ORGANIZATIONAL SETTING AND REPORTING


  1. Summary of principal functions

The Post is located in the Quality assurance department within the Management and Operations Division. Reporting to the Methods and Oversight Officer, Quality assurance department, the Programme Assistant is responsible for providing assistance in Project Administration and administrative matters addressing the risk of fraud and corruption in un-habitat projects – Anti-corruption and Audit Initiative. Major duties and responsibilities.


RESPONSIBILITIES:


Under the supervision of the Methods and Oversight officer, the incumbent will;


Project Management



  • Assists in the coordination of Anticorruption project planning




  • Assist in the collection of best practices, lessons learnt and challenges from other UN bodies and international organizations related to prevention of fraud and corruption.




  • Assist in the review of Un-habitat policies, partner selection process, partner agreements, audit system, project monitoring/ reporting requirements/ systems.




  • Compiles, summarizes, and presents basic information on specific Anticorruption project issues.




  • Assist in the development of anti-fraud and anti-corruption framework




  • Assist in development of policies governing partner selection and accountability




  • Assist in development of Standard Operating procedures for partner selection and fraud/ corruption risk management in project implementation




  • Assist in development of standard anti-fraud/anti-corruption clauses in the partner agreement




  • Assist in further development of legal systems to address instances of fraud and corruption internally



General Administrative Support



  • Compile, summarize and enter data on project delivery




  • Sets up maintain and update files/records (electronic and paper) and internal databases




  • Organizes meetings and workshops




  • Perform other duties as assigned.



Achievements



  • Improved financial accountability and efficiency




  • Increased percentage of projects compliant with financial policies and procedures in PAAS




  • UN-Habitat financial statements comply with IPSAS




  • Percentage of accepted audit and inspection




  • Audit recommendations on UN-Habitat implemented within the required time frame



COMPETENCIES


Communication: Ability to articulate ideas in an effective, clear and concise style orally and in writing is required as well as ability to prepare comprehensive well written and accurate documents and reports;


Planning and organizing: The candidate should be able to develop clear goals and plans that are consistent with agreed strategies and uses time efficiently to complete work within agreed timescales.


Accountability: takes ownership of all responsibilities and honours commitments. Delivers outputs for which one has responsibility within prescribed time, cost and quality standards. Operates in compliance with organizational regulations and rules


Technological awareness: Keeps abreast of available technology; Understands applicability and limitations of technology to the work of the office; Actively seeks to apply technology to appropriate tasks; Shows willingness to learn new technology; Ability to use computer applications including databases and spread sheets an added advantage.


EDUCATION


High school diploma; Post-secondary school education in accounting or management area, an advantage


WORK EXPERIENCE


At good progressive work experience in research, review and reporting; experience in application of data processing/analysis software; experience of working in a large international organization, preferably the UN and or comparable organization an advantage


LANGUAGE SKILLS


For this position, strong communication skills, both oral and written in English language is required


OTHER SKILLS


Proven ability to work with multi-disciplinary and multi-national teams


REMUNERATION


Payments will be based on deliverables over the consultancy period. There are set remuneration rates for consultancies. The rate is determined by functions performed and experience of the consultant. The fees will be paid as per agreement.
