Purpose of the assignment (Development of an e-voucher system)
Nomadic Assistance for Peace and Development (NAPAD) in partnership with DKH Somalia is proposing to implement a project to reduce loss of lives, livelihoods, and increase Education opportunities among crisis-affected populations in the Gedo region. A key component of the project is to improve NAPAD’s organizational efficiency in humanitarian response through the development and piloting of an automated beneficiary-based voucher system (E-Voucher). The E-Voucher system will enable beneficiary registration, voucher code generation and verification, vendor notification and approvals to be conducted electronically via use of SMS linked to an online web-based portal. The E-Voucher system will leverage on the current mobile penetration rate in Somalia which stands at a whopping 83%.
The objective of developing an e-voucher system is to overcome the challenges experienced in using the current paper-based system and looking for a solution that will bring about efficiency. The current system of paper vouchers comes with risks like, warehousing space and cost, can be manipulated, in case of a misfortune e.g. fire you lose the original copies, labor intensive compared to a digital solution among other aspects. The system will also provide efficiency in delivering the household goods (and other items under the project) to the beneficiaries, a quick turnaround in paying the vendors and allow for reporting to the stakeholders involved in this project via the click of a button. This system is also accessible anywhere by designated users making it easy to access real-time data for collaboration and ease of making informed decisions regarding the project.
The piloting of this E-voucher system is expected to improve voucher programming, accountability, and service delivery and if the pilot review is successful then it could be considered for scale-up to other project activities, locations and partners.
Specific Objectives and Output
a) Analyze NAPAD current paper voucher system to understand data fields and its workflows.
b) Develop a workflow diagram based on the user requirements for voucher-based intervention.
c) Design a prototype E-Voucher System with SMS and USSD capability and integration for presentation and approval by NAPAD & DKH. The prototype should at least have the following functions.
- Register the beneficiaries with their details - Name, phone numbers, village name, gender, etc.
- Send an SMS with a unique code to each beneficiary and specify the entitlement, date when to collect, the vendor to collect, and the vendor’s location, among others.
- Send SMS to the vendor with the details of the beneficiary, unique SMS code, phone number, name and the entitlement.
- The ability for a beneficiary to send back an SMS confirming receipt of their entitlement.
- The ability for the vendor to communicate with the system to update the list of the beneficiaries who have received their entitlement.
- Prepare beneficiary registration report.
- Prepare beneficiary receipt confirmation reports.
- Prepare vendor reports for served beneficiaries.
- Analyze simple reports e.g., registered/those who receive entitlements, beneficiaries who don’t receive SMS, etc.
d) Develop and pilot an automated online-based voucher system (E-Voucher) e-Voucher System with SMS and USS capability and integration.
e) Develop a client-facing portal with the standard below.
- A predetermined workflow with standard User Experience and User interface.
- Online hosting capability to allow remote access of the platform from any location.
- A database function to enable saving and access of data generated from the SMS system.
- Access control with user access levels and security features.
- Upload capabilities for Photos, documents, etc.
- Reporting capabilities
- Offer technical support and maintenance of the developed system for 6 months after its deployment.
f) Develop a simple user manual.
g) Train staff on the use of the developed E-Voucher system.
CONSULTANCY PERIOD
The consultancy is expected to last not more than 90 working days (for designing and development of an e-voucher system) and another 90 days to provide technical support and maintenance.
SELECTION CRITERIA
The applying firm or persons should have the minimum criteria below.
- Have a technical person with an advanced degree in Information Technology (IT), Information and Communications Technology (ICT), Computer Science, or other related field.
- The technical people should have at least 5 years of proven practical experience in the development of web-based systems.
- Ability to communicate effectively in English language both oral and written.
