CHIEF HEALTH ADMINISTRATIVE OFFICER – JOB GROUP CPSB 04 (‘Q’) – (1 POST)
Reports to: Director of Health – Planning and Administration
Key Responsibilities
- Develop structures for effective management, utilization, repair and maintenance of health fleet of motor vehicles, including ambulances.
- Ensure health facilities, especially buildings, comply with safety, health and other laws and regulations and are well maintained.
- Be responsible for administration of service provider contracts in maintenance of ICT facilities, buildings motor vehicles, security, etc. in the health department.
- Ensure safety and security within the hospital and departmental premises in accordance with Public Health and Occupation Safety and guidelines.
- Be responsible for the deployment, training and appraisal of nonmedical staff, including drivers, security guards and cleaners.
- Coordinate project and estate management in the department.
- Ensure appropriate career planning and succession management of non-medical staff.
- Provide a well-defined career structure, which will attract, motivate and retain suitable qualified non-medical staff in the health department.
- Provide a well-defined job description and specification with clear delineation of duties and responsibilities at all levels within the structure to enable non-medical staff understand their requirements and demands of their job.
- Coordinate and disseminate policy guidelines on infrastructure needs.
- Coordinate project proposals and oversee implementation.
- Coordinate gazettement of health facilities and management committees.
- Oversee implementation of cost-sharing/Facility Improvement Fund (FIF) programmes.
- Serve as member and secretary to various management committees.
- Supervise health facilities and programmes.
- Hold quarterly consultative meetings with field health administrative officers.
- Review MoUs from partners and forward to the department for input or advice.
- Follow up on audit relevant queries.
Qualifications
- Bachelor’s degree in any of the following Social Sciences: Government, Anthropology, Sociology, Business Administration, Public Administration, Commerce, Economics, Law, Health Systems Management from a recognized institution.
- Have relevant working experience of not less than five (5) years in a senior supervisory position or equivalent in the public service or private sector.
- Demonstrated high degree of professional competencies and administered capability as well as broad experience in management.
- Must be computer literate
- Be a strategic thinker and result oriented
- Shown merit and ability as reflected in work performance and results.
- Satisfies the requirements of Chapter Six of the Constitution of Kenya.
Terms of Service: Contract
Salary: As set by the Salaries and Remuneration Commission (SRC)
