The Partners for Resilience (PfR) is an alliance of five humanitarian, development and environmental organizations bringing together knowledge and expertise in the field of disaster risk reduction (DRR), climate change adaptation (CCA) and ecosystem management and restoration (EMR). The PfR consist of the NLRC, CARE Nederland, Cordaid, Red Cross/Red Crescent Climate Centre and Wetlands International. The alliance partners accompany their local partner institutions in the implementation of the programme.

Founded in 2009, the Partners for Resilience developed the five year programme “Climate-proof Disaster Risk Reduction” that aims to reduce the impact of natural hazards on the livelihoods of 750.000 – 1.000.000 vulnerable people in nine countries: Ethiopia, Guatemala, India, Indonesia, Kenya, Mali, Nicaragua, Philippines, and Uganda. The PfR will implement the programme in the period 1 January 2011 to 31 December 2015. The NLRC is lead applicant and contract-holder for the programme vis-à-vis its key donor, the Netherlands Ministry of Foreign Affairs under its MFS-II grant facility. In Kenya the NLRC is the country lead for the PfR.

Purpose:

To ensure the successful implementation of the Climate Proof Disaster Risk Reduction Programme in Kenya, Uganda and Ethiopia.

Background

Community Action on Harm Reduction (CAHR) is a Dutch Government funded programme, to be implemented in China, India, Indonesia, Kenya, and Malaysia, that aims to make substantial contributions towards ensuring that injecting drug users, their partners and children are healthier, less marginalized and more engaged in social and community life.

Injecting drug use is increasingly recognized as a contributing factor to the spread of HIV in Kenya and HIV prevalence amongst people who inject drugs in Kenya is estimated at over 40%.

People who inject drugs are a high risk of contracting both HIV and viral hepatitis. They have poor access to HIV prevention treatment and care services and are particularly vulnerable to tuberculosis. Harm reduction, an approach that seeks to limit the harms associated with drug use, has been shown to reduce the biological, social and legal harms faced by drug users and their families.

KANCO is a national membership network of organization with over 1000 Non-Governmental Organization (NGOs), Community Based Organization (CBOs), Faith Based Organization (FBOs), Private Sector, Research and Learning Institutions responding to HIV & AIDS and TB in Kenya.

Over the next five years, KANCO will participate in the CAHR programme and help to focus attention on and build support for harm reduction programmes to support drug users in Kenya. By increasing knowledge of harm reduction programming and building capacity of its member organisations KANCO will help expand the use of this approach to realize benefits and rights for injecting and non-injecting people whose behaviours are affected by the use of drugs.

The CAHR programme in Kenya will focus on building awareness and knowledge and uptake of harm reduction as an approach. As part of the programme, KANCO and its partners will also advance a focused policy and advocacy effort and engage a range of stakeholders including providers of treatment services for people who use drugs, policymakers and communities of people who use or are affected by drug use.

Overall Role

The Programme Officer is expected to manage overall project activities, ensure project relevance to the country IDU community needs to most effectively address HIV, provide and coordinate provision of technical assistance, advocate for the rights of drug user populations, alcohol and non-injecting drug users and represent the project nationally.

The implementation of the ISDR is supported by a secretariat lead by the Special Representative of the Secretary General for Disaster Risk Reduction. The secretariat main functions are policy coordination, advocacy and information management, at the international and regional levels, to ensure synergy between disaster reduction strategies and those in the socioeconomic and humanitarian fields.

In January 2005, the World Conference on Disaster Reduction (WCDR, 18-22 January 2005, Kobe, Hyogo, Japan) took place and represents a landmark in worldwide understanding and commitment to implement a disaster risk reduction agenda. This commitment was captured in the Hyogo Declaration and the Hyogo Framework for Action 2005-2015: Building the Resilience of Nations and Communities to Disasters adopted at the WCDR.

The Hyogo Framework is the essential guide for implementation of the International Strategy for Disaster Reduction in the coming years and it constitutes an unprecedented conceptual shift that takes account of the complexity of action in disaster risk reduction and the large variety of actors whose inputs are required in the pursuit of this objective. It provides the basic concepts and prescribes and expected outcome; details three strategic goals for disaster risk reduction and a set of five priority areas for action; and assigns tasks to stakeholders at difference operational levels to reach the expected outcome.

Priority Four of the Hyogo Framework for Action emphasizes the need to “reduce underlying risk factors” to “ensure the resilience of communities to hazards, particularly in areas prone to drought, flood, cyclones and other hazards. It further recommends to “promoting food security as an important factor in ensuring resilience of communities to hazards”

UNISDR is supporting the implementation of the Hyogo Framework of Action at national level through multi-stakeholder national coordination mechanisms for disaster risk reduction, so called National Platforms for DRR, and at sub-regional regional level through the Regional Economic Commissions (RECs), such as IGAD and EAC among others. UNISDR is further cooperating with various development partners to ensure coordinated efforts for DRR at all levels.

The UNISDR Regional Office for Africa is implementing a project entitled “Increased coordination, awareness and technical support to enhance risk management in the Greater Horn of Africa., Uganda, Ethiopia and Kenya” The project is designed to target drought prone areas in the three project countries, building on existing initiatives to support state and non-state actors to integrate disaster risk reduction in development and relief efforts.

United Nations Development work in Kenya encompasses support to government priorities as envisioned in Vision 2030, Medium Term Plans and other development and poverty reduction instruments. These efforts are guided by priorities in United Nations Assistance Framework (UNDAF) and the Country Programme Action Plan (CPAP). One of the key focus outcomes within these frameworks is to support the country in reducing the impact of both natural and manmade disasters. UNDP approaches this from both a policy and programming perspective. Specific areas of focus include: adequate preparedness, harmonized early warning systems, disaster prevention and mitigation strategies, mainstreaming, improved response and recovery

UNDP Kenya Country office is at an advanced stage of finalizing an integrated programme for Disaster Risk Reduction (DRR) in Kenya. Once finalized, the implementation will be rolled out in collaboration with different partners including government, private sector and NGOs. UNDP is also in the process of developing an Early Recovery Framework to support the concept of building back better as well as an integration of risk reduction in recovery efforts.

To achieve this, the Country Office requires an experienced disaster risk reduction and recovery adviser to support the unit in the finalization, roll out and implementation of these frameworks.

2) OBJECTIVES OF THE ASSIGNMENT

Support UNDP achieving their strategy and priority areas for 2011 including but not limited to finalization and roll out of disaster risk reduction integrated programme, resource mobilization, improved partnerships and documentation.

3) SCOPE OF WORK

1. Support the finalization, launching and roll out of the UNDP Kenya integrated disaster risk reduction programme
2. Support UNDP efforts in fundraising and mobilization of resources, including donor mapping and developing strategies for stronger funding modalities for disaster risk reduction.
3. Support in the formulating phase II of Joint Host Community Project and Post Election Violence Project (PEV) both of which are in their final stages of phase one completion
4. Develop media engagement strategy and identify ways media can strengthen disaster risk reduction work in Kenya
5. Develop a partnership strategy through assessing and identifying strategic partners for future collaboration in order to strengthen disaster risk reduction in Kenya. These will include but not limited to donors, learning institutions, media and private sector among others.
6. Support development of an ER recovery framework so that UNDP can deliver its mandate of leading Early Recovery in the country
7. Support UNDP in the formulation strategies for engaging schools and other higher learning institutions in disaster risk reduction work
8. Support the monitoring and evaluation of on-going projects, develop quality reports any necessary documentation
9. Support in knowledge management through documentation and sharing of lessons learned with partners and other stakeholders
10. Support the management and implementation of DRR component of the Country Programme Action Plan (CPAP)
11. Quality assurance and adherence of outputs to key DRR policy framework documents of government and UNDP
12. Carry out field missions on behalf of UNDP and represent the organization in relevant meetings and forums

4) DURATION OF ASSIGNMENT, DUTY STATION AND EXPECTED PLACES OF TRAVEL

The assignment will take 12 months starting from February 2011 to January 2012. The consultant be based in UNDP Nairobi office, but will be required to travel extensively and interact with a number of stakeholders throughout the country. Travel costs by consultant will be met by the DRR unit.
