Over 3 years, the USDA - Kenya Semi-Arid Livestock Enhancement Support (K-SALES) Program will improve the competitiveness of the livestock value chain by increasing productivity and boost marketing and trade of live animals and meat (cattle and shoat) hides and skins value chains.


K- SALES interventions will increase the availability of quality enhancing inputs, technologies and services, while increasing adoption of improved livestock and farm management techniques. The project will also stimulate and leverage public and private investment in infrastructure and technologies through matching grants that strengthen vertical and horizontal linkages through capacity building and mentorships to improve linkages between buyers and sellers, buy-down risk of investment and reduce transaction costs in 6 Counties; namely Tharaka Nithi, Meru, Kitui, Makueni, Machakos and Taita Taveta.

K-SALES is seeking expressions of interest from qualified and highly experienced firms, eligible local facilitators/consultancy firms, consortiums, NGOs, CBOs, training institutions, business associations, private sector business service providers, financial service providers and livestock sector stakeholders to indicate their interest to partner with us in implementing sustainable interventions in the livestock sector. Upcoming assignments will be tendered on a competitive basis to any organization that is pre-qualified with K-SALES. DUTIES and RESPONSIBILITIES

Under the general supervision of the Chief, Emergency Operations Service (TCEO), the supervision of the OiC FAO Somalia and the Senior Livestock Coordinator, the technical supervision of the FAO Sub-regional office in Addis Ababa in contact when necessary with the Chief of Animal Health Service (AGAH) and the Animal Production branch (AGAS), the incumbent will:

• Lead the programme of the livestock sector including planning, organization and implementation of disease surveillance, prevention and control activities as well as activities related to animal production and marketing implemented by FAO Somalia and/or its partners. • Support the establishment and maintenance of appropriate sectorial coordination mechanisms, including working groups at the field level, actively participate in it and provide support as and when required. • Prepare regular and adequate reporting on the livestock sector activities against indicators of intervention progress and achievements and assist to contribute in drafting project documents, work plans and reports by providing the technical and non technical information. • Pragmatically guide on pastoralism, natural resource management and livestock related issues relevant to emergency operations from a national perspective • Establish and coordinate appropriate mechanism of coordination and information sharing within the stakeholder and cluster members. • Actively participate in national emergency needs assessment and response teams in Somalia and make urgent decisions in the absence of the Senior livestock coordinator • Network emergency activities with rehabilitation programme including design of departure strategies and linkages with other development programmes in Somalia • Support the Coordination, guidance and supervision of the implementation of livestock projects in Somalia in close consultation with the senior livestock coordinator • Liaise with Somali stakeholders and authorities • Actively participate in a coordinated joint cluster or interagency assessment and assist in data/information analysis to identify gaps and recommend sectorial intervention. • Coordinate the collection of data generated by the zonal offices and consolidate data into FAO project databases and formulate information reports on the data which will be transmitted to the project networks, be sent to FAOSO IT departments in Nairobi. • Monitor and verify the data in FAO project system generated in regions of Somalia for its accuracy, appropriateness and completeness then contribute to the preparation of the quarter and annual reports of FAO projects and submitted to FAOSO. • Liaise with local authorities and NGO’s and other stakeholders regarding gathering and data management related activities. • Prepare and support in the lead of project formulations and programme proposals for the Livestock Sector and discuss with stakeholders as appropriate. • Perform any other technical or administrative duty as requested by the FAO Somalia officer in charge.

EXPECTED OUTPUTS

• Timely implementation of all programmes • Real-time data collection, collation and reporting • Full coordination of all programme activities • Timely generation of project proposals in consultation with stakeholders

MINIMUM REQUIREMENTS

• Advanced university degree in animal health, science/husbandry; • Ten years of relevant experience in emergency and development orientated livestock production of which five years should be in livestock emergency and development in African countries in emergency situation; • Working knowledge of English and limited knowledge of one of the other official language of the organization.

SELECTION CRITERIA

• Experience in responding to livestock aspects of emergencies and development in the Horn of Africa. • Demonstrated experience in the implementation of livestock activities in collaborative work with public and private sectors; • Extent of experience in livestock project formulation, technical development and budget allocation, execution and monitoring; • Ability to promote multi-stakeholder advocacy and national coordination • Extent of experience in organizing and facilitating national and international workshop and missions for decision making and exchange of information; • Extent of experience in community and participatory approaches and in particular with building veterinary associations and farmers groups; • Initiative and innovation ability; judgment and ability to plan and organize activities; to work under pressure and in multi-disciplinary and cultural teams; • Quality of both oral and written communication skills on operational and technical issues in requested languages.

Context

VSF Belgium has been supporting the eradication of rinderpest from Southern Sudan and the development of epidemio-surveillance systems since 2001.

With the advent of peace in 2005 and the establishment of the Ministry of Animal Resources and Fisheries (MARF) in South Sudan, the LESP Southern Sub-Project supported the final stages of rinderpest eradication and building the capacity of MARF to establish an effective and sustainable disease surveillance system and to develop policies on control of priority livestock diseases, animal health service delivery and other key livestock development issues.

LESP is a 5 year European Union (EU) funded project with a total budget of EURO 3,55 million and is implemented in partnership with the Republic of South Sudan MARF.

Role

Manage the Livestock Epidemio-surveillance Southern Sub-Project in close co-ordination with MARF, Government of South Sudan, and ensure objectives and targets are met.Provide technical advice to MARF on all aspects of LESP.Main Duties and Responsibilities
Responsible for management of LESP funds and inputs, follow up of expenditure and checking of financial reports in line with EU procedures and assist MARF to plan for and report on the utilisation of LESP funds & inputs.Responsible for the timely submission of necessary reports and other documents to the donor in line with EU procedures and assist MARF to prepare work plans, budget amendments & narrative reports.Support the day-to-day implementation of project activities by MARF, working closely with the MARF LESP Co-ordinator and other personnel designated to work on the project.Attend and act as secretary for LESP North-South Steering Committee meetings and attend LESP Southern Sub-Project Technical Committee meetings and working group meetings.Manage the LESP project personnel; work plans, performance management, project meetings and recruitmentAssist in the identification of short-term consultants to conduct studies and training for the project. Livestock – Epidemio - Surveillance Project Southern Sub – Project (Southern Sudan)

A study to assess the health regulations, management and ownership of livestock slaughter facilities in five states of the Republic of South Sudan

Terms of Reference

Introduction

Veterinaires Sans Frontieres Belgium (VSF-Belgium) is an international non-governmental organization whose vision is to improve the welfare of vulnerable populations in developing countries, through improving animal health and production.

We have been a key player in the livestock sector in Southern Sudan since 1995 with a major role in the establishment of a community based animal health delivery system. Since 2007 VSF Belgium has been involved directly in supporting the Ministry of Animal Resources and Fisheries (MARF) in the establishment of an effective and efficient disease surveillance system in South Sudan.

This is under Livestock Epidemio-surveillance Southern sub-project (LESP) through a grant from the European Community (EC), a parallel project is being implemented in northern Sudan.

The overall objective of the project is long-term reduction of poverty of those involved in livestock farming.

The specific objectives are:

Completion of the rinderpest eradication pathway in Southern Sudan completed by 2008.Establishment of an effective and sustainable epidemio-surveillance system (ESS) owned and supported by the Government of Southern Sudan (GoSS) in order to support timely and effectively livestock disease control.Ensure that the GoSS Ministry of Animal Resources and Fisheries (MARF) has an informed and fully-costed strategy addressing main animal health issues affecting Southern Sudan.The target groups for the project are the livestock owners of Southern Sudan, Community-based Animal Health Workers (CAHWs), Animal Health Auxiliaries, (AHAs), public and private veterinarians, Southern Sudan State Ministries of Agriculture and Animal Resources and Government of Southern Sudan (GoSS) Ministry of Animal Resources and Fisheries (MARF) Directorate of Veterinary Services.

Consultancy summary

In the past four years the project had its focus on addressing the completion of rinderpest eradication pathway as recommended by the World Animal Health Organization (OIE), as well as strengthening the disease surveillance capacity of the government of South Sudan specifically targeting priority and emerging livestock diseases in South Sudan.

In a quest to take the surveillance effort further the project aims to advocate for an improved disease tracking system, linking up with livestock routes and marketing infrastructures. These marketing infrastructures were destroyed during the two decade long civil war.

The study is designed to look at the existing slaughter facilities in the five states of Central Equatoria, Jonglei, Upper Nile, Eastern Equatoria and Unity and assess their conformity with normal operating standards.

Location

This study will take place in the five State capital towns of Juba, Bor, Malakal, Torit and Bentiu.

Objectives of the survey

The objective of this study is to look at the status of the existing slaughter facilities and assess their compliance with normal standards applicable in meat inspection practices, i.e. ante and post mortem, processing as well as management and ownership of the structures.

1. The consultant will look at the structure of the facility in line but not limited to the points list listed below:

The site of the slaughter facility and the surrounding environAccessibility by the livestock traders and butchersAvailability of holding pens for ante mortem inspection and isolationThe size of the facility in relation to outputThe design including various compartments i.e. slaughtering and skinning, carcass hanging facility, viscera processing and inspection space, slaughter by-products disposal and/or processingAvailability of necessary slaughtering equipmentsAvailability of potable water; power and adequate ventilationAvailability of adequate drainage as well as disposal facilitiesAvailability of offices and lavatories2. Health regulations; the consultant will investigate the existing health regulations in the slaughter facility, this includes but not limited to:
Ante and post mortem inspectionDisposal of condemned partsHealth fitness certificates for the workersIdentification of inspected carcassesWashing and disinfection facilitiesApplication of food safety principles on meat products starting within the facility all the way to the consumer e.g. Hazard Analysis and Critical Control Point (HACCP).
3. Assess the processing/utilization/commercialization of slaughter by-products and comment on any unexploited potential for the processing/utilization/commercialization of the same.

4. Management and Ownership: the consultant is expected to document the existing management system in the slaughter facility and how the roles and responsibilities are divided between the veterinary authority, town council, butchers and livestock traders associations.

5. Gauge the knowledge of stakeholders ( cattle owners, traders, butchers, slaughter house staff and consumers) on public health issues especially meat hygiene, and understand their perception about the current systems.

6. The consultant is expected to assess the environmental implications related to the site and operation of slaughter facilities as well as transportation of meat products to retail outlets.

7. Document the findings with clear recommendations.

Execution

The expert(s) will draft a detailed work plan for the study within the first one (1) week of signing the contractA participatory approach will be expected with maximum stakeholder participation and appropriate involvement of MARF and project target groups at all stages.

The expert(s) will be expected to submit a hard and soft copy of a detailed work plan within one (1) week of signing the consultancy contract.

A detailed final report will be presented to the VSF-B Regional Director and LESP Sub-project Coordinator entailing the findings and recommendation of the survey. The entire report will be presented in English and will remain the property of VSF-B. A hard copy and a soft copy must be submitted.

A draft report will be expected seven (7) days after the end of the mission and the final report is expected 5 days after VSF-B’s comments.

The contents of the report shall be as follows:

Executive summary (covering major findings and recommendations).Background.Description of the objectives of the mission and execution methodology.FindingsProblems encounteredRecommendations;Annexes covering Terms of Reference, abbreviations, data collection formats and questionnaires used references, graphs, tables, etc.).

Responsibilities

The LESP Technical Advisor based in Juba, Southern Sudan will ensure the overall coordination of the mission in conjunction with the Project Coordinator (PC) also based in Juba. The expert(s) will be expected to work closely with MARF and relevant stakeholders.

The LESP Sub-Project Coordinator will have overall responsibility and accountability for the mission and will provide guidance through all stages of the studies.

The expert(s) will be part of the Project Management Unit which reports to the PC.

Qualifications

The expert(s) are expected to have the following attributes:

Terra Nuova (Terra Nuova) Terra Nuova is an International Non-Governmental Organization founded in 1969 and headquartered in Italy. It focuses on promoting equitable and sustainable socio-economic development in various African and Latin America countries, with operational hubs in Mali, Kenya, Peru and Nicaragua. Terra Nuova works in partnership with pastoralists, smallholder farmers, entrepreneurs in the urban and rural informal sector and local communities with the aim of improving their socio-economic status and understanding of domestic, regional and global dynamics. TNEA has a recognized experience in the rehabilitation of the Somali livestock sector having started its operations in the region in 1994. It has implemented a number of relief and itinerant training projects in the livestock sector with the aim of clearing trans-boundary diseases and restoring a veterinary system that meets international standards and supports livestock export for the whole Somali ecosystem. Terra Nuova has to date paid enormous attention to responding to the needs of building the capacity of animal health workers to be able to sustain and protect the livestock export industry.
1. Objective of the Consultancy and Rationale

In consultation with the different partners and institutions engaged in the livestock sector, existing Somali zonal authorities and administrations, the private sector working in Somalia the consultancy will produce building upon the first consultancy report the strategic framework orientation that will be the backbone for better integration and coordination of the proposed livestock development framework (LDPF) in Somalia taking into account the livestock sector related policies and master plans while ensuring consistency towards the adoption of the partnership principles in program implementation .

A tentative Livestock Development Program Framework (LDPF) proposed in the first consultancy report 2009 appears to be suitable tool to promote integration among different interventions addressing the main gaps in the Somali Livestock sector development initiatives.

Building upon the proposed livestock development framework (LDPF) this second year consultancy report will address issues pertaining to the implementation modalities of the LDPF towards greater adoption of partnership principles by all involved Somali stakeholders.

The consultant is expected to draw from the main outcomes of the previous consultancy report through an incremental approach focusing on the identified challenges and gaps

2. Expected Result

As part of the overall development of the strategic framework towards partnership principles adoption in the livestock development initiatives implementation, the consultancy will undertake the following components.

3. Sector analysis

It will specifically address:
?The partnership principles approach adoption in livestock development initiatives
?The main reference of existing coordination mechanism in the livestock sector in Somalia;
?The main reference of existing information sharing platform in the livestock sector in Somalia;

4. Problem analysis

While sustained external support to the Somali livestock sector has been a key element for many donors and development partners, and a very large number of interventions were carried out in the past 15 years, insufficient attention was devoted towards the involvement of Somali livestock sector stakeholders.

Among the weakest links identified with previous efforts to support the livestock sector was the lack of comprehensive monitoring tools for better integration and coordination of livestock development programme implementation.

Taking into consideration the regional and national context and paying particular attention to any potential institutional ramifications, this section emphasizes on issues and challenges to be addressed at the various Somalia stakeholders’ levels towards better integration and coordination of the LDPF in Somalia ensuring prioritization of these problems.
It will specifically address the issues and challenges towards the adoption of approach based partnership principles in the implementation of the LDPF

As such the problem analysis will focus on the following sub theme:

•Linkages to existing coordination mechanism
•Linkages to existing livestock sector information sharing platforms
•Ownership of livestock development intervention
•Alignment of livestock sector development initiatives
•Harmonization of livestock sector development intervention
•Management of livestock development results
•Mutual accountability of livestock development results

5. Strategic framework towards the adoption of the partnership principles within the proposed livestock development program framework (LDPF)

Based on the findings of the two previous sections, the overall strategic framework leading to the adoption of partnership principles based approach will be presented, including:

•Identification of the issues, challenges and deficiencies to be targeted under this overall strategic framework
•Rational for incorporating these issues, challenges and deficiencies in the overall strategic framework
•General policy guidelines for integration of coordination mechanism and information sharing platforms within development initiatives
•Proposed policy objectives for integration of coordination mechanism and information sharing platforms within development initiatives
•Consistency of these objectives with existing Somali livestock sector policy and master plans as well as regional and continental policies and treaties
•Proposed strategies for achieving these objectives and related interventions;
•Expected benefits of proposed strategies from both donors/implementing body side and Somali livestock stakeholders side
•Risks or potential hindrances to success of proposed strategies and assumptions

6. Detail presentation of the strategic framework for towards the adoption of partnership principles within the proposed livestock development program framework (LDPF)

This section will focus on the strategic orientation of each identified priority areas

•Schedule of transition from current state of livestock sector development initiatives towards strategic interventions proposed through the strategic framework
•Possible instruments and platforms for coordination mechanism of these strategic interventions proposed at local, national, regional and continental level
•Identification of potential partners for the implementation of these interventions;
•Locally available means or support mechanisms that could be mobilized in support of these interventions;
•The assumptions underlying the expected outcomes of these interventions and possible risks associated with these outcomes; and
•Possible monitoring and evaluation mechanisms for these interventions.

7. Work plan
On the basis of the proposed time schedule outlined below, the consultant will prepare a detailed work plan, which will include the following elements:

•Literature review/fact finding/data collection/workshop
•Review of the previous RoO III consultancy on livestock program integration.
•Workshops, consultations and other means of ensuring broad participation of local and regional stakeholders, donors and implementing agencies;
•Consultations and other means of ensuring broad participation of local and regional stakeholders, donors and implementing agencies. Stakeholder participation is fundamental to the success of this consultancy expected to conduct thorough information collection and analysis.
•Identification of possible options for the proposed strategic framework;
•Briefing report summarizing the proposed options;
•Consultation meetings with the Terra Nuova Regional Director/RoOIIIP PM to identify the preferred option; and
•Preparation of the draft and final strategic framework document.

8. The consultant may propose alternative approaches of collecting information and to carrying out the strategic framework of the livestock development program implementation

9. Expertise required, Qualifications, Experience and skills

The consultant must specify the qualifications and experience to be assigned the study, curriculum vitae, of no more than four pages detailing the relevant experience should be provided to the Terra Nuova
The specialists provided will have the following qualifications:

Senior Consultant – Sector Development Expert:

•Degree in veterinary medicine with specialization in Animal Production or Livestock Development Program
•University degree in agro-economics or rural development;
•At least 10 years of professional experience in developing countries;
•Good knowledge of livestock farming systems in arid and semi–arid countries;
•Demonstrated experience in livestock sector development programmes, livestock sector capacity building and participatory planning;
•The consultant should have thorough knowledge of the Somali livestock sector
•Have at least 10 years undertaking livestock sector mapping/diagnostic activities
•Possesses adequate understanding and knowledge on cross-cutting issues in livestock development.
•Experience in applied PCM;
•Fluent in English, both reading and writing;
•Working experience in the region would be an advantage.

10. Reporting
Reports shall be submitted in English to Terra Nuova Regional Director as follows:

•Work plan: As indicated above, the consultant will provide a detailed work plan and budget, outlining the proposed methodology and time schedule.
•Briefing notes: The consultant will present short briefing notes (1 to 2 pages) ahead of the briefing meetings with Terra Nuova and RoOIIIP.
•Draft report: The consultant will submit to Terra Nuova Regional Director a draft report with the same elements listed for the intermediate report and taking into consideration any comments made by Terra Nuova Regional Director and RoOIIIP PM on the intermediate report.

A presentation of the draft report will be made to Terra Nuova Regional Director for feedback.

Ten days after the receipt of the comments from Terra Nuova Regional Director, the consultant will be expected to deliver the following output:

•Final draft of towards partnership principles adoption in the livestock development program framework incorporating (i) the sector analysis; (ii) problems analysis; and (iii) strategic orientation.

11. The reports mentioned above should be submitted both in hardcopy and CDs. All electronic versions of the documents shall be in MS Word.

12. Accountabilities and Responsibilities
Terra Nuova Regional Director is responsible for
1. Overall responsibility and accountability for smooth carry out of the task at various levels
2. Review and approval of deliverables
3. The selected expert consultant will report directly to Terra Nuova Regional Director

RoOIIIP will ensure the overall coordination of this assignment and liaison with partner’s agencies.
RoOIIIP PM is responsible for
1. Overall coordination of this assignment and liaison with partner agencies in Somalia
2. Provision of guidance and technical input throughout all phases of execution

13. Consultations
Throughout the consultancy, extensive and regular consultations will be held with the different partners and institutions engaged in the livestock sector, AU-IBAR, Terra Nuova, RoOIIIP, Somali authorities and administrations, the private sector working in Somalia. The consultant will facilitate a validation Workshop to initiate discussions on the tentative Livestock Development Program Framework and interact with the key stakeholders in the Somali livestock sector. for discussing the study findings and taking inputs from key stakeholders including Government agencies and NGOs and INGOs and present findings of the study to the stakeholders in the workshop for validation of the study report and finalize recommendations

14. Timeframe
The total duration of the consultancy will be one months, while the time frame for the assignment is to be mutually agreed between the consultant and Terra Nuova Regional Director.

15. Logistics
The consultancy will be based in Nairobi, with extensive travel to and within Somalia.
In Nairobi, Terra Nuova and RoOIIIP will support the consultant and facilitate the administrative, logistical and security–related elements of the consultancy, including visits to Somalia.
Terra Nuova/RoOIIIP will avail all logistics required to carry out the consultation.
