Disaster Risk Reduction Adviser


1) GENERAL BACKGROUND

United Nations Development work in Kenya encompasses support to government priorities as envisioned in Vision 2030, Medium Term Plans and other development and poverty reduction instruments. These efforts are guided by priorities in United Nations Assistance Framework (UNDAF) and the Country Programme Action Plan (CPAP). One of the key focus outcomes within these frameworks is to support the country in reducing the impact of both natural and manmade disasters. UNDP approaches this from both a policy and programming perspective. Specific areas of focus include: adequate preparedness, harmonized early warning systems, disaster prevention and mitigation strategies, mainstreaming, improved response and recovery

UNDP Kenya Country office is at an advanced stage of finalizing an integrated programme for Disaster Risk Reduction (DRR) in Kenya. Once finalized, the implementation will be rolled out in collaboration with different partners including government, private sector and NGOs. UNDP is also in the process of developing an Early Recovery Framework to support the concept of building back better as well as an integration of risk reduction in recovery efforts.

To achieve this, the Country Office requires an experienced disaster risk reduction and recovery adviser to support the unit in the finalization, roll out and implementation of these frameworks.

2) OBJECTIVES OF THE ASSIGNMENT

Support UNDP achieving their strategy and priority areas for 2011 including but not limited to finalization and roll out of disaster risk reduction integrated programme, resource mobilization, improved partnerships and documentation.

3) SCOPE OF WORK

1. Support the finalization, launching and roll out of the UNDP Kenya integrated disaster risk reduction programme
2. Support UNDP efforts in fundraising and mobilization of resources, including donor mapping and developing strategies for stronger funding modalities for disaster risk reduction.
3. Support in the formulating phase II of Joint Host Community Project and Post Election Violence Project (PEV) both of which are in their final stages of phase one completion
4. Develop media engagement strategy and identify ways media can strengthen disaster risk reduction work in Kenya
5. Develop a partnership strategy through assessing and identifying strategic partners for future collaboration in order to strengthen disaster risk reduction in Kenya. These will include but not limited to donors, learning institutions, media and private sector among others.
6. Support development of an ER recovery framework so that UNDP can deliver its mandate of leading Early Recovery in the country
7. Support UNDP in the formulation strategies for engaging schools and other higher learning institutions in disaster risk reduction work
8. Support the monitoring and evaluation of on-going projects, develop quality reports any necessary documentation
9. Support in knowledge management through documentation and sharing of lessons learned with partners and other stakeholders
10. Support the management and implementation of DRR component of the Country Programme Action Plan (CPAP)
11. Quality assurance and adherence of outputs to key DRR policy framework documents of government and UNDP
12. Carry out field missions on behalf of UNDP and represent the organization in relevant meetings and forums
13. Contribute to achievement of UNDP priorities for 2011 with specific emphasis on DRR contribution to Country Office targets and objectives.
14. Support UNDP DRR programme in understanding and managing expectations from partners and ensure effective communication

4) DURATION OF ASSIGNMENT, DUTY STATION AND EXPECTED PLACES OF TRAVEL

The assignment will take 12 months starting from February 2011 to January 2012. The consultant be based in UNDP Nairobi office, but will be required to travel extensively and interact with a number of stakeholders throughout the country. Travel costs by consultant will be met by the DRR unit.

5) FINAL PRODUCTS

1. DRR integrated programme finalized and rolled out
2. Resource mobilization and partnership strategies in place
3. Completion of PEV, JHC and DRR in schools projects
4. ER framework completed
5. Existence of key stakeholder database and DRR network
6. Media engagement strategy

6) PROVISION OF MONITORING AND PROGRESS CONTROLS

The DRR Adviser operates under the overall leadership of the UNDP Deputy Country Director Progerammes (DCD-P) with direct supervision by DRR Head of unit. Monitoring will be done through regular meetings and monthly progress reports based on agreed activity timeline and targets.

7) DEGREE OF EXPERTISE AND QUALIFICATIONS

• Masters Degree in Disaster Risk Reduction, Agriculture/Livelihoods or Rural Development. Proven track record of fund raising and resource mobilization, programme formulation, documentation and partnership engagement.
• Sound knowledge and understanding of DRR frameworks in Kenya
• Experience in conducting programme evaluations.
• Good analytical, writing and presentation skills
• Experience in contributing to team based activities
• Programme formulation and fund raising
• Networking and collaboration

8) REVIEW TIME REQUIRED

Bi-Weekly meetings and monthly reports review and feedback

9) CONSULTANT PRESENCE REQUIRED ON DUTY STATION/UNDP PREMISES

PARTIAL - INTERMITTENT - FULL TIME

10) PAYMENT TERMS

The remuneration will be monthly and will be based on prevailing rates applicable to National consultants.
