Livestock Programme Officer - Somalia programme

DUTIES and RESPONSIBILITIES

Under the general supervision of the Chief, Emergency Operations Service (TCEO), the supervision of the OiC FAO Somalia and the Senior Livestock Coordinator, the technical supervision of the FAO Sub-regional office in Addis Ababa in contact when necessary with the Chief of Animal Health Service (AGAH) and the Animal Production branch (AGAS), the incumbent will:

• Lead the programme of the livestock sector including planning, organization and implementation of disease surveillance, prevention and control activities as well as activities related to animal production and marketing implemented by FAO Somalia and/or its partners. • Support the establishment and maintenance of appropriate sectorial coordination mechanisms, including working groups at the field level, actively participate in it and provide support as and when required. • Prepare regular and adequate reporting on the livestock sector activities against indicators of intervention progress and achievements and assist to contribute in drafting project documents, work plans and reports by providing the technical and non technical information. • Pragmatically guide on pastoralism, natural resource management and livestock related issues relevant to emergency operations from a national perspective • Establish and coordinate appropriate mechanism of coordination and information sharing within the stakeholder and cluster members. • Actively participate in national emergency needs assessment and response teams in Somalia and make urgent decisions in the absence of the Senior livestock coordinator • Network emergency activities with rehabilitation programme including design of departure strategies and linkages with other development programmes in Somalia • Support the Coordination, guidance and supervision of the implementation of livestock projects in Somalia in close consultation with the senior livestock coordinator • Liaise with Somali stakeholders and authorities • Actively participate in a coordinated joint cluster or interagency assessment and assist in data/information analysis to identify gaps and recommend sectorial intervention. • Coordinate the collection of data generated by the zonal offices and consolidate data into FAO project databases and formulate information reports on the data which will be transmitted to the project networks, be sent to FAOSO IT departments in Nairobi. • Monitor and verify the data in FAO project system generated in regions of Somalia for its accuracy, appropriateness and completeness then contribute to the preparation of the quarter and annual reports of FAO projects and submitted to FAOSO. • Liaise with local authorities and NGO’s and other stakeholders regarding gathering and data management related activities. • Prepare and support in the lead of project formulations and programme proposals for the Livestock Sector and discuss with stakeholders as appropriate. • Perform any other technical or administrative duty as requested by the FAO Somalia officer in charge.

EXPECTED OUTPUTS

• Timely implementation of all programmes • Real-time data collection, collation and reporting • Full coordination of all programme activities • Timely generation of project proposals in consultation with stakeholders

MINIMUM REQUIREMENTS

• Advanced university degree in animal health, science/husbandry; • Ten years of relevant experience in emergency and development orientated livestock production of which five years should be in livestock emergency and development in African countries in emergency situation; • Working knowledge of English and limited knowledge of one of the other official language of the organization.

SELECTION CRITERIA

• Experience in responding to livestock aspects of emergencies and development in the Horn of Africa. • Demonstrated experience in the implementation of livestock activities in collaborative work with public and private sectors; • Extent of experience in livestock project formulation, technical development and budget allocation, execution and monitoring; • Ability to promote multi-stakeholder advocacy and national coordination • Extent of experience in organizing and facilitating national and international workshop and missions for decision making and exchange of information; • Extent of experience in community and participatory approaches and in particular with building veterinary associations and farmers groups; • Initiative and innovation ability; judgment and ability to plan and organize activities; to work under pressure and in multi-disciplinary and cultural teams; • Quality of both oral and written communication skills on operational and technical issues in requested languages.
