Senior Program Officer - Somalia Response

PURPOSE OF POSITION:

In collaboration with Area Managers, Project Managers and fellow PDU staff, undertake design and support in implementation and monitoring of projects to meet the sector goals as outlined in the Area Rehabilitation Program design and Regional Disaster Preparedness plans. Actively seek out strategic alliances with donors, NGOs, UN, governments, Support Offices, bilateral and multilateral agencies for purposes of coordination, marketing and fundraising.Undertake assessments, drafts reports and design projects which respond to emergency needs. In collaboration with Project Managers and Finance team, ensure accurate, accountable reporting of donor resources.

KEY RESPONSIBILITIES:

Project Design, Reporting, Assessment and Evaluation Working with Program Officer ensuring proposals/concept papers are developed in collaboration with Project Managers, Area Managers, Ministry Quality Officers, Technical Advisors and fellow Program Officers which seek to satisfy the needs as identified in the Area Rehabilitation Program designs and Regional Disaster Preparedness plans and emergency situations as need arises. In Collaboration with Project Managers and Technical Advisors, ensure that both narrative and financial reports are submitted in a timely fashion and are of the highest quality and standards Develop strategic partnerships with donors, UN, NGOs, governments and Support Offices for marketing, fundraising and coordination purposes WVS is represented in coordination, donor and WV Programs related forums, and that notes are taken when needed and shared with Project Managers, Regional Staff and Program Officers in a timely fashion In collaboration with Technical Advisors and Project Managers ensure, UN/NGO partners, bilateral, multilaterals and Support Offices are kept abreast of WVS current and future programming. Innovative programming shared with new donors to broaden donor base for both emergency and rehabilitative programming Provide timely information and analysis of WVS on-going and future programming as required Grant tracking tool maintained and update Programmatic data concerning on-going and future programming provided to internal and external stakeholder as need arises Context information and analysis provided as need arises. Staff and Community Build capacity of field staff in design monitoring and evaluation in line with LEAP framework Build capacity of Somali staff and Local Communities in DRR methodologies

KNOWLEDGE, SKILLS & ABILITIES:

REQUIRED: Master’s degree in relevant field ( international development/ International relations) Experience of working and living abroad Technical Training qualifications required: Professional technical skill desired: Humanitarian standards (SPHERE), specific trainings on donor requirements e.g. DEC, g2g training, GoG Training, EuropeAid training, Security training Experience: 1-3 years of experience in the field of development issues, humanitarian emergency affairs, preferably with experience in developing countries Good English languages skills, Somali is an asset
