Background

The Danish Refugee Council (DRC) has been providing relief and development services in the Horn of Africa since 1997. The Horn of Africa and Yemen (HOAY) Regional Office is based in Nairobi with country programs in Somalia, Kenya, Ethiopia and Yemen. There are also non-operational region-wide initiatives, focusing on advocacy and capacity building supported from the Nairobi Regional Office. Using a protection of human rights framework, DRC has mainly focused on Somalis who are displaced by conflict and natural disasters.

About the job

The Grant and Compliance Coordinator will manage the Somalia grants portfolio by ensuring that all financial reporting is timely and meets all donor requirements. S/he will be the focal point for grant related compliance matters including building the capacity of staff.

Duties and Responsibilities

Grant management

Develop tools and carry out risk assessment of the grants in the portfolio to identify the Low, Medium and High risk projects in terms of complexity of compliance requirements, risk for DRC reputation due to fraud/corruption, remote management among other areas; for more streamlined grant management processes with support from the RO.Facilitate project kick off meetings ensuring staff and partners are aware of their programmatic, financial and compliance requirements.Review all Somalia grants on a monthly basis in terms of budget versus actual, identify areas of over or under expenditure, instigate remedial actions and liaise over required corrections.Review current grant progress against original plans and log frames, identify areas of concern and ensure remedial actions are taken.In consultation with the Communications and Reporting and HAP Coordinators and the Finance department, assist in consolidating and/or quality control of reports, in relation donor requirements, original project proposal, and consistency in both narrative and financial reports.In coordination with Somalia Finance department, manage effective tracking of project income from the relevant donors.Maintain liaison with donors on matters related to grant management including attending donor and partner meetings at the Nairobi level.Facilitate the quarterly Portfolio Review in consultation with the Area managers and Technical Managers.Support best practices on grant closure procedures and monitor how effectively high-risk grants and contracts follow comprehensive grant closure steps.Carry out periodic internal audit check in close consultation with Nairobi Compliance team.Maintain close working relationship with GPC Consortium partners to collect and collate project information, ensure the compilation of correct and accurate project reports and represent DRC with the donor at the Nairobi level.

Compliance management

In coordination with relevant staff, design, maintain and inform internal procedures, systems and tools to facilitate partner compliance with contractual obligations to donors.Carry out internal financial reviews to ensure that donor guidelines are implemented and followed, including financial, procurement and administrative aspects.Use the testing systems developed by the Regional Compliance Manager to ensure that all Somalia offices are following DRC’s financial and administrative policies.Carry out necessary training of staff on donor requirements.Conduct partner capacity assessments and plan capacity building sessions in conjunction with the field staff. Conduct and document periodic implementing partner reviews.

Grants System administration

Maintain and regularly update the Grants Management System for the all Proposals, Contracts, Reports, Donor Correspondence and related milestones.Responsible for hard and soft copy filling of original signed project and administrative organizational documents. Support the establishment of Area-level project filing systems.Focal point for submission of all Nairobi-level financial and narrative donor reports and managing correspondence/communication with donors.Any other task as given by the Program Development and Quality Manager and the SMT

About you

To be successful in this role you must have:

A degree in Finance, Administration or Accounting and certification in CPA ACCA. Possession MBA an added advantage.At least 5 years relevant experience with an international NGO in grant accounting and donor liasion. Donor report writing experience is highly required.Proven experience working with the major donors including DFID, EC, ECHO, SIDA, USAID, UNHCR, CHF, etc.Proven ability to prioritize tasks and meet deadlines and presentation skills.Ability to work independently and who is at the same time a good team-player.Excellent communication skills, calm and a good sense of humour.Proven commitment to accountable practicesFluent in written and spoken English.Willingness to travel frequently. About the Organization:

KickStart International www.kickstart.org is an award-winning, nonprofit social enterprise with a mission to lift millions of people in Africa out of poverty. They do this by designing and mass-marketing simple, “MoneyMaker” branded, human-powered irrigation pumps. These low-cost pumps are bought by poor local farmers who use them to irrigate their plots. The farmers move from rain-fed subsistence farming to commercial irrigated agriculture. They grow and sell high-value crops throughout the year—especially in the long dry “hungry” seasons when the prices are highest—and on average increase their farming income through irrigation from $150 to $850. For the first time they can properly feed and educate their children, afford healthcare, and plan for their futures. About the Position:

KickStart is seeking an experienced, entrepreneurial, and enthusiastic fundraising professional to expand its fundraising program in Africa. The Manager of Fundraising and Grant Writing will work with program teams in Africa and with the U.S. fundraising team. This position is based in Nairobi, Kenya and reports to the Director of Partnership & External Relations who is based in New York City. This position requires travel within Africa and with occasional travel to Europe and the U.S. as well as the flexibility to work on weekends, early in the morning or late in the evening as necessary for donor events and meetings and/or to collaborate with colleagues in Africa and the United States.

Responsibilities include, but are not limited to:

· Identify and generate new sources of funding from foundations, corporations, and government development agencies

· Develop and write compelling and impactful grant proposals and donor reports

· Steward existing donor relationships to ensure future funding opportunities

· Help to coordinate/manage the establishment and implementation of KickStart’s donor funded projects across Africa and to ensure on-time and complete implementation and reporting

Qualifications Needed

Education and Experience

· Bachelor degree required.

· Knowledge of international development and/or international agriculture and rural development

· 5+ years of significant experience and proven success in securing funding from foundations, companies and/or multilateral/bilateral donors

· Good understanding of the project management cycle to achieve results to timescale

· Experience living and working in Sub-Saharan Africa or in a developing country in another part of the world

Knowledge, Skills and Abilities

· Exceptional communication skills, both written and verbal (e.g.: public speaking, presentations, correspondence, proposals and reports), including compelling, clear, succinct and jargon-free writing abilities. Proven writing skills an absolute must in developing and presenting proposals and donor reports for both internal and external audience

· Team oriented and able to work effectively with cross-functional teams to develop and analyze proposals that have both a realistic chance of success but are also realistic in terms of KickStart’s capacity to implement

· Self-motivated and entrepreneurial - must be able to work with limited supervision

· Creative, critical and analytical thinker - able to co-design implementable projects with program teams.

· Resilient and persistent: Must be able to bounce back from donor rejection (e.g. to proposals) and, where the is funding potential, able to identify alternative avenues to secure support

· Charisma, able to articulate KickStart’ s mission and programs to inspire others through in-person meetings, phone and video conference

· Strong computer skills – Microsoft Office, Internet, fundraising database (i.e. Raiser’s Edge), and demonstrated competency working with and developing budgets using Excel

SKILLS AND QUALIFICATIONS

Essential:

· Bachelor’s degree from a reputable university. An advanced degree will be an added advantage;

· Minimum of 5 years work experience in a reputable professional services firm, large international NGO or donor organisation involved in grant making;

· Experience of managing USAID funds and ensuring compliance with USAID requirements.

· Knowledge of compliance requirements for major donors, including USAID, DFID, ECHO, EU and ability and skills to establish compliance systems with Adeso staff.

· Understands risks and related relevant controls primarily in the overall grant cycle including programme, financial and procurement cycles and effectively mitigates these;

· High level skills in written standard English and ability to transform documents and reports developed by programme staff into dissemination standard documents

· Ability to present, discuss and supervise compliance with grants monitoring protocols with team members of varying levels

Organizational Context: The Secretariat of the International Federation of Red Cross and Red Crescent Societies (IFRC) is organized into four Business groups in Geneva and five Business Groups in the field, namely the Zone Offices for Africa, Americas, Asia and the Pacific, Europe, and Middle East and North Africa (MENA).

The Africa Zone Business Group is organized through regional representations covering the National Societies in Eastern Africa, Southern Africa, West Coast, Sahel and Central Africa as well as country representations in Ethiopia, Sudan, Republic of South Sudan, Chad, Niger, Nigeria, Somalia and Zimbabwe.

Job Purpose: Reporting to the Strategic Partnerships and Resource Mobilization Coordinator, the Senior Grant Management Officer is a member of the Africa Zone Resource Mobilization team and is responsible for ensuring the overall coordination and efficient management of all grants from institutional partners/donors received by the IFRC Secretariat, on behalf of Red Cross Red Crescent National Societies in Africa.

The Senior Grant Management Officer works closely with the Zone Finance Unit and Zone Planning Monitoring Evaluation & Reporting Unit, as well as with the Zone Programme Managers. 
He/she also works closely with the five regional offices in Africa (East Africa, Southern Africa, Central Africa, West Coast Africa and Sahel regions), as well as with the country offices (in Mali, Chad, Eritrea, Ethiopia, Liberia, Niger, Nigeria, Central African Republic, Democratic Republic of Congo, Somalia, South Sudan, Sudan and Zimbabwe), and with the Strategic Partnerships Unit in the IFRC Secretariat in Geneva.

In Africa, the IFRC Secretariat receives funding from a wide variety of institutional partners/donors each year: the EU including DG ECHO, various governments (British, Irish, Japanese, Swedish, etc.), African Development Bank, UN Agencies and other multilateral organizations, to support the work of Red Cross Red Crescent National Societies in Africa. 

It is anticipated that the volume of funding from multilateral organizations will increase in the coming years.

Job Duties and Responsibilities

Provide grant management support on all matters related to funding received by the IFRC Secretariat from institutional partners/donors in Africa (for example, from African Development Bank, governments, EU, UN agencies and other multilateral organizations). Coordinate and manage grants received from selected  institutional partners/donors for the Africa Zone – including submission of concept notes and proposals to partners/donors, monitoring of expenditures, provision of all reports required, and ensuring all payments are made. Provide support and advice to regional and country offices in preparation of concept notes and funding proposals, review all proposals ensuring technical inputs and providing quality assurance, and ensuring that all funding proposals are submitted to partners/donors on time in close cooperation with the Strategic Partnerships and Resource Mobilization Coordinator and the RM Officers in the regions. In the case of EU, DG ECHO and USAID, ensure that the proposals are submitted to the Strategic Partnerships Unit in Geneva, for onward transmission to EU, DG ECHO, USAID, etc.  In addition, provide advice on grant regulations and framework agreements, as needed.Maintain a zone-wide tracking system for proposals, keeping track of all current calls for proposals, all proposals under preparation, deadlines for submission, and once proposals are submitted, expected dates of responses from partners/donors on funding decisions. In addition maintain a tracking system for all current grants from all institutional partners/donors, including information on reporting requirements and payment schedules.Work with the Senior RM Officers responsible for pledge management to ensure that all funding from institutional partners/donors is correctly entered in the funding plans for emergency appeals and development programmes, and into the pledge management system (including timeframes, dates of reports due and payments due), and if any amendments to grant timeframes are made, that these are entered into the pledge management system.On a monthly basis, together with the Zone Finance Unit, monitor the expenditure of all grants from institutional donors (EU/DG ECHO, USAID and other government funding, African Development Bank etc.), and monitor that expenditure is in compliance with grant regulations and any agreements signed, and send alerts to country/regional offices if expenditure is not on track. If there will be delays in implementation of projects, ensure that partners/donors are informed.Work closely with the Planning Monitoring Evaluation and Reporting (PMER) and Finance at country/regional/zone levels, to ensure that all reports, interim and final, are prepared on time according to contract requirements, provide quality control, and ensure that all reports are submitted on a timely basis to partners/donors (in the case of EU/DG ECHO and USAID that they are submitted through the Strategic Partnerships Unit at the Secretariat in Geneva). Requirements

Plan Kenya invites eligible consulting firms or research institutions to forward their Expressions of Interest in providing these services. The consulting firms are expected to submit a technical proposal and a financial proposal, separately. The technical proposal should include an interpretation of the TOR, detailed methodology; elaborate work plan and Gantt chart.

The financial proposal should include a detailed budget proposal; proposed terms and schedule of payment; organizational capacity statement, past experience and activities related to the situation analysis; CVs for the consulting team; names, addresses, telephone numbers of three professional referees; detailed contact addresses and copy of registration certificate, VAT and
PIN.

The consulting firm must have undertaken similar works in East and Southern Africa in the last four years and the team must be well-grounded in social science, Public health, water and sanitation with excellent skills in research, design, monitoring and evaluation of rights based and child centered community development programs.

It must have proven experience in conducting participatory qualitative and quantitative assessments with superior literature review and analytical skills. The consulting team will sign and adhere to Plan Kenya’s Child Protection Policy (CPP).

PURPOSE OF POSITION:

To develop a “Partnering Strategy” for WVS to guide how the program will identify local and international partners to implement emergency and rehabilitative projects on behalf of the program using WV Partnership and external resources. The Grants Unit Program Officer will develop and implement procedures to identify partner agencies throughout Somalia. The position will develop procedures to vet potential partner agencies in terms of programming capacity, implementation capacity, monitoring and evaluation capacity and financial management capacity. Moreover the position will develop standard reporting tools to track project performance and ensure accountable financial reporting. The GU Program Officer will develop and implement training tools to ensure that partner agencies’ adhere to standard programming and financial reporting mechanisms. The position will develop a standard Memorandum of Understanding for potential partner agencies. The position will engage an external monitoring group and develop standardized monitoring and evaluation tools to track partners’ performance. GU Program Officer will actively seek reputable implementing partner agencies throughout Somalia to undertake programming of WVS’s behalf to assist drought stricken communities in areas inaccessible to the program. The position will collate, analyze and report progress of implementing partners to WV Partnership.

KEY RESPONSIBILITIES:

Develop Tool and Procedures To develop standard vetting tools to assess potential partner agencies: programming capacity, implementation capacity, monitoring and evaluation capacity and financial management capacity. To develop standard programming and financial reporting formats. To develop standard MoU agreement and vet it for legal implications. Research partnering best-practice from UNOCHA (CHF), UNICEF, CARE, and WFP. To identify external consultants to monitor and evaluate implementing partners on behalf of WVS.

Development of Partnership Strategy Research partnering best-practice from UNOCHA (CHF), UNICEF, CARE, WV, OXFAM and CARE in Somalia and in other context. Review Global Fund partnering agreements, evaluations and Lesson-Learnt documents. In close coordination with Finance, Supply Chain, and Administration, draft a Partnership Strategy Specific to the needs of the Somalia context.

Identify Partner Agencies Attend Cluster Coordination meetings to identify potential implementing partners. Conduct Key Informant Interviews with agencies implementing partners experience and government officials to identify reliable partners Hold meetings with potential partners to vet their capacity to undertake projects on WVS behalf. Where possible, travel to field locations to access local partners capacity and monitor existing projects.

Establish Monitoring Mechanisms and Report In close collaboration with Ministry Quality, develop monitoring mechanisms to track performance of implementing partners Identify and contract external consultant to undertake ground-level monitoring and evaluation of local partners in areas where WVS does not have access Report to WV Partnership the progress of on-going projects on a quarterly basis
