Background and Justification



Immunization services in Kenya are primarily funded by the Gavi Alliance, the central Government and the 47 counties. The Gavi Alliance has granted funding for new vaccine introductions and immunization systems strengthening since 2001. Most recently, Gavi approved support for national introduction of HPV vaccine, targeting 10-year old girls. The central Government funds traditional vaccines, operating costs of the immunization programme as well as co-finances Gavi supported vaccines. Kenya is currently in the preparatory transition phase of Gavi support, which means that the amounts co-financed needs to increase by 15% every year. The 47 counties are responsible for procuring syringes and for funding delivery costs, such as fuel and per diem for outreach activities.





Several partners are assisting the Kenyan National Vaccine Immunization Program (NVIP) in planning, budgeting and financing of immunization. NVIP has recently established an Engagement Forum on Immunization Funding and Financing with the aim of enhancing co-ordination and synergies within this area of work.





During 2017 and in the early part of 2018, UNICEF Supply Division provided technical assistance to NVIP on forecasting, planning and budgeting for vaccines. Outcomes of this work included improved stabilization of the cash flow for vaccine procurement and alignment of government procedures for reporting on resources invested in vaccine procurement. A detailed report is available on the work undertaken during this consultancy, including recommendations. The present consultancy is a continuation of the 2017-2018 work undertaken by UNICEF Supply Division as well as expansion into supporting selected counties in planning and budgeting for immunization services.



Scope of Work



Goal: The purpose of the consultancy is to strengthen in-country capacity for immunization program budgeting and budget execution and support coordination of immunization financing forum.



Objective: Under the supervision of Dr Alex Adjagba, (Senior Health Specialist/Health Section), the consultant will support and build capacity within the NVIP at national and county-levels in the field of immunization financing, hence contribute to the piloting of an innovative country-level coordination mechanism for immunization financing in the context of universal health coverage.



  • Activities and Tasks: The consultant will perform these specific activities and tasks:


  • To provide technical support to NVIP in terms of governance and operations of the Engagement Forum on Immunization Funding and Financing



  • To contribute to analytical work in areas that will be defined as critical by the Engagement Forum, which includes:



  • Mapping of the roles of counties in immunization financing

  • Analytical work on financial data collected from several counties during the most recent EPI review

  • Piloting approaches to leverage local government support in immunization financing


  • To support the Ministry of Health regarding the advocacy for increased and sufficient immunization funding

  • To support capacity building by developing and mentor implementation of new systems at County Government level to improve forecasting, planning and budgeting for immunization in counties currently underserved by partners in Kenya

  • Institutionalise a system for tracking of budget allocations and budget implementation for immunization at county and national level

  • Participate and contribute to discussions on immunization financing as part of Universal Health Care (UHC) agenda

  • Undertake assessment of current vaccine procurement practices against the yearly forecast and shipment plans

  • Undertake other immunization financing related tasks as identified by the supervisor and by the Head of the NVIP


  • These tasks require time and are not currently being conducted by any one in NVIP and UNICEF.







  • Work relationships:







  • The assignment will require the leadership of the Ministry of Health represented by the EPI with the involvement of the appropriate levels of other line ministries (Finance, Planning, Economic Development) and in-country stakeholders.

  • The consultant will be required to interact with the different in-country stakeholders to collect relevant information necessary for the assignment.

  • Work will be carried out in close coordination with NVIP and UNICEF ESARO and KCO and will involve regular meetings (face-to-face or via call conferences). Meetings will be held at least fortnightly

  • Consultant will also participate in meetings with the EF partners and stakeholders

  • The consultant will be based in Kenya.No travel outside Kenya anticipated. The consultant will work with the NVIP, the EPI focal point in KCO and health economist in the ESARO Health Section. The consultant will be required to provide progress reports electronically on a monthly basis highlighting key deliverables and results and a final report for the consultancy. The reports will be according to UNICEF standard. Minutes of regular meeting will be also submitted as per UNICEF request. Workshop report will be required after the July technical workshop.




  • Monthly progress reports are submitted to the supervisor (highlighting lessons learned and challenges) for review and feedback

    Consultant will be paid upon submission of monthly progress reports that clearly highlight key deliverables and results

    Desired competencies, technical background and experience



  • Advanced university degree in health economics.

  • Degree in health is highly desirable (medical degree, nursing degree, public health)

  • Degree in accountancy and/or social policy or Public Financial Management is highly desirable

  • Minimum of 5 years of experience in health care and immunization service provision at the sub-national level

  • Strong ability in creating enabling environment for team work

  • Demonstrated problem solving and analytical skills

  • High proficiency in report writing

  • Knowledge of the health systems and immunization context in Kenya is required

  • Experience with Kenya government is a strong asset

  • Proficiency in English needed. Knowledge of local languages highly desirable




  • Administrative issues



    The consultant will be based in Nairobi and work closely with the NVIP under the supervision of the UNICEF immunization focal point and Health Economist. Consultant will be required to travel within Kenya. The consultant may be provided office computer and other IT support as necessary to do his/her work



    Conditions



  • The incumbent will not need to be provided office space, but maybe access to printer and other IT materials for official work.

  • As per UNICEF DFAM policy, payment is made against approved deliverables. No advance payment is allowed unless in exceptional circumstances against bank guarantee, subject to a maximum of 30 per cent of the total contract value in cases where advance purchases, for example for supplies or travel, may be necessary.

  • The incumbent will be governed by and subject to UNICEF’s General Terms and Conditions for individual contracts.

  • The evaluation of the performance will be carried out, using the standard form, focusing on the quality and timeliness of the work as per the TORs.
