Futures Group has deep expertise in policy, planning, governance and stewardship; research, strategic information and HMIS; health markets and private sector engagement; modelling and economic analysis; and programme management.

Position Summary
We are looking for an outstanding and experiencedTeam Leaderfor a potential DFID-funded health sector Markets for the Poor (M4P) Programme to support making the market work better for health products and services for the poor in Kenya. The Team Leader will assume responsibility for high level representation and consultation, stakeholder coordination and communications, and oversight of the planning, management and coordination of quality assured technical assistance to be delivered under the project. Working closely with and managing a core staff of technical and administrative programme experts, the Team Leader will ensure that the client and recipients’ expectations are exceeded, project objectives, outcomes, and deliverables are met, and that regulatory, contractual, financial, operational, and reporting requirements are adhered to. The Team Leader will ensure strong compliance, effective use of resources and the delivery of excellent value for money. This is a full-time position for 2 years based in Kenya, contingent upon a successful award.

Key Responsibilities
* Overall leadership of the project, and management of a large team of technical assistance and institutional development experts that will support the Ministry of Health in providing high quality, accessible public health care services
* Leadership of the core management team, and responsibility for the project team as a whole
* Oversight of the all regulatory and compliance matters, and the local Security Management Plan, ensuring that adequate risk assessment and the implementation of appropriate prevention and mitigation measures
* High level representation, liaison and communications
* Responsible for effective governance of the project and ensuring stakeholder support and coordination
* Responsible for the overall implementation of the programme and achievements of the project deliverables and milestones
* Overall strategic, technical, programmatic, financial, and management responsibility for the project
* Ensures that project objectives, outcomes, and milestones are met and that all financial, operational, and reporting requirements are adhered to

Qualifications
* An advanced degree in public health, public administration, business or another relevant field
* Has at least 15 years of experience of leading international health programmes, including for DFID
* Has a sound knowledge of the health sector and private sector in Kenya and/or the region
* Strong knowledge of working for DFID, particularly on technical assistance programmes
* Has deep understanding of the markets for poor (M4P) approach
* Demonstrated capabilities in management, institutional capacity building, high-level strategic visioning and leadership and partnership building with the government and non-state actors including the private sector
* Deep understanding of accountability and innovative approaches
* Demonstrated understanding of the concept of ‘value for money’
* Has excellent strategic, analytical, contracts, people and project management skills
* High proficiency in the use of computers, particularly in the Microsoft Office suite
* Has a strong results orientation and commitment to accountability
* Demonstrate strong personal qualities, including integrity, commitment to excellence, equality, openness, inclusiveness and collegiality.
* Excellent written and spoken English is essential
* Kenyan nationals are strongly encouraged to apply
