Background
Supporting Civil Society Initiatives (SCSI) is a $5.6 million project that seeks to improve human development programming of civil society organizations (CSOs). This will be done through support to 15-20 sub-projects over five years which support CSOs to enhance their ability to understand and integrate gender equality in their programming; test new, innovative development methods across sectors; and work with communities to mitigate and adapt to the effects of climate change.
The “Citizen Voice in Devolved Governance” sub-project will strengthen civil society ability to work collaboratively with Kenya’s Kwale County Government – especially on planning and prioritizing County expenditures that address education, gender equality and sustainable economic development. By melding innovative technological solutions with more traditional engagement tools, it will achieve enhanced capacity of three local Civil Society Organizations (CSOs)and their constituent networks (a total of 450 organizations) to reach out and inform the grassroots, aggregate the concerns of 106,235 citizens, synthesize realistic plans and policy proposals, and engage with government to integrate and finalize those plans. The project is being implemented in Kwale County and funded by AKFC – DFATD from April 2014 – March 2016. Total Funding is Kshs 28,000,000(CAD 350,000)
The project focuses primarily on three main service delivery areas: education, gender equality and sustainable economic development, with 3 Lead CSO chosen to facilitate each thematic area namely Kwale County Education Network ( Education Thematic Area); Kwale Human Rights Network ( Gender) and Kwale County Natural Resources Network (Sustainable Economic Development)
Citizen Voice seeks a consultant to support analytical and report writing work related to the Kwale citizens perception of service delivery and public participation engagement activities by the Kwale government in particular related to planning and budgeting processes. The consultant will use his/her expertise to acquire, organize, analyze, and load data related to the rapid survey to build an understanding about opportunities, challenges and priorities for policy reform.
Scope of Work
Using methods of data mining, statistics, and data visualization, the consultant will assist project staff in Citizen Voice Program to identify and present the findings, underlying trends and patterns in respect to the macro and micro variables relevant to its ’s mandate.
The consultant will undertake the following specific tasks:
Identify, acquire, load, clean and manage data through tailored template on SPSS.
Analyze and resolve instances of data duplication or error;
Transform, validate, and model data with the purpose of understanding the data best suited to address given questions;
Develop graphs, reports, maps, and presentations of data and analytical results for distribution within and outside Citizen Voice;
Research on existing literature on public participation and governance particularly in devolved structures.
Compile a comprehensive report from the survey
Education
Minimum of a Bachelors degree in Statistics, Economics, Political Science, or equivalent work experience.
Masters degree preferred.
Experience
3+ years of experience in governance and or/development-related activities in Kenya;
• 3+ years of increasingly responsible professional experience in data analysis and data integration;
• 2+ years of quantitative/qualitative research experience, with a strong emphasis on detailed report preparation.
Skills and Attributes
• Advanced knowledge of Microsoft Office (Excel, PowerPoint, Access);
• Experience in using software programs such as Excel, SPSS and SAS for data analysis;
• Detail-oriented ability to work at a fast pace and meet deadlines;
• Strong writing skills with the ability to synthesize and articulate information;
• Strong work ethic, commitment to accuracy, and ability to handle confidential information;
• Demonstrated ability to set priorities and work both independently and collaboratively;
• Ability to function and communicate professionally and effectively.
Reporting
The consultant will report to the AKF Regional Monitoring Evaluation and Reporting Coordinator who will identify other staff with whom the consultant should work and collaborate in this effort.
Duration
The work is strictly on a strict deadline basis of 5 days.
Compensation
This will be based on a daily rate commensurate with experience and academic qualifications and restricted to the scheduled budget for this assignment.
