Job Title: Project Coordinator-TUMIKIAMTOTO PROJECT



Background:



AVSI Foundation Kenya is a non-governmental organization registered under NGO Coordination Board. AVSI provides service in development and humanitarian assistance and brings strong management and innovative strategies to programs promoting and improving dignified living conditions under various thematic areas; including Health, renewable energy, Food security, urban development, Education in development and in emergency, Child protection, youth skilling and Job creation orphans and other vulnerable children and adolescents (OVC).



AVSI uses an integrated and multi-sectoral approach based on the understanding of the needs of local people leveraging on local resources and linkages with potential partners to support lasting solutions. Each project AVSI implements observes human rights and the principle of leave no one behind to secure dignity and spread awareness that these rights are fundamental, universal, and uninfringeable for all. AVSI recognized its capacity to mobilize communities, reach disadvantaged populations and build effective communication among communities, local organizations and host country government authorities.



The OVC projects aims to build up the responsibility and capacity of families, communities and CBOs to take care of their OVC and support their growth and to reinforce quality services access and provision.



AVSI is implementing a 5-year orphans and vulnerable children (OVC) program, dubbed USAID Tumikia Mtoto in Partnership with World Vision Kenya, which seeks to empower local and county-level OVC stakeholders to strengthen the formal and informal Health and child protection systems and services and the linkages between them, including cross-sectoral service referrals and coordination to ensure quality service delivery for OVC, Caregivers and their households. Service provision to OVC and their families is guided by OVC case management approach.



Job Summary:



The Coordinator will be responsible for providing technical support to staff managing OVC programs in the field and ensuring appropriate implementation as per the approved budget and workplan, support in writing periodic reports, hold technical meetings, work with all stakeholders involved and represent LIP externally to appropriate forums. Ensure that the OVC/VHH integrates agriculture and microfinance to promote food security and improve incomes. Initiate collaborative activities with county partners, including Ministry of Gender, Children & Social Development, Children’s Department, Department of Health and other National organizations as appropriate.



Specific Duties and Responsibilities:



· Serve as the primary point of contact for LIP and beneficiaries including stakeholders and county governments



· Provide technical oversight of project staff and support the coordination, implementation, and monitoring of all assigned project activities as outlined in the detailed implementation plan in line with AVSI program quality principles and standards, donor requirements, and OVC case management approach.



· Monitor and report success, lessons learnt, challenges and/or gaps identified to inform adjustments to plans and implementation schedules and support implementing team in their efforts to reflect on project experiences.



· Providing professional and technical advice on child protection and safeguarding best practices and supporting in recording reporting and responding to allegations of child abuse and exploitation



· Establish and support meaningful partnership between AVSI and Department of Children Services (DCS) Ministry of Education science and Technology (MOEST), MOH, County Governments and other agencies



· Conduct capacity assessment and offer capacity building session to LIP partners and staff to address identified gaps and support regular monitoring and routine project evaluations



· Represent AVSI agenda through participation in networking meetings/workshops/conferences and TWG with GoK and other stakeholders at the county and sub county levels as well as in National and Regional forums



· Work with Department of Children Services (DCS) at the sub county levels to support implementing team in ensuring that child safeguarding is integrated in the design and delivery of project activities.



· Working with grants department & finance departments to ensure timely development and Implementation of costed work plan & budget



· Collaborate with the learning and knowledge management officer, in documenting and sharing of best practices, lessons learnt and success stories



· In collaboration with the M&E officer, use appropriate tools and mechanisms to monitor and evaluate the progress of the set goals and objectives.



· Visit intervention sites to provide management and administrative support as well as advise to project staff- with the view of improving operational aspects of the project.



· Participate in performance evaluation of intervention sites, identify performance gaps and recommend suitable improvement plans.



· Ensure strict adherence to project plans as envisaged in LIP guidelines, donor philosophies and in conformity with national and international standards.



· Organize regular implementation review meetings with all staff and relevant stakeholders. Ensure regular data quality assessments for efficient and timely service delivery.



· Oversee the preparation of annual Work plan and Budget.



· Provide technical support in the preparation of Task orders and ensure strict adherence to the same during project implementation.



· Effectively and efficiently manage project grants in accordance with the donor, GoK as well as organizational guidelines.



· Supervise project staff



· Manage and maintain LIP resources and equipment in the area of operation, as well as any other duty that maybe assigned from time to time



Qualifications



• Degree in Social Sciences, public health or an equivalent with experience in PEPFAR supported OVC programming. A master’s degree will be an added advantage.



Minimum requirements:



• Have solid working knowledge (practical skills) in OVC/HCBC Programming.



• At least 5 years’ experience working in OVC project with wide coverage area funded by USG.



• Familiarity with implementation of US Government-funded projects.



• Demonstrated ability to transfer knowledge through formal and informal training.



• Experience in staff supervision, good coordination skills as well as the ability to work in a team.



• Experience in humanitarian and rights-based approach to programming.



• Experience in community-based child protection and health programming (Having 5 years’ experience working with USAID OVC integrated health programs in Nairobi county



• Sound understanding of program management cycle and good in report writing



• Experience in conducting assessments and baseline surveys and good in using data to inform Programming.



• Experience in using case management approach to address beneficiaries’ needs.



• Ability to speak in fluent English and Kiswahili languages and computer literacy with full knowledge of office application.



• Excellent negotiation, communication, and interpersonal attributes and good in project budget management skills



• Familiar with AVSI Wings Plus HES model
