy to ensure effective dissemination and uptake among our research team and target beneficiaries.Support the implementation of multi stakeholder platforms, including support in setting up and facilitation of such platforms, and contribution to related research activities.

Responsibilities:

Develop blended-learning programs and training materials based on proven adult learning techniques (including ADDIE, Rapid Course Development, and Adult Learning Theory), using appropriate design, content and technologies adapted to the context of actors in developing countries.Help disseminate learning insights gained, as well as tools and methodologies across CRPs and ILRI’s activities.Support researchers and partners in setting up and facilitating multiple stakeholder platforms, as well as in the delivery of materials as needed (including assistance in coordinating and organizing training sessions, and delivering training programs as needed).Support the program researchers in conceptualizing and developing capacity development activities.Contribute to research activities around capacity development topics.Work with program scientists to develop and apply tools and methods for an ongoing assessment of program capacity development needs, as well as the impact of capacity development interventions on the overall program objectives.Develop partnerships with selected capacity development actors to achieve the program objectivesAny other related task as assigned by the Head of Capacity Development.

Requirements:

Advanced degree in Education, Communication, Business Administration, Social Sciences, or other related fields.At least 10 years exposure in the disciplinary area, e.g., instructional design / learning systems / education & training / social science - with experience working in developing countries. Of these, at least three years in one or more of the following areas: (1) online instructional design experience; (2) technical writing experience; (3) working with an LMS.A proven skill-set in the development of learning courses, dissemination of learning products, training and technical assistance materials, needs assessments, and other capacity development products.Familiarity with aspects of livestock production, and/or agricultural systems in developing countries a plus.Experience with Adult Learning, Engagement skills, Curriculum Development Competence and e-learningExperience with eLearning tools such as Articulate Storyline, Articulate Studio (Quizmaker), Adobe Captivate, Flash, HTML/HTM5, MS SharePoint 2010, and Java Script Flash/Action Script as well as graphical design tools, such as Photoshop and Illustrator.High level understanding of AICC and SCORM standardsExcellent judgment, strategic thinking and the ability to manage risk and competing priorities and meet deadlines.Consistently approaches work with energy and a positive, constructive attitude.Demonstrates openness to change and ability to manage complexity.Excellent organizational, interpersonal, written, and verbal communication skills. Facilitation, presentation, and/or publication experience a plus.

Post location:This position will be based in Addis Ababa, Ethiopia, or one of ILRI’s regional offices (Hanoi, New Delhi, Ouagadougou or Harare). There will be an induction period at ILRI’s headquarters in Nairobi prior to taking up the post at the duty station.

Position level: This is an Internationally-recruited position, job grade 4C.

Duration: 3 years with the possibility of renewal, contingent upon individual performance and continued funding.

Over 3 years, the USDA - Kenya Semi-Arid Livestock Enhancement Support (K-SALES) Program will improve the competitiveness of the livestock value chain by increasing productivity and boost marketing and trade of live animals and meat (cattle and shoat) hides and skins value chains.


K- SALES interventions will increase the availability of quality enhancing inputs, technologies and services, while increasing adoption of improved livestock and farm management techniques. The project will also stimulate and leverage public and private investment in infrastructure and technologies through matching grants that strengthen vertical and horizontal linkages through capacity building and mentorships to improve linkages between buyers and sellers, buy-down risk of investment and reduce transaction costs in 6 Counties; namely Tharaka Nithi, Meru, Kitui, Makueni, Machakos and Taita Taveta.

 1. Monitoring and Evaluation Officer
The M&E Officer will be responsible for the design, development and implementation of a comprehensive, efficient and effective system of monitoring, evaluation and learning for a 5-year project.

Project Manager – Capacity Development Project (CDP)

The Ministry of State for Planning, National Development and Vision 2030 (MSPND & V2030) in the Office of the Prime Minister plays a key and strategic role within the overall structure of government. Its mandate is to facilitate and coordinate the national development planning process, oversee the implementation of Kenya Vision 2030 and to provide leadership in the implementation of economic policies. In carrying out its mandate the Ministry coordinates and provides leadership in the National Monitoring and
Evaluation (M&E) Framework and the preparation of the Annual Progress Report on the implementation of the Medium Term Plans (MTPs) of the Kenya Vision 2030.
The Ministry has received a three-year Capacity Development Project (CDP) Grant from the Swedish Government, through the Swedish International Development Agency (SIDA) to strengthen the operations of NIMES. The support broadly focuses on enhancing governance and accountability as part of the Public Sector Reforms efforts. The Grant also seeks to enhance application of the Monitoring and Evaluation Framework to improve implementation of the policies, programmes and projects.To this end, the Ministry would like to recruit a competent Project Manager to oversee the smooth implementation of the CDP project.
 Project Manager Responsibilities
The Project Manager is expected to employ a collaborative approach to ensure that the different components of the Project are implemented. The Manager will also ensure that inputs from wider section of the stakeholders are incorporated in the Project to facilitate successful implementation of the project. He/she will be responsible for providing critical technical inputs into project implementation and overall management and supervision of the project.
 Specifically the Project Manager will undertake the activities outlined below:
a) Manage the day-to-day operations of the NIMES Project, including keeping financial records, and facilitating audits of the project
b) Monitor project implementation against the established indicators detailed in the project
c) Prepare and submit monitoring reports (technical and financial) for submission to Embassy of Sweden according to timelines agreed upon
d) Facilitate the procurement of goods and services for the project as per GoK and SIDA rules and regulations
e) Prepare an annual work plan and associated budget and present these to the Project Oversight Committee, Project Steering Committee and Embassy of Sweden for approval
f) Facilitate project evaluation exercises
g) Organize and facilitate stakeholder consultations and project review meetings as required
h) The Project Manager will also serve as the Secretary to the Project Implementation Technical Committee

Title: Capacity Development Advisor

City: Nairobi

Position summary:The Capacity Development Advisor will provide high-quality technical assistance to Pact’s institutional strengthening initiatives in Kenya and for Pact worldwide. The CD Advisor will be responsible for developing, implementing and documenting institutional strengthening methodologies and approaches, and for training staff and partners. In addition, the CD Advisor will be expected to remain up-to-date with the latest in African and global capacity development initiatives and will be asked to support Pact’s global portfolio. The CD Advisor will report to the Country Director, Pact, Inc. Kenya with additional guidance and direction from the Global Director for Capacity Development.

Responsibilities:
• Lead technical assistance to the FANIKISHA Program in the areas of institutional strengthening and advocacy capacity development.
• Support institutional strengthening activities of KCSSP, PEACE II, and other Pact, Inc. Kenya as well as projects in the region and globally as requested.
• Support in the design of new projects focusing on institutional strengthening and capacity development
• Enable the implementation, mentoring and monitoring of Pact’s global standards for capacity development programming.
• Lead technical writing for new business development related to institutional strengthening and capacity development.
• Document capacity development approaches and methodologies used by Pact, Inc. Kenya.
• Other duties as assigned by the Country Director, Pact, Inc. Kenya.
• Collaborate with Pact’s technical experts to design, deliver and document high-quality, demand driven technical assistance to Pact programs.
• Develop and implement trainings, workshops, participatory design processes and consultancies in institutional strengthening for both public and private entities.
• Collaboratively develop and maintain relationships on behalf of Pact’s Global Capacity Development Team with a priority on partnerships important to Pact global, regions and field offices.

Qualifications:
• At least 5-7 years’ experience with USAID funded programs focused on strengthening the capacity of civil society or government institutions. East Africa regional experience an advantage.
• Experience with and deep understanding of USAID’s grant-making processes with local organizations.
• Significant experience applying mainstream institutional strengthening approaches such as Organizational
• Capacity Assessment, Institutional Strengthening Planning, Strategic Planning, Training of Trainers, etc.
• Strong facilitation and mentoring skills, and evidence of their application.
• Solid understanding of USAID definitions and directions in health systems strengthening
• Strong demonstrated experience to manage staff to deliver on time.
• Experience with developing and meeting monitoring and evaluation plans.
• Excellent interpersonal skills, including mentoring and communication skills, and tact required
• Ability and willingness to travel and work, up to 50% of the time, in any of the regions in which Pact is operational.
• Fluency in English. Knowledge of Kiswahili preferred.

Job Title: Capacity Building Adviser 
Job Purpose

SPRINT aims to increase access to life-saving information and sexual and reproductive health services in humanitarian settings, as outlined in the minimum initial services package for reproductive health in crisis situations (MISP).

The Capacity Building Adviser is responsible for the development, and effective and accountable implementation of the SPRINT capacity building strategy. 

The job holder will provide remote and on-site support to the regional Advisors and Country Coordination Teams (CCTs) to build regional and national capacity on the coordination of the MISP (component 2 of the project proposal).

The capacity building strategy will encompass elements of advocacy, CCT coordination and gap filling to successfully prepare CCTs on MISP implementation.

Key Tasks

A. Emergency preparedness: Capacity Development

Further develop and complete the draft training curriculum on coordination of the MISP, and field test the updated curriculum.Coordinate the translation of the training curriculum, and facilitate printing and dissemination;Develop, adapt and facilitate a course agenda for the refresher Training for Trainers and other relevant trainings.Identify and link CCT members to appropriate in-country/regional trainings as appropriate (advocacy, management, proposal writing, etc)Mobilize trainers to conduct in-country trainings, and complement the training skills of selected trainers as appropriate.Evaluate the existing training based on (to be developed) evaluation sheet. Feed-back lessons learned into SPRINT initiative.Develop a trainers and trainees database, and ensure the database is regularly updated.Liaison with Communication Adviser to establish the online SPRINT Community of Practice and to document best practices linked to SPRINT objectives.B. Disaster Risk Reduction – Enabling EnvironmentProvides technical assistance (draft wording for policies, sharing global guidance documents, advocacy support) to CCTs for the integration of MISP into relevant national emergency preparedness policies, within the priority countries.Link countries experiences and best practices within regions.Liaison with WRC and IAWG on capacity building on the coordination of the MISP.A post-graduate qualification in public health/education/training degree or equivalent;

Proven experience or track record in capacity building development;

Minimum of seven years experience in the relevant field (e.g. public health, training) with at least three years professional field experience specifically in capacity building in humanitarian settings.

Skills & Personal Competence

Strong understanding of the field of SRH in emergencies Ability to design training curriculum and training materials, facilitate training, provide technical assistance.Monitoring and evaluation skills, in particular for SRH interventions in humanitarian settings. Ability to work in a multi-cultural environment, and within a multi-national teamStrong interpersonal, communication and team building skills Ability to work under pressure and meet deadlines on time Ability to operate standard office computer programmes Excellent written and oral communication skills - fluency in English, French is desirable Flexibility to work efficiently and energetically with a demanding travel schedule (10 days per month) including some hardship countries Enthusiastic and motivated about IPPF’s mission and valuesHow to apply:

Terms of Reference for Evaluation of Comprehensive RBM Capacity Building for HIV AIDS Service Organizations (RECABASO) projectThe Regional AIDS Training Network (RATN), based in Nairobi Kenya, is a regional NGO with presence in eleven countries across Eastern and Southern Africa. RATN’s mission is to strengthen the capacity of individuals and organizations to respond to HIV and AIDS. Currently RATN has 35 member institutions In 11 countries.

The RECABASO project strives to reinforce the role played by Results Based Management in improving the effectiveness of HIV and AIDS programmes. The project approach stresses that adequate capacity building and technical support is necessary in helping many AIDS Service Organizations (ASOs0 realize their potential. In this context RATN with funding from Sida launched the RECABASO initiative aimed at building RBM capacity for AIDS service organizations and community institutions implementing programmes towards achieving the public health Millennium Development Goals 4, 5, and 6 which are; to reduce child mortality rate; improve maternal health and combat HIV and AIDS, malaria, and other diseases
In Eastern Africa, the project is implemented by Regional AIDS Training Network in partnership with Eastern Africa Networks of AIDS Service Organizations (EANNASO), based in Arusha, Tanzania.
The project involves AIDS service organizations and community institutions indicating specific RBM areas in which they need capacity building and how the need is linked to improved HIV services delivery. RECABASO teams of RBM experts then follow up with detailed diagnosis of applicant organizations to line up with the best solutions that include experiential learning, internships, on-site mentoring and technical support and follow-ups.
RATN is seeking a competent and experienced consultant for evaluation of RECABASO project. The overall purpose of this consultancy is to assess the implementation and outcomes of the pilot phase of RECABASO that run from January 2011 to April 30, 2012.
The specific objectives of the assessment are to:
a) Assess the extent to which the project objectives have been achieved
b) Review the current status of the beneficiary institutions including any follow up plans;
c) Document successes, challenges and lessons learnt during the course of implementation and
d) Make recommendations on how best to enhance and implement the next phase of RECABASO
 2. Scope of Work for the AssignmentIn undertaking the evaluation the consultant will focus on the following aspects but not limited to:
Programme Conceptualization/Design:
i. Assess whether the problems the project was addressing were clearly identified and the approach soundly conceived;
ii. Assess whether the target beneficiaries and end-users of the results of the project were clearly identified;
 i. Assess whether the project was relevant to the development priorities of the country and;
ii. Given the objectives of the project, whether appropriate institutions have been assisted.
The consultant shall examine the quality and/or timeliness in regard to:
i. The delivery of inputs specified in the project document, including institutional arrangements, interest of beneficiaries, the scheduling and actual implementation
ii. Assess whether the management arrangements of the project were appropriate and adequate;
iii. The responsiveness of the project management to significant changes in the environment in which the project functioned (both facilitating or impeding project implementation);
 i. Assess whether the project resources (financial, physical and manpower) were adequate in terms of both quantity and quality;
ii. Assess whether the project resources were used effectively to produce planned results Assess whether the project is cost-effective compared to similar interventions;
iii. The role of the project Steering Team (RATN and EANNASO) and its impact (positive and negative) on the functioning of the programme.
Results/Success of the programme:
The overall outputs and their meaning are as defined in project documents that should form the main basis for this evaluation. In addition to the targets in the logical framework, the details of the specific project outcomes to be provided are:
i. What are the major achievements of the project vis-à-vis its objectives.
ii. What are the potential areas for programme success? Please explain in detail in terms of impact, sustainability of results and contribution to capacity development.
iii. What major issues and problems affected the implementation of the project and what factors could have resolved them.
iv. Given an opportunity, what actions the consultant would have recommended to ensure that this potential for success translated into actual success.
v. Level of institutional networking achieved and capacity development of key partners, if done in a structured manner at different stages – from inception to programme operations.
vi. Any underlying factors, beyond control, that influenced the outcome of the programme.
vii. Have there been any unplanned effects
 Summary of recommendations and lessons learnt
i. Provide detailed recommendations on main issues associated with the design, planning, results, outcomes, management and implementation of the RECABASO project. The information provided should enable the RATN management to determine what needs to be improved to ensure that the project achieves its intended purpose and impact.
ii. The Review Report shall also include recommendations, if necessary, for the implementing ASOs to improve the quality of similar projects with an understanding that the feedback of these recommendations to the ASOs will assist them to improve the subsequent RECABASO project
 3. Expected Deliverables and Schedule
To complete the assignment the consultant shall submit on the following deliverables:Draft evaluation report: In line with the purpose of the consultancy above, the consultant shall be responsible for producing a report covering in detail each of the specific objectives above. The Consultant will present a draft report 15 work-days after commencement of the contract.Final evaluation Report: The final evaluation report will be submitted five (5) days after receiving written feedback from the RATN Management and stakeholders.The eligible consultant should demonstrate the following:Proven experience in evaluating similar programmesGood conceptual understanding of RBM and institutional capacity building issues relating to HIV and AIDSA proven record of accomplishing tasks such as this on timeFluency in EnglishExcellent soft skillsA total of 20 days will be assigned to the consultant. It is estimated that 3 days will be used for preparing for the assignment and inception report, 12 days data collection and 5 days for preparing the evaluation report and subsequent revisions.

Twenty years of war in South Sudan has had adverse effects on the levels of investment in education and subsequently led to brain drain and low levels of available skilled staff in the country. There is a significant disparity in the supply of skilled, educated talent with demand increasing as the number of employers rise.
