PURPOSE OF POSITION:
To develop a “Partnering Strategy” for WVS to guide how the program will identify local and international partners to implement emergency and rehabilitative projects on behalf of the program using WV Partnership and external resources. The Grants Unit Program Officer will develop and implement procedures to identify partner agencies throughout Somalia. The position will develop procedures to vet potential partner agencies in terms of programming capacity, implementation capacity, monitoring and evaluation capacity and financial management capacity. Moreover the position will develop standard reporting tools to track project performance and ensure accountable financial reporting. The GU Program Officer will develop and implement training tools to ensure that partner agencies’ adhere to standard programming and financial reporting mechanisms. The position will develop a standard Memorandum of Understanding for potential partner agencies. The position will engage an external monitoring group and develop standardized monitoring and evaluation tools to track partners’ performance. GU Program Officer will actively seek reputable implementing partner agencies throughout Somalia to undertake programming of WVS’s behalf to assist drought stricken communities in areas inaccessible to the program. The position will collate, analyze and report progress of implementing partners to WV Partnership.
KEY RESPONSIBILITIES:
Develop Tool and Procedures To develop standard vetting tools to assess potential partner agencies: programming capacity, implementation capacity, monitoring and evaluation capacity and financial management capacity. To develop standard programming and financial reporting formats. To develop standard MoU agreement and vet it for legal implications. Research partnering best-practice from UNOCHA (CHF), UNICEF, CARE, and WFP. To identify external consultants to monitor and evaluate implementing partners on behalf of WVS.
Development of Partnership Strategy Research partnering best-practice from UNOCHA (CHF), UNICEF, CARE, WV, OXFAM and CARE in Somalia and in other context. Review Global Fund partnering agreements, evaluations and Lesson-Learnt documents. In close coordination with Finance, Supply Chain, and Administration, draft a Partnership Strategy Specific to the needs of the Somalia context.
Identify Partner Agencies Attend Cluster Coordination meetings to identify potential implementing partners. Conduct Key Informant Interviews with agencies implementing partners experience and government officials to identify reliable partners Hold meetings with potential partners to vet their capacity to undertake projects on WVS behalf. Where possible, travel to field locations to access local partners capacity and monitor existing projects.
Establish Monitoring Mechanisms and Report In close collaboration with Ministry Quality, develop monitoring mechanisms to track performance of implementing partners Identify and contract external consultant to undertake ground-level monitoring and evaluation of local partners in areas where WVS does not have access Report to WV Partnership the progress of on-going projects on a quarterly basis
