Kenya: Partners Capacity Development Coordinator

PURPOSE OF POSITION:


The Partners Capacity Development Coordinator will spearhead all elements of capacity development for World Vision partners (LNGOs, INGOs and government). The position holder will develop partner-specific capacity plans; coordinate the provision of technical support to and monitor partner improvement across a number of development areas. The position holder will target not only the operational capacity of partners to deliver projects on-time and on-target, but also deliberately build the organizational capacity of partners to deliver accountable, holistic programming, demonstrating the highest standards of governance and employing strong internal control systems.


Working closely with field-based M&E and technical and project-level management, the position holder will identify opportunities to integrate partners’ projects and beneficiary caseloads into complementary projects, programs and the wider humanitarian community.


Serve as focal point for WV Somalia with internal and external stakeholders regarding partner risk management, identification of capacity development opportunities and coordination of training efforts.


KEY RESPONSIBILITIES:


Capacity Building of Partners



  • Spearhead capacity assessments for partner and government organizations;




  • Develop capacity building plan and drive its implementation;




  • Identify with Sector Leads and field-based managers capacity gaps of partners and co-create plans to build capacity and monitor uptake of new skills;




  • Provide hands on mentoring to address gaps in organizational systems and processes for partners (LNGOs, INGOs and government partners);




  • Spearhead capacity development on key themes to develop organizational/operational capacity of partners: creating curriculum, training materials, and conducting training;




  • Mobilize capacity development opportunities and coordinate technical assistance to improve the capacity of implementing partners



Compliance & Improvement



  • Develop partner capacity scorecard, monitor uptake of new skills and abilities and update grading twice yearly;




  • Maintain partner database, ensuring capacity assessments, training efforts, monitoring reports, risk appraisals and development plans are on-file;




  • In close collaboration with WV Audit and Finance and Support Services, identify gaps in governance, systems and processes with government and LNGO partners, organize training and capacity building and monitor uptake of new skills and abilities;




  • Monitor that blocked party screening of partners takes place on a regular basis and information concerning status is kept on file;




  • Liaise with Risk Management Committees/WV Audit at field and Nairobi-level, ensuring risk issues related to partners form part of capacity development plans and are actively monitored and reported to management to ensure uptake of new systems processes, etc.



Promote integration of Partners



  • In close collaboration with M&E and Technical/Project Managers, identify integration opportunities with concurrent projects and programs and plan with partners to promote integration;




  • In close collaboration with M&E and Technical/Project Managers, identify vulnerable families, promoting referral to other projects and programs within same geographies;



Internal and External Engagement



  • Serve as focal point for partner information providing updates to key stakeholders as required;




  • Working closely with other departments, identify training modules available through UN cluster system, coordinating partners’ participation and engaging external facilitators to provide training to partners as opportunities arise;




  • Develop marketing and lesson learnt material, highlighting program’s efforts to build LNGO and government capacity;



KNOWLEDGE, SKILLS & ABILITIES:


The following may be acquired through a combination of formal or self-education, prior experience or on-the-job training:



  • Bachelor’s Degree in International Development, International Relations, Project Management, Finance or a related field.




  • Professional technical skill desired: Humanitarian standards (SPHERE), specific trainings eg ; Project management professional certification, various donor compliance, Security training would be an added advantage




  • A minimum of 4 years of experience in the field of development, compliance management/Auditing, Training, hu A least 2 year experience of program reviews, and provision of support to WFP, or any UN Partners (or direct undertaking of implementation through partners)humanitarian emergency affairs, preferably with experience in developing countries




  • Very good English communication skills




  • Demonstrated passion in empowering people;




  • Demonstrated ability to transfer knowledge through training and mentoring;




  • A strong team player with excellent interpersonal skills and the ability to work in a high profile, fast-paced environment;




  • Knowledge of organizational development and capacity building methodologies, tools and best practices;




  • Demonstrates well-developed facilitation skills, interpersonal skills, excellent communication skills, both verbal and written, as well as negotiation skills



Working Environment / Conditions:



  • Work environment: Nairobi based, with 40% travel to South Central, Somaliland and Puntland




  • Travel: Domestic and international travel is required for this position.
