PROGRAM BACKGROUND:


CRS has served since 2011 as the managing organization for the Gavi Civil Society Organization (CSO) Constituency Program. This program works to establish national civil society platforms that engage in health system strengthening for improved immunization coverage and equity. CRS is seeking a Program Monitoring, Evaluation, Accountability and Learning (MEAL) Coordinator for a two-year follow on grant that will be implemented 2016-17.


To date, the Gavi CSO Project has established national civil society platforms in 24 countries worldwide. In 2016-17 the program will focus on providing continued support to strengthen the capacity of 21 of these platforms and to ensure their functionality and sustainability. This will include building CSO platform capacity in monitoring, evaluation, accountability and learning; undertaking annual data surveys; strengthening the project M&E system to deliberately track, evaluate, and continuously improve progress towards meeting project targets; and documenting project successes and lessons learned.


CRS is seeking a MEAL Manager to coordinate the programs’ MEAL agenda.


PRIMARY FUNCTION:


The MEAL Coordinator will lead the program’s monitoring, evaluation, accountability and learning (MEAL) agenda, in line with CRS’ MEAL policies and procedures. S/he will work in collaboration with MEAL staff in headquarters, regions, and country programs to ensure high quality data collection and use and meaningful program-related research and documentation.


The MEAL Manager will be responsible for:



  • Supporting the development and roll-out of high quality MEAL systems and tools at project and platform levels




  • Strengthening partners’ MEAL capacity




  • Supporting the documentation and sharing of program learning



Work with program managers, program officers and partner staff to implement MEAL requirements and good practices applicable to the GAVI program.



  1. Specific Responsibilities:




  2. Monitoring/Evaluation




  3. Collaborate with regional and global MEAL advisors to design a high quality MEAL system for the program that complies with donor and CRS requirements




  4. Track program implementation against the MEAL system




  5. Lead MEAL system design workshops for CSO platforms and/or ensure the workshops are conducted by country and regional level staff and/or consultants, and review MEAL system operating manual with a focus on completeness and quality




  6. Ensure standard implementation of MEAL systems for the Gavi program at the country-level, including consistent administration of primary source documents and forms, reporting forms, and project databases




  7. Contribute to the system’s continuous improvement




  8. Implementation research and Learning




  9. Prepare and lead learning activities within the program to ensure promising practices, lessons learned, and recommendations are identified, documented, disseminated, and used to improve program quality




  10. Work with program manager to support relationships, networks and synergies within and outside the organization to promote the use of information and evidence for strategic decision-making.




  11. Work with Program manager to generate communication products for different audiences that disseminate learning and evidence to influence key internal and external interest groups.




  12. Collaborate with regional and global MEAL advisors to determine evaluation priorities and needs and manage evaluation consultancy processes




  13. Facilitate the use of Gavi project data with partners, staff, and other stakeholders to inform decision-making and to identify lessons learned and promising practices




  14. Ensure the sharing of experiences between GAVI program countries including best practices and lessons learnt




  15. Accountability




  16. Supports the design and development of effective mechanisms for collecting and responding to feedback from communities and project participants.




  17. Supports CRS staff to document and respond to all community feedback received.




  18. Ensures active participation of partners, beneficiaries and other stakeholders in the design and implementation of MEAL.




  19. Helps identify and respond to key stakeholders’ specific information needs, especially those of beneficiaries, using a range of appropriate communication methods.




  20. Ensures transparent and effective targeting of project participants based on clear criteria and participatory methods.




  21. Reporting




  22. Work closely with the Gavi program team to produce high-quality required and ad hoc reports for monitoring and evaluation according to the reporting intervals




  23. Input project data into the CRS online Gateway system




  24. Work with the GAVI program team to establish reporting processes to ensure that all information and data is collected, documented, and collated in an accurate and timely manner




  25. Capacity Building




  26. Assess local GAVI partner MEAL capacity and develop and implement plans to increase their MEAL capacity in line with gaps




  27. Organize the implementation of the GAVI programs MEAL training in line with the priorities identified




  28. Provide remote support to country offices and partner teams implementing the Gavi program through document reviews, emails and conversations which provide tools, resources, and practical advice on assessments, MEAL system setup, and improvements to MEAL practices;

  6. Qualifications:




  7. Bachelor’s degree in biostatistics, epidemiology, public health, international development, economics or related field; a Master’s degree in M&E.




  8. Six years of relevant professional experience in project-level MEAL, including design of comprehensive MEAL systems with data flow maps, data collection tools, reporting forms, and project databases.




  9. Thorough familiarity with principles and current approaches to project monitoring, evaluation, accountability and learning




  10. Excellent analytic and computer skills; skilled in MS Office Suite including Word, Excel, Outlook and PowerPoint




  11. Experience in using data analysis software preferable (e.g. Zoho reports, SPSS, STATA)




  12. Skills in developing project M&E databases desired




  13. Able to work effectively independently and under pressure; experience with remote/virtual global team environments preferred




  14. Excellent diplomatic skills and proven ability to work in a cross-cultural, multi-partner setting




  15. Professional proficiency in written and oral English and French required.




  16. Willingness to travel frequently and under sometimes challenging conditions

  20. Accountability: Improving accountability to a range of stakeholders through increased participation, transparent communication, responsive feedback mechanisms, and adherence to internal and external quality standards and requirements.




  21. Learning: Promoting excellent knowledge management and collaborative learning processes at the project, program and institutional levels, generating robust evidence for project and programmatic learning that leads to action, decision-making and influence.




  22. Analysis & Critical Thinking: Engaging with data, challenging biases and assumptions, posing thoughtful questions, pursuing deeper understanding of evidence through reflection and perspective-taking, and making informed programming decisions.



This position will require 30-50% travel
