II. Background and Objectives of the assignment

UNDP has been at the forefront globally and at country levels to contribute towards and support national responses to HIV & AIDS together with other development partners. In Somalia, UNDP has been actively involved in the HIV & AIDS response since 2004. UNDP’s main focus is to strengthen Governance of AIDS Responses which focus on 3 critical areas: i) Strengthening Governance Structures for the HIV responses, ii) Supporting Decentralisation of the HIV & AIDS response and iii) Strengthening Partnerships between government and civil society to help create an enabling environment to support the response to HIV & AIDS. This involves working with the media to help create an enabling environment and reduce stigma and discrimination, plus work to protect the rights of People Living with HIV & AIDS (PLHAs), women, and other vulnerable populations.

As per the scope of work below, this consultancy will support UNDP efforts to strengthen governance structures for the HIV response in Somalia and support partners that UNDP works with in Somaliland, Puntland and South Central. The position is based in Nairobi but will require some travel to the field.

To this end, UNDP Somalia is recruiting an HIV & AIDS Programme Specialist who will support all activities outlined in scope of work below.

III. Scope of work

1.Oversee the work of the HIV & AIDS Unit, which is carried out in South-Central Somalia, Puntland and Somaliland.
2.Provide Technical Assistance, as well as programmatic and operational support to three staff that work with the HIV Unit
3.Oversee implementation of Project Partnership Agreements UNDP HIV Unit has signed with partners. Support all project implementation, supported by UNDP HIV Unit
4.Ensure high quality programme management, tracking of progress and day to day coordination of HIV/AIDS project activities
5.Develop high quality reports are submitted to donors on programme implementation, in a timely manner
6.Prepare partnership agreements to be signed with partners as necessary e.g. Micro Capital Grants (MCGs) and Letters of Agreement (LOA)
7.In collaboration with the Programme Management Support Team (PMST) and operations team, follow up on payments to be made to all partners.
8.Travel to Somaliland and Puntland to meet with UNDP Partners and to participate in Quarterly Round 8 HIV & AIDS Coordination meetings, coordinated by UNICEF Somalia
9.Participate in HIV & AIDS Working Group meetings and IPTCS (Integrated Prevention Treatment Care and Support) meetings in Nairobi, plus any other meetings deemed necessary by the Deputy Country Director – Programme.

IV. Monitoring and Progress controls

The International Consultant will report to the Deputy Country Director – Programme on a monthly basis.

V. Final product/deliverable

1.Technical Advise provided to ensure the smooth implementation of all activities included in 12 partnership agreements UNDP has with partners in Somalia.
2.Media Strategy Workshop arranged with all Media Partners UNDP works with in Somalia and roll out of new initiatives supported and implemented
3.Oversee and support the work of all staff that work with UNDP HIV Unit
4.Additional partnership agreements signed as appropriate
5.Reports submitted to donors (Global Fund, IOM, UNHCR) in a timely manner

VII: Qualifications

(a) Competencies
•Able to take initiative to deliver required outputs and planned results, in a short time period;
•Excellent communication and relationship skills including ability to work as a team
•Evidence of ability to think strategically and solve problems;
•Excellent information technology skills, including word-processing, database applications, presentation software and Internet;
•Ability to communicate well in English
(b) Required Skills and Experience
•A Master’s Degree or equivalent in Social Sciences, Anthropology, Education or Behavioural Sciences, Demography or Public Health
•The consultant should be an HIV & AIDS Specialist, with a minimum of 4 years experience working on HIV & AIDS
•Experience of working with a UN Agency on HIV & AIDS in Somalia will be a strong advantage
•Knowledge and experience of working with NGOs that focus on HIV & AIDS in Somalia desirable
•A working knowledge of UNDP systems, processes and procedures will be a strong advantage
•Completion of UN DSS Basic and Advanced Security training and SSAFE a distinct advantage
•Demonstrated experience in implementation work with Most At Risk Populations in Somalia a particular advantage
•Experience with working in a multi-cultural context will be much desired
•Strong inter-personal and coaching skills and experience.
The consultant will be located in Nairobi with occasional travel to Somalia
