Position Title: National Project Manager (Durable Solutions)

Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.
Context:
Since the formation of the Federal Government of Somalia, the country has made significant progress towards restoring peace and security. However, significant destabilizing factors remain, including conflict and natural disaster. With more than 2 million displaced in Somalia, and a significant number of returnees from the region and beyond, Somalia has struggled to cope with high numbers of displaced.
Increasingly, opportunities arise to support for durable solutions to displacement. IOM has been instrumental in its support of communities to drive, and government to increasingly lead on building progress towards durable solutions to displacement. With strong emphasis on localised capacities and community priorities, increasing partnerships are building momentum towards durable solutions.
The Danwadaag Consortium Leadership Team (CLT) seeks additional capacity to ensure maximum impact of the collective’s efforts, ensuring; efficient delivery of program activities, alignment with other durable solutions initiatives, acute sensitivities to local dynamics, support to government structures with the displaced affected communities at the centre of our efforts.
Under the overall supervision of the Senior Programme Coordinator (EPC) and the direct supervision of the Chief of Party / Danwadaag Program Manager, the National Project Manager (Durable Solutions) will be responsible for ensuring the timely and effective implementation of the Danwadaag Consortium, leading and coordinating the consortium comprised of multiple organizations with IOM as the lead agency. In particular, he/she will:

Core Functions / Responsibilities:
Consortium Representation
- Represent Consortium and its interests with relevant government authorities and promote collaborative cooperation with key government counterparts for effective implementation and towards achievement of durable solutions to displacement in Somalia.
- Provide the necessary coordination structures for the Consortium and lead the coordination platforms at the operational levels while ensuring the inter-organization synergies and joint efforts.
- Effectively manage partnerships between consortium partners to facilitate effective collaboration; and be responsive to consortium partners requests for coordination support and needs.
Consortium Management and Coordination - Manage the overall implementation of the Consortium in a timely manner and be responsible for its financial, administrative, and technical oversight in line with IOM policies and practices as well as donor requirements.
- Liaise between consortium partners to ensure clear expectations and quality delivery of programming.
- Promote harmonization of approaches and methodologies across all consortium partners by developing and monitoring use of common tools, as well as creating opportunities for experience sharing and learning.
- Coordinate the development of all technical tools related to the consortium’s project.
- Promote effective engagement and support to the consortium learning partner.
- Define project implementation modalities and methodologies.
Project Cycle Management - Ensure the project progress is effectively monitored through regular data collection, analysis of indicators and activities and documented with proper sources of verification.
- In coordination with the MEAL and Reporting Officer, monitor activities of the consortium members against work plan, Monitoring and Evaluation framework as well as program principle- and ensure collaboration with consortium’s learning partner.
- Undertake regular visit to project areas and for consultation with Consortium members, donor representatives and other program stakeholders.
- Oversee and coordinate timely submission of reporting requirements to the donor and ensure all Partners of the Consortium comply with their reporting requirements to IOM. Ensure proper documentation of all programme’s supportive documents for the projects (grants, beneficiary registration, land agreements, etc.) are recorded.
- Undertake regular travel including to field locations to support consortium efforts.
Grant Management
15. Ensure that contractual obligations are met in terms of project deliverables
16. Ensure that donor rules and procedures are understood and respected by all parties, sharing information and conducting training if required on proposed systems and processes for consortium management.
17. Prepare documentation for any project modifications, including budget revisions, amendments or extensions. Ensure such changes are made in close consultation with the consortium partners.
18. Perform such other duties as may be assigned.
Required Qualifications and Experience
Education
• Master’s degree in Political or Social Science, International Relations, International Development, Emergency Management, Peace Studies or a related field from an accredited academic institution with at least five years of relevant professional experience; or
• University degree in the above fields with at least seven years of relevant professional experience
Experience
• Experience working in the field of displacement and durable solutions, displacement, peacebuilding, community resilience, and related field
• Demonstrable multi-stakeholder coordination experience;
• Experience in operational activities in a complex crisis or post-crisis setting;
• Experience in project design, implementation, and management;
• Experience liaising with specialized international agencies (UN agencies, international organizations and international specialized NGOs);
• Knowledge of UN, IOM, international organizations and NGOs mandates and programmes in the field of displacement, durable solutions and community resilience;
• Experience working in the country or region is an advantage.

Geographical experience
• Minimum of 5 year/s of experience in Somalia (essential).
• Minimum of 5 year/s of experience in Africa (essential).
Skills
• Familiarity with the aid system, and ability to understand donor and governmental requirement
• Knowledge of working in conflict/volatile contexts on durable solutions and community stabilization in Somalia;
• Knowledge of implementing M&E activities for durable solutions and community stabilization programming.
• Excellent and demonstrable management, analytical, communication and writing skills;
• Proficiency in statistical software, such as R and STATA, is an advantage.
Languages
• Fluency in English and Swahili is required. Working knowledge of Somali and Arabic will be advantageous.
