CPiE & EiE Professional Development Programme Administrator



ROLE PURPOSE
The Administrator will work to support the rollout and delivery of the East & Southern Africa (ESA) Child Protection in Emergencies Professional Development Programme (ESA CPiE PDP) and of the Education in Emergencies Professional Development Programme (EiE PDP).



Building on the successful capacity building model developed by Save the Children and now established in the Asia Pacific region (for CPiE) and Middle East & Eastern Europe (for CPiE and EiE), the ESA CPiE and EiE PDPs will raise national & regional response capacity in these respective sectors. Using the results of a regional CPiE and EiE Capacity Gap Analyses and the Mapping & Market Analysis data, a comprehensive CPiE and EiE professional development strategy will be designed for the region to meet the priority needs of organisations and individuals responding on the ground.



In addition to building sector capacity as a whole, the ESA CPiE and EiE PDPs constitute a strategic investment in building the capacity necessary to deliver on Save the Children’s Protecting Children in Conflict Centenary Commitment.

Qualifications



  • Diploma in Medical Imaging Sciences.

  • Must be registered and licensed by the Radiation Protection Board of Kenya.

CWS RSC Africa
The Resettlement Support Center (CWS RSC Africa) operates a US refugee resettlement program in sub-Saharan Africa through a Cooperative Agreement with the Department of State/Bureau of Population, Refugees and Migration. CWS RSC Africa is responsible for the preparation of refugee case files for adjudication by US Citizenship and Immigration Services (USCIS) officers, as well as the out-processing and cultural orientation of all approved cases. CWS RSC Africa is administered by the Church World Service Immigration Refugee Program (CWS/IRP) and is based in Nairobi, Kenya, with a sub-office in Pretoria, South Africa.

Primary Purpose



This position manages sections of the non-field based USRAP processing activities for RSC Africa. This includes overseeing processing in Case Intake, Scheduling, Namechecks, USCIS Admin, Medicals and Assurances and Travel Processing. This position works closely with the other Case Processing Managers, Case Processing Coordinator, Processing Support Coordinator, Field Processing Coordinator, Cultural Orientation Coordinator, Circuit Ride Specialist, Training Manager, Data Integrity Manager and RSC Africa Deputy Director.



Supervision



This position oversees two Case Processing units and directly supervises two Case Processing Supervisors. The position also indirectly supervises Senior Case Processing Assistants, Case Processing Assistant IIs and Case Processing Assistants.



This position reports directly to the Case Processing Coordinator.



Essential Duties



Compliance




  1. Oversees sections of non-field based processing functions to ensure integrity and strict adherence to the DOS/BPRM, USCIS, RPC, CWS and RSC Africa policies, guidelines and procedures.

  2. Ensures development, implementation, dissemination and monitoring of standard operating procedures (SOPs) for processing of refugees eligible for the US Refugee Admissions Program in sub-Saharan Africa and specifically ensures their designated SOPs are up-to-date and adhered to.

  3. Ensures development and consistent use of workload, quality checks and output reports.

  4. Establishes systems to ensure that there is consistency in processing, communication with partners and feedback within the department.

  5. Identifies process reviews that need to be carried out and coordinates with the Training unit.

  6. Carries out periodic manager level quality checks of WRAPS data and physical files.

  7. Establishes monitoring systems and ensures that they are used consistently to ensure compliance.



Data Management and Analysis




  1. Develops unit specific data analysis reports to inform workload projections, anticipate future workload, and plans resources accordingly.

  2. Monitors turnaround time for WRAPS clearances to effectively identify bottlenecks, backlogs and clean-ups to ensure that cases are processed in an efficient and timely manner.

  3. Coordinates with Data Integrity to ensure that all appropriate reports are prepared and distributed in a timely manner.

  4. Reviews and distributes unit specific reports as agreed upon internally and externally.

  5. Acts as the point person for staff inquiries relating to processing a case.

  6. Participates in strategic planning and development of Case Processing annual plans.

  7. Drafts travel packet and departure projections.



Representation




  1. Develops and maintains effective relationships with RSC implementing partners, including PRM, USCIS, IOM, UNHCR, RPC and domestic Resettlement Agencies.

  2. Monitors RSC Africa group mailboxes and communication with partners to ensure that it is professional, timely and proactive.

  3. Represents CWS RSC Africa at meetings with implementing partners including UNHCR, IOM Medicals and IOM Operations as necessary.

  4. Occasionally travels to field sites to meet with UNHCR, IOM or other partners to represent CWS RSC Africa on processing or other operational matters.

  5. Takes the lead in periodic calls with RPC.



Performance Management




  1. Provides direct supervision and leadership to the Case Processing Supervisors, including probationary, quarterly and yearly performance evaluations.

  2. Reviews probationary, quarterly and yearly performance reviews carried out by Supervisors, before submission to management.

  3. Oversees the development and implementation of training modules for new Case Processing staff.

  4. Develops performance management systems that ensure that QCs are being conducted and feedback is being provided to staff and/or other departments in a timely manner.

  5. Reviews data and QC reports to identify training needs and facilitates training and coaching.

  6. Ensures that training, coaching, mentoring, feedback and corrective action plans are being carried out in the units.



Staff Care




  1. Monitors and ensures a safe, healthy and professional work environment.

  2. Actively supports staff by promoting safe space, open-door and the escalation policy.

  3. Establishes and communicates clear expectations to staff to foster a predictable and consistent work environment.

  4. Ensures that reasonable working resources are availed to staff in the unit.

  5. Monitors time and attendance records for supervisors.

  6. Ensure direct reports are accessing and using their benefits appropriately including leave.



Program Administration




  1. Participates in development of job descriptions and takes the hiring manager role for SCPA, CPA II and CPA positions.

  2. Ensures that positions are staffed as budgeted.

  3. Coordinates some tasks on behalf of the other Case Processing Managers during times of absence.

  4. Other duties as assigned by CWS/RSC Africa Management.



Qualifications



Education:



Bachelor’s Degree or four (4) years of paid work experience in lieu of a Bachelor’s Degree is required.



Experience:




  • Eight (8) years of paid work experience is required.

  • Three (3) years of direct supervisory experience is required.

  • Minimum two (2) years work experience at RSC Africa required.



Knowledge/Skills:




  • Thorough knowledge and comprehensive understanding of the US Refugee Admissions Program and WRAPS database

  • Detailed knowledge of case processing SOPs and the role of WRAPS in case processing

  • Advanced computer knowledge, specifically with MS Access, MS Outlook, MS Excel and other statistical analysis programs

  • Strong English communication skills, both oral and written.

  • Strong analytical skills and excellent report-generation skills with the ability to understand, process and document information for a variety of audiences

  • Strong supervisory skills and understanding of performance management systems

  • Excellent organizational and time management skills

The Case Processing Manager must have the ability to:




  • identify problems and come up with resolutions to improve processing operations;

Working Conditions



Physical: This position requires bending, squatting, crawling, climbing, kneeling, sitting, standing, walking, pushing/pulling, handling objects (manual dexterity), reaching above shoulder level, using fine finger movements and lifting/carrying heavy loads.



Environmental: Incumbents in this position will be exposed to excessive noise, marked changes in temperature and/or humidity, dust and infectious diseases, harsh weather climates, long work hours, bumpy roads, extended travel, excessive sun exposure, and non-ventilated spaces.



Special Requirements:



Background check is required before the start of employment. A valid U.S. passport and the ability to maintain a valid U.S. passport throughout the entire appointment is required, which includes having enough passport pages for travel. The candidate should be of good health, willing and able to occasionally travel in often difficult conditions, and have a high degree of flexibility. 1. Background



WUSC – World University Service of Canada – is a leading Canadian non-profit organization in International development, committed to building a more equitable and sustainable world. We work with a unique and powerful network of post-secondary institutions, private-sector partners and volunteers to provide education, employment and empowerment opportunities that improve the lives of millions of disadvantaged youth around the world. WUSC and its partner organization, Windle International Kenya (WIK), are implementing the Strengthening Inclusive Learning Environments (SHULE) project, with funding from the U.S. Department of State’s Bureau of Population, Refugees and Migration (BPRM) in Dadaab and Kakuma refugee and host communities.



2. Rationale



WUSC is seeking an external consultant to undertake a Baseline assessment for the SHULE project. The goal of the Shule Project is to strengthen the quality of education provision for refugee girls in Northern Kenya to improve transition outcomes, particularly for girls with special needs and over-aged learners. In order to achieve this objective, the project will:




  • Increase access to extracurricular academic support programs for vulnerable refugee girls in upper primary, particularly girls with special needs and over-aged learners

  • Enhance ability of teachers to deliver high-quality education using gender-responsive pedagogy and inclusive teaching methods

  • Improve the accessibility of digital teaching and learning materials for secondary school students and teachers



The SHULE project is committed to address critical gaps in education for refugee girls who are performing poorly in school and at risk of dropping-out, with a particular emphasis on girls with special needs and over-aged girls, who face additional barriers to education. WUSC and WIK are targeting two types of girls: 1) girls in upper primary who are likely to drop out due to poor performance and/or are girls with special needs or over-aged girls who are not able to benefit from current educational resources; and 2) girls with special needs and over-aged learners, in secondary school who have made the transition but need additional support and resources to complete their secondary education.



3. Scope of work



The main objective of the baseline is to provide benchmarks for performance measurement of SHULE in the three key project objectives as per the indicators provided in the project design.



The consultant/consultancy firm will be required to undertake the following specific tasks:




  1. In consultation with WUSC, the consultant will be expected to design standardized tools and finalize methodology for the collection of quantitative and qualitative data for the baseline assessment, taking into account the 3 objectives mentioned in section 2 of this TOR.


  2. Collect and analyze available secondary data related to project objectives.


  3. Conduct primary data collection in targeted project locations in the two regions (Dadaab and Kakuma) to measure key indicators.


  4. Analyze and interpret data to develop a comprehensive baseline report.


  5. Share key findings and insights with relevant staff and stakeholders through consultations.




4. Main deliverables



In accordance with the schedule of activities, the consultant will produce:



§ A draft inception report which responds to the scope of work with a methodology, survey instruments, and detailed work plan.



§ A field work implementation plan (to be submitted before field work begins). This field work plan should be presented to WUSC for comment, and revised as necessary prior to commencing field work.



§ A comprehensive draft baseline report including a clear set of actionable recommendations.



§ A final baseline report incorporating feedback from WUSC/WIK and key stakeholders.



· Cleaned survey data sets and transcripts (qualitative and Quantitative data).



5. Duration of the assignment



The consultancy is expected to be completed within a maximum of 40 days between February 1, 2019 to March 31, 2019.



6. Institutional Arrangements



The Consultant will report directly to the WUSC MEL and the SHULE program team, working closely with the WIK education program team. WUSC will provide relevant background documents necessary for the assignment and shall be responsible for the coordination of meetings and other activities under the Consultancy.



7. Expertise



Profile of the consultant:



The consultant should be an expert in research, baseline assessment, Monitoring & Evaluation methodologies. Preference will be given to individuals or firms with proven relevant experience in undertaking a task of similar magnitude, and shall have the following qualifications and experience:



· An advanced degree in social science with an emphasis on Education, Research Methodologies, baseline assessment, impact evaluations, Monitoring and Evaluation;



· Over 10 years’ experience in evaluating education programs and relevant experience in child friendly evaluation methodologies.



· Have expertise and experience in social inclusion, social science research, including mixed methods and notably quantitative and qualitative primary data collection methods



· Strong professional experience in conducting baseline/impact assessments for large scale projects in the humanitarian sector.



· Have proven experience in conducting participatory qualitative and quantitative evaluation studies with superior analytical skills



· Previous experience conducting an assessment on persons with special needs will be an added advantage.



· Have a good knowledge of digital data collection software (such as Kobo) and statistical packages (such as SPSS/STATA)

The IRC WISH M&E Manager is responsible for providing M&E leadership and support across the IRC WISH programme in Somalia, Uganda, South Sudan and Ethiopia, ensuring timely and accurate submission of data and adherence to WISH2ACTION protocol, standards, and timelines. The MEL Manager will work with in country M&E coordinators to integrate WISH2ACTION M&E processes within their organization’s systems, liaising directly with Regional Measurement Coordinator and building local-level capacity to collect and use high quality, robust data to improve WISH programming in the Focus Countries. The Country ME&L Manager proactively identify, troubleshoot and escalate issues related to M&E and data. The manager will be responsible to develop the IRC Learning agenda for IRC working in collaboration with the WISH Hub.



KEY TASKS



Data quality and collection



• Oversee data quality and collection across WISH sites in Uganda, Ethiopia, South Sudan and Somalia including capacity assessment, support and training



• Ensure timely submission of monthly data of all IRC WISH countries including proactive supervision and follow-up with country teams to ensure ongoing data collection.



• Ongoing review of data to assess completeness, accuracy, and quality standards are met including periodic review of data records at SDP level

Monitoring and evaluation



• Coordinate annual client exit interviews and other periodic data collection initiatives including Barrier Analysis and PEER methodology at the country level, working in conjunction with external/ WISH Hub technical experts to:



o Ensure local ethics review



o Identify and contract local researchers and enumerators



o Ensure adherence to global protocol and timelines



o Support implementation, cleaning and entering data



o Use and dissemination of findings at the country level



• Draft monitoring and evaluation sections of reports and quality assure all quantitative and qualitative information



Capacity Building



 Conduct preliminary participatory capacity assessment of current IRC program and field staff to identify specific gaps in M&E technical skills.



 Based on findings, develop an M&E capacity building plan and support implementation of the same



 Support broader capacity building of project staff to design and utilize M&E tools, surveys, evaluations and other M&E activities.



KEY WORKING RELATIONSHIPS:



• Support M&E WISH staff as relevant for country context/budget (e.g., branch and M&E coordinators, data entry clerks)



• Frequent and direct contact with IPPF’s WISH2ACTION Evidence & Learning team;



• External Donors - DFID’s Third-Party Monitoring Agency.



EDUCATION & QUALIFICATIONS



• First Degree in Statistics, Actuarial sciences, Economics or relevant degree.



• Master Degree in Project management or Data related studies will be an added advantage



• Competency in Use of Microsoft Office, Statistical packages- SPSS and STATA.



• At least 5 years work experience in Monitoring, Evaluation and Learning.



PROFESSIONAL EXPERIENCE



 Proven success in designing, implementing, and operating project M&E systems from project initiation to closeout stages



 Experience with data management practices and procedures for large-scale programmes, ideally within Payment by Results programmes



 Experience implementing procedures and practices to ensure data quality and verification, including data quality assessments



 Experience using DHIS2 for data collection, reporting and visualization



 Experience with using supportive approaches to building capacity at service delivery points to accurately record, document, report and use data



 Knowledge, skills and experience in participatory methods experience in use of data to inform decision-making, planning, and performance monitoring;



 Excellent interpersonal and problem-solving skills;



 Demonstrated teamwork experience, including abilities to coordinate effectively with diverse individuals, teams, and stakeholders to achieve results;



 Strong ability to work independently, organize work, meet deadlines, maintain composure, prioritize work under pressure, coordinate multiple tasks and maintain attention to detail



 Record of delivering successful and innovative solutions to challenges



SKILLS



 Knowledge of major evaluation methodologies (e.g., qualitative, quantitative, and mixed method) and data collection and analysis methodologies



 Proven technical skills in data management including data collection, cleaning, analysis and use across complex, large scale programmes



 Skilled at and passionate about supporting the use of data for decision-making, strategizing and course correction



 Training and Facilitation skills.

POSITION OVERVIEW



RefuSHE/Heshima Kenya is a non-profit organization based in Nairobi, Kenya and dedicated to identifying, protecting, and empowering unaccompanied refugee children and youth, especially adolescent girls, through our specialized shelter, education, and advocacy programs.The House Mother/Matron will be based at the Safe house and will be responsible for taking care of the beneficiaries, ensuring that their safety, health and well being is observed, and will liaise with the rest of the Safe House staff in ensuring that beneficiaries" needs are addressed in a timely fashion.



KEY ROLES



· Takes care of the younger beneficiaries in maintaining hygiene and general care



· Supports the case workers from time to time to accompany the Persons of Concern to appointments



· Trains beneficiaries/young mothers on parenting skills, etc



· Undertakes the allocation of duties for the safe house residents



· Takes charge of the safe house on the night shift and ensures that beneficiaries always have access to any personal effects as they require



· Issues supplies to the safe house residents



· Maintains residents daily log



· Fills all exit forms for the beneficiaries and ensures that comprehensive records of the same are well maintained



· Supervises the beneficiaries’ activities in the Safe House and supports the rest of the staff in enhancing the health and safety of the persons of concern.



· Assists in the inculcation of good manners and courtesy among the beneficiaries.



· Responsible for reporting repairs in the Safe House as required for maintenance to the Safe House & Case Management Coordinator for action.



· Makes sure that when not in use, classes and other areas are locked on time



· Maintains close liaison with the Associate Director – SH at all times concerning issues touching on beneficiaries.



Qualities & Experience



· A minimum of 2 years’ experience in working with children /minors.



· Warm, caring, sympathetic and nurturing nature



· Excellent communication and listening skills



· A team player



· Discreet and ability to adhere to confidentiality



· Responsive to the needs of children/minors



Qualifications



· A sound knowledge of First Aid



· Minimum Diploma in Childhood Care, or Nursing Diploma.



· Be registered with the Nursing Council and possess a current license.
