1. Project Manager – Yes Youth Can

UNODC on behalf of the Joint Programme of Support on AIDS aims to provide social and livelihood support to marginalized people that are vulnerable to or living with HIV and AIDS, namely people who use drugs, inmates and those recently released from prisons.The project will be implemented by six (6) civil society organizations with relevant experience and competencies.
The specific project objective is to enable targeted groups to better access HIV and drug dependence treatment services and to increase the effectiveness of related interventions through provision of low threshold social and support services within the community or prison settings. a. Trained staff provide basic socio-economic assistance to individuals that are drug-dependent, imprisoned or recently released from prison and at risk of HIV infection or living with HIV.
b. Individuals that are drug dependent, imprisoned or recently released from prison and at risk of HIV infection or living with HIV targeted for socio-economic livelihood services maintain a stable relationship with outreach and drop-in work and comply with treatment activities
c. Individuals that are drug dependent, imprisoned or recently released from prison and at risk of HIV infection or living with AIDS have access to and use improved income-generating opportunities
d. Individuals that are drug dependent, imprisoned or recently released from prison and at risk of HIV infection or living with AIDS targeted for socio-economic livelihood assistance make healthy decisions and behave in a way that does not create risks to others or themselves

Background
The 2010/2011 drought was the worst experienced in the Horn of Africa since 1950.
The drought in Northern Kenya and refugee influx crisis triggered a scale up of humanitarian action by the UN agencies, INGOs including Save the Children (SC), local NGOs, the private sector, GoK and individuals.
Since Save the Children’s declared emergency response, which started in April 2011 a total of 740,703 people have been directly reached, which exceeds Save the Children targeted beneficiary number of 700,000 beneficiaries.
A requirement of Save the Children International’s Rules & Principles for declared emergencies is that an evaluation of humanitarian action is carried out.
It is also a requirement of the UK Disaster’s Emergencies Committee (DEC) that agencies carry out evaluations for every third appeal.
Save the Children’s current response in East Africa the third appeal for the DEC and it is expected that this evaluation will meet both SC’s internal policies regarding evaluating its emergency response, as well as the DEC’s requirement.
In preparing for the evaluation, SC wishes to contract an experienced consultant/firm to undertake an evaluation of the humanitarian response.
Purpose of the Evaluation The purpose of this evaluation is measure the effects of the post humanitarian emergency intervention in Northern Kenya within the first 7 months, and to draw clear recommendations for longer term programming.
Specifically, the evaluation will:
(i) Measure the extent to which:
(ii) Recommend improvements for longer-term strategies, focusing on programme quality, management, accountability to beneficiaries, and contribute to learning in a wider sense within the agency/ies.

Background
Catholic Relief Services –USCCB is the official agency of the United States Conference of Catholic Bishops for relief and development overseas.
CRS supports programs in over 100 countries and works through local partners. CRS has been implementing development and emergency relief efforts in Kenya for the past forty years.
Catholic Relief Services is responding to the drought crisis in Kenya in several severely affected districts.
Though the rains have returned to the majority of the country, food insecurity, lack of access to water, conflict mitigation, early recovery livelihoods and Disaster Risk Reduction interventions are critical in returning drought affected families to normalcy and improving their resilience to future disasters.
Primary Responsibilities:

Background The Horn of Africa is experiencing a severe drought, and 3.2 million people is at risk of food insecurity in Kenya only. The drought emergency, water scarcity and death of livelihoods in pastoral areas are leading to consequent outbreaks of communicable diseases, high malnutrition rates, and displacements. Children and women in the affected areas remain extremely vulnerable to the effects of the drought on education and protection. The worst-affected areas are Wajir, Mandera, Marsabit, Moyale, eastern Samburu, and northern Isiolo in northern Kenya where mortalities of over 15 per cent have been reported.
Initially established in 1991 to host 90,000 refugees, the Dadaab refugee camp is now home to about 440,000 people of which 167,000 are school age children. Children in the Horn of Africa are facing a triple shock caused by prolonged drought, soaring food prices and conflict in Somalia. The protracted refugee situation calls for a two pronged approach that addresses the onset of the emergency with the arrival of additional refugees together with a long-term developmental approach that addresses the needs of the refugee population and the host community that is similarly affected by the drought. Due to the influx of refugees the enrolment rate has been decreased significantly t0 31% last several years.
However, the severity of drought dose not only affect children in Dadaab refugee camp. An assessment of the drought situation conducted by the Ministry of Education has revealed that the drought is having a severe impact on both the access to and the quality of education. Lack of pasture for livestock, food and water for the communities has led many people to migrate in search of pasture. The most heavily affected are the semi-settled pastoralist communities. Movement of populations has resulted in an increase of enrolment in some schools while other schools suffer from depleting or irregular attendance. The Education system is not flexible enough to deal with these fluctuations in attendance and resources for schools cannot adapt to the influx of students in schools resulting in poor quality teaching in overcrowded schools and lack of water and food in these schools. In summary, the drought has affected the quality of education in the following ways: o Due to the increased number of children, the classrooms are overcrowded. o Water in schools is scarce across the Arid and Semi-Arid Lands o Existing school resources are inadequate to support the new number of children i.e. text books, exercise books and desks. o Increased enrolment in primary schools and ECD centers has put a lot of pressure on the school feeding programme. Food rations have reduced as schools are cooking the recommended rations leading to some children missing out on meals. The school meal is often the only meal for these children and not enough food increases risk of malnutrition. In schools without water they are not able to cook. o Temporary drop outs are being recorded as irregular attendance increases due to pressure on children to contribute to the survival of the families through water fetching, income generating activities and domestic chores to free up the time of their parents. o Boarding school is the most promising way to provide both food security and education to children in drought affected areas especially in ASAL. However, the schools face serious capacity gaps as the already existing facilities are either over stretched, dilapidated or non-existent. o Secondary schools are worst affected by the high food prices and lack of fees payment according to head teachers in the districts visited, schools may not reopen next term if the situation doesn’t improve. o Boy preference is prevalent among the communities in the most of the districts visited putting girl’s education at stake. However, in some districts boys were engaged in child labour activities As a pure lifesaving intervention boarding schools are the only safe haven for the nomadic children whose livelihoods have been swept away by the ravaging drought or who are left behind by their parents who moved with the livestock to far distances. Schools are seen as the only option for feeding their children and parents are even bringing their young two to three year old children to access food in the schools.
As the enrolment of the host community is actually lower than that of Dadaab and there is a potential collaboration for a better result if the education strategy could be linked with the education strategy for host community, the EYP team in Dadaab does not only look at Education in Dadaab but also host community.
Justification
Under these circumstances of emergency in Kenya together with current proposal made by the UNHCR that UNICEF would take the technical lead and coordination role of education in Dadaab, there is an increasing need for scaling up programming as well as monitoring and evaluation of the projects in place in the field. Given the numbers of drought-affected areas covered by Garissa Field Office, the increased number of partnerships, delivery of supplies, and programmes requiring monitoring, additional staff is needed to support the education emergency response related tasks and responsibilities for Dadaab. Especially, there is an urgent need for interventions for host community of Dadaab camp. Further more, the EYP team in Dadaab needs to constantly engage in fund-raising activities including proposal writing, and receiving NatCom and other visits while the data on Education in Dadaab and host community needs to be updated constantly.
Scope of Work Under the overall guidance of the Head of Dadaab field office and Chief of Education and Young People Section, accountable for the development, design, planning, implementation and management of the Education programme within the Dadaab and host community programme. As lead of the education team in Dadaab, direct, lead and manage a group of professional and support staff to develop, manage and administer the sectoral or inter-sectoral programme.
The key tasks and responsibilities include: • Technical Leadership (40%): o Provide technical leadership and coordination provided for the education intervention in Dadaab and host community.

PURPOSE OF POSITION:
To support the Response Managers in the Horn of Africa Response to Drought (HARD) effected countries in the management and Leadership of the Category III (Cat III), Partnership response.
Provide strategic leadership to the program design, management, implementation and coordination of relief/recovery activities for the World Vision HARD programs.
KEY RESPONSIBILITIES:
Provide leadership to the Humanitarian & Emergency Affairs (HEA) team to ensure relief program implementation in a coordinated and effective manner in close coordination with the Regional Director and Regional Leader. Lead the strategy and planning process of the Cat III response based on the program strategy. Provide overall strategic management to the Cat III response for HARD and act as a spokesperson for the Partnership and external stakeholders in collaboration with the National Directors (NDs) in Kenya, Somalia, Tanzania and Ethiopia Facilitate processes at community level to map community vulnerabilities to humanitarian emergencies, and their capacities to prepare for and respond to these emergencies.

Provide program oversight, ensuring the program is meeting accountability and international standards, goals and implementation objectives.
Be informed and understand the needs and situation in the field through regular field visits to disaster-prone emergency sites. Participate in, and provide leadership to the relief team in assessments, planning and implementation of emergency preparedness, relief and recovery activities. Ensure that all emergency relief responses have clear exit or transition strategies established well in advance of the completion of those responses, and oversee the implementation of those exits or transitions to longer-term development programming.
Liaison Responsible for the initiation and maintenance of effective working relationships and communication with: WV Somalia, WV Tanzania, WV Ethiopia and WV Kenya Response Managers and sectoral specialists which are stakeholders in relief program systems or activities being implemented, or communities which are the sites of relief programming. Relevant departments and ministries of the Governments of the affected countries, ensuring that WV Somalia's, WV Kenya’s, WV Ethiopia's, WV Tanzania's relief programs are in alignment with government relief and recovery plans, and where appropriate, relief programming is contributing to the formulation and implementation of those plans. Liaise with UN agencies (e.g., UNICEF, WFP, OCHA, FAO, UNDP) and in Somalia, Kenya, Tanzania, Ethiopia based international donors and other key humanitarian agencies.
Represent World Vision at international and national coordination meetings. Participate and provide contributions to joint agency assessments, task-force teams and workshops as required and in collaboration with the NDs.
WV’s Support Offices and Partnership structure. Ensure regular flow of communication between field sites, program office, support offices and the greater World Vision Partnership. Government counterparts, partner agencies and communities. Build effective working relationship with partners who represent the community beneficiaries with whom World Vision is working. Negotiate, make agreements and understandings, and establish standards and working agreements. Take precautions to prevent the raising of expectations that cannot be filled. REQUIRED: Postgraduate qualification in humanitarian affairs or international relations social sciences or a related field. PROGRAM/ DEPARTMENT SUMMARY:
Mercy Corps works amid disasters, conflicts, chronic poverty and instability to unleash the potential of people who can win against impossible odds. Since 1979, Mercy Corps has provided $1 billion in assistance to people in 82 nations. Supported by headquarters offices in North America, Europe, and Asia, the agency's unified global programs employ 3,500 staff worldwide and reach 9 million people in more than 40 countries. Over the last five years, more than 90 percent of the agency's resources have been allocated directly to programs that help people in need.
Traditionally, Mercy Corps programs in Kenya focus on increasing young people’s ability to peacefully resolve conflict, engage in the democratic reform process, and increase access to employment and economic independence. Mercy Corps Kenya began emergency operations in Wajir West and South in the first week of August 2011 focusing on provision of clean water to approximately 90,000 individuals in 13 locations. In the coming weeks, Mercy Corps will scale up water and hygiene promotion activities to include: 1) Voucher system to enable vulnerable households to purchase water from private vendors; 2) Provision of generators and spare parts to functional boreholes that are under extreme stress from over use; 3) Construction and rehabilitation of water storage facilities and separate receptacles for humans and animals; and 4) Training of community groups in Participatory Hygiene and Sanitation Transformation (PHAST). To protect household assets, Mercy Corps will work with market actors to initiate an unconditional cash transfer program enabling up to 2,000 households to flexibly purchase basic foodstuffs and other essential items. Cash for Work activities will provide immediate short-term employment opportunities primarily to safely dispose of animal carcasses which pose a significant public health risk, and to rehabilitate water infrastructure.
GENERAL POSITION SUMMARY:
The Director, Integrated Humanitarian Response is a senior management position and will oversee all of Mercy Corps Kenya’s humanitarian programs, providing oversight to ongoing grants and helping in program scale up or expansion by eliciting new funding. The position will be based in Wajir with frequent travel to field sites as well as regular domestic and occasional international travel. An arid area prone to drought, Wajir is located in the Northeastern Province of Kenya and is the capital of Wajir District. Staff in Wajir live in group housing which is served by basic amenities. The area is served by an airport that has regular flights to Nairobi and Mogadishu. The Director – Integrated Humanitarian Response is expected to follow all security protocols including limited movement when necessary.

To develop a “Partnering Strategy” for WVS to guide how the program will identify local and international partners to implement emergency and rehabilitative projects on behalf of the program using WV Partnership and external resources. The Grants Unit Program Officer will develop and implement procedures to identify partner agencies throughout Somalia. The position will develop procedures to vet potential partner agencies in terms of programming capacity, implementation capacity, monitoring and evaluation capacity and financial management capacity. Moreover the position will develop standard reporting tools to track project performance and ensure accountable financial reporting. The GU Program Officer will develop and implement training tools to ensure that partner agencies’ adhere to standard programming and financial reporting mechanisms. Introduction

- Knowledge, skills and experience in:
• Management and supervision of humanitarian aid activities in a context similar to Kenya and its arid lands.
• Supervision of partner organisations in implementing humanitarian aid activities.
• Knowledge of and experience with logical framework methodology and result indicators.
• Regulations and reporting requirements of ECHO.
• Drought Cycle Management and Community Managed Disaster Risk Reduction approach.
• Excellent communication skills.
• Good oral and written communication skills in English language.
Specifics of station:
Marsabit, Kenya with frequent travel to project sites in Marsabit, Samburu, Moyale, Mandera and Isiolo.

Contract information:
