Role Model Profiling in Turkana County
Organizational Background: Save the Children is the world’s leading independent organization for children, fighting to improve the lives of Children in 120 countries around the World.
Together with children we are helping to build a better world for present and future generations by making a reality of children’s rights.
Save the Children has been operational in Kenya since the 1950s, providing support to children through developmental and humanitarian relief programmes delivered both directly and through local partners.
Current programming focuses on child protection, child rights governance, education, health, HIV/AIDS, livelihoods, nutrition and WASH.
In 2012, as part of a global reorganization process, Save the Children combined the programmes of Save the Children UK, Save the Children Canada and Save the Children Finland to create a single operation in Kenya.
In Feb 2014, we completed a second transition, which saw us join forces with the British INGO, Merlin, and merge their health and nutrition programmes with our own.
Save the Children now has an operational presence in Bungoma, Dadaab Refugee Camp, Garissa, Mandera, Turkana and Wajir and we work through partners in many other parts of the country.
We employ more than 300 staff and have an operating annual budget in 2014 of approximately US$25 Million.
Project Background: Save the Children is implementing an education project in Turkana County with the overall goal of improving access to quality education for all Children in Turkana County. The project is being implemented in 5 schools in Loima Sub-County of Turkana County.
This is one of the 5 Sub-Counties where Save the Children is also implementing Health and Nutrition as well as FSL (Food security and livelihood) programmes.
The project is working with 5 public primary schools and reaches approximately 1,302 children (771 boys, 531 girls). The project has four key results, which are:
- Result 1: Improved participatory school management systems in 5 public primary schools.
- Result 2: Improved engagement of parents and communities in decision-making at the school level and supporting girls’ participation.
- Result 3: Improved learning environment in 5 public primary schools.
- Result 4: Evidence generated on the impact and potential for scale up of the integrated approach is widely disseminated to relevant stakeholders.
Objectives of the consultancy
The purpose of this consultancy is to
(a) profile role models already identified by the project beneficiaries (pupils and community);
(b) develop 2016 calendar with positive Education messages based on the role models profiled;
(c) develop short radio spots for airing on local FM stations.
The materials will be used to motivate the pupils within the project sites; to raise awareness on the importance of education within the communities in the project areas as well as the larger Turkana County and initiate discussions around education issues in Turkana County.
The materials developed will be used by the Turkana County Government, The Ministry of Education, Science and Technology as well as development partners including donors, NGOs and organizations working in the field of Education in general, and Save the Children staff
Save the Children is therefore looking for interested, professional and experienced film producers and photographers to produce the materials based on their interviews with the identified role models and visits to the sites where the project is being implemented.
a) Deliverables
i. Ten role model profile documentaries of 6 mins each in Ng’aturkana (with sub-titles in English) in broadcast quality DVD and in other appropriate formats that enables the documentary to be uploaded to Save the Children and implementing partners’ websites, YouTube, flickers, etc.
ii. Five hundred (500) 6 page- A2 sized calendars for 2016 highlighting each role model with clear photos and messaging on education
iii. Short radio spots on education for airing in local FM stations, preferably in Ng’aturkana
b) Scope of work
In order to achieve the above mentioned objectives, the consultant is expected to go through the following steps:
A. Methodology and work plan: includes initial work plan and proposal for the development of the materials outlining the proposed methodology, communication tools, process of meeting the stakeholders & beneficiaries, filming & photograph taking as well as the method going to be employed to present a very short film that can easily transfer the message to the recipients and final set of material production.
B. Role model profile documentary – This will be done by
i. Developing human interest stories/ case studies from the lives of the role models with a view of using the same for campaigning towards increased access to education in Turkana County.
ii. Documenting the challenges encountered by the role models while going through school in the County
iii. Highlighting the achievements of these role models on education as well as their career growth and
iv. Highlighting the contribution of these role models in education and other areas within Turkana County
v. A brief background of Turkana’s expanse landscape depicting the harsh environment and the distances involved while seeking education
C. Develop 2016 calendars based on the role model profile – design an appropriate 6 page A2 sized calendar based on the role models story to be used to raise awareness on education
D. Short radio spots – develop radio spots- 30 sec long, to be aired in Ng’aturkana language
c) Guiding Principles
- Working in close collaboration with Save the Children and MoEST from the planning stage to ensure that messages for and from the documentary/posters/radio spots are well understood, taken and implemented properly and according to save the Children guidelines and policies including the child safeguarding policy.
- Liaise with Save the Children staff on all contents in order to ensure accuracy and endorsement.
- The deliverables have to be based on interviews/FGD with major stakeholders for the project: beneficiaries, co-operating partners, and Save the Children.
- The documentary will be produced in line with Save the Children’s organizational standards and other Save the Children operational documents
d) Qualifications and competencies required
The Consultant (individual(s), organization, or a TV production company) should have:
- Extensive experience in producing public information video films or TV programs, relating to the social and education matters.
- Experience working with international organizations and/or international donors as well as in working with state institutions, NGOs and local authorities in Kenya
- Awareness of the international development programs in Kenya with a focus on Education.
- Excellent technical capacities to ensure smooth and high quality production (video production staff, owner of its own video production studio or a documentary proof of an access to a rented video studio, etc.)
- Excellent planning and organizational skills
- Excellent ability to meet deadlines
e) Time frame
The assignment in the field is expected to begin on 1st December, 2015 and will take 5 days as indicated in bullet 3 below.
The itinerary for the assignment is as indicated below;
- Preparing the initial work plan and proposal and sharing it with Save the Children validation: 1 day
- Round trip to Turkana: 1 day
- Actual work filming and photography taking: 5 days
- Editing of the raw materials: 3 days
- Submission of 1st draft material both film and photograph : ½ day
- Incorporating comments to final material: 2 days
- Presentation of the final product
f) Payment schedule
Save the Children International, will pay the Consultant according to the following schedule:
i. 30% on signature of contract agreement and approval of the inception report (outlining the methodology, tools, materials and timeframe) and an activity plan that will be approved by Save the Children before start.
ii. 70% payment on final document submission both documentary, calendars and radio spots in the media as elaborated in the deliverables part of this ToR and acceptable to Save the Children.
Note that the final payment to the consultant will be dependent on the completion of all deliverables to the satisfaction of Save the Children
g) Terms and conditions
i. Logistics: Save the Children will provide the vehicles and requisite security, as well as accommodation while the team is in the field. However, contracting consultancy firm will be responsible for filming and all production materials,
ii. Professional fee: the consultant firm needs to reflect/include his/her/their professional and per-diem rate in the financial proposal.
iii. Tax and insurance: Save the Children will deduct withholding tax as per the Kenyan withholding tax policy.
iv. The consultant will be required to abide by Save the Children security procedures and rules in place for staffs. While in the field, the consultant will be provided with security briefings from the field security focal person.
v. Contract: a contract agreement will be signed between the consultancy firm and SCI immediately after the completion of the selection process and the production of communication material time is effective from the date the agreement is signed.
h) Evaluation of the consultant
Consultants will be evaluated in following criteria:-
i. Technical proposal and understanding of the assignment
ii. Relevant experiences and assignment performed by Consultant firm
iii. Related experiences and assignment performed by Lead Consultant and team members
iv. Financial Proposal
i) Documents to be submitted
a) An application letter (Cover letter) addressing the selection criteria including how the firms previous experience matches the consultancy objectives.
b) Firm profile highlighting related assignment completed with client name, contract person and mobile number
c) Lead Consultant’s (who will lead the assignment) Maximum 2 page CV highlighting related assignment completed, role in of the completed assignment
d) Team members’ (who will be involved in the assignment), Maximum 2 page CV highlighting related assignment completed and role; we recommend for the team to include a photo/videographer, one editor and a designer
e) Firm’s Certificate, PIN and VAT registration
f) Provide tentative work-plan and duration of the assignment. Kindly note that the work-plan might be subject to revision once the consultant has been selected.
j) Financial proposal
a) Financial proposal must include VAT and Tax as per current government policy.
b) VAT and Tax will be deducted from the from the payment as per current government policy
c) Financial proposal must be in KSH and payment will be made in KSH.
d) Break down of the cost proposed as set forth in the TOR and the schedule of activities as per the timeline defined in the TOR.
k) Intellectual property rights
All documentation related to the assignment shall remain the sole and exclusive property of Save the Children.
