The Role

Reporting to the Deputy Regional Director of Programmes you will support the implementation of Plan’s Global Disaster Risk Management (DRM) Policy and Strategy by building the regional capacity in disaster management, preparedness and response and the integration of Disaster Risk Reduction and Response within country and regional level programmes. You will be responsible for overseeing and supporting the implementation of the DRM strategy in 12 country offices and contribute to global learning and initiatives aimed at strengthening DRM within the wider organisation. You will also lead assessment, provide technical support and represent Plan on all major responses within the region.

The Person

You will possess significant experience managing disaster response and humanitarian work, ideally at a regional level, combined with knowledge of the Eastern and Southern Africa region. Experience implementing child-centred and community based projects in an emergency setting and an understanding of the child-rights framework and standards for child protection is required.

Type of Role:5 year fixed term contract

Location: RESA Regional Office in Nairobi with approximately 50% travel within and outside of the region.

Salary: $55000-65000 plus full expatriate benefits.

World Concern Development Organization wishes to recruit a Disaster Program Manager to be based in Dadaab.

Primary Responsibilities

Under the direction and guidance of the DRM, Manage the disaster response operations and activities in Dadaab - Garissa County and Dhobley in South Somalia, covering the key tasks and responsibilities set out below.

The Project manager will also work in a wide range of response preparedness activities, support the strengthening and coordination of the Disaster response team capacity with the specific aim of minimizing the vulnerability of the affected population.

Essential Functions

VACANCY The Netherlands Red Cross

Position: Regional Disaster Risk Reduction Delegate Duty station: Kenya, with frequent travels to Uganda and Ethiopia Duration: 12 Months Status: Unaccompanied Starting date: As soon as possible, preferably 01 September 2011

The Partners for Resilience (PfR) is an alliance of five humanitarian, development and environmental organizations bringing together knowledge and expertise in the field of disaster risk reduction (DRR), climate change adaptation (CCA) and ecosystem management and restoration (EMR). The PfR consist of the NLRC, CARE Nederland, Cordaid, Red Cross/Red Crescent Climate Centre and Wetlands International. The alliance partners accompany their local partner institutions in the implementation of the programme.

Founded in 2009, the Partners for Resilience developed the five year programme “Climate-proof Disaster Risk Reduction” that aims to reduce the impact of natural hazards on the livelihoods of 750.000 – 1.000.000 vulnerable people in nine countries: Ethiopia, Guatemala, India, Indonesia, Kenya, Mali, Nicaragua, Philippines, and Uganda. The PfR will implement the programme in the period 1 January 2011 to 31 December 2015. The NLRC is lead applicant and contract-holder for the programme vis-à-vis its key donor, the Netherlands Ministry of Foreign Affairs under its MFS-II grant facility. In Kenya the NLRC is the country lead for the PfR.

Purpose:

To ensure the successful implementation of the Climate Proof Disaster Risk Reduction Programme in Kenya, Uganda and Ethiopia.

Duties applicable to all staff

Work towards the achievement of overall goals of the operation in the country, through effective managerial and lateral relations and teamwork. Ensure understanding of roles, responsibilities, lateral relationships and accountabilities.

Perform other work related duties and responsibilities as may be assigned by the supervisor.

Overall tasks and responsibilities

Manage of all aspects related to the implementation of the PfR programme in Kenya, Uganda and for a lesser extend Ethiopia. This includes but is not limited to the following activities:

Be the country lead for Kenya for the PfR and be responsible for the overall management and coordination of the country programmeSupport the Regional Senior DRR officer in his work with regards to the Pledge programme in Ethiopia and the continuation of the PfR DRR/CCA/EMR programme in Ethiopia. Assist the Kenya, Uganda and the Ethiopian Red Cross in producing regular, accurate and timely financial and narrative reports for the Netherlands Red Cross and for donors through mentoring and training in project and financial management as well as reporting; Ensure appropriate coordination and effective liaison with the alliance partners, implementing partners and donor agencies;Ensure effective cooperation with the alliance partners;Assist NS to improve its co-operation with the relevant government agencies and in liaising with international agencies and organizations through the development and promotion of their National level DRR/CCA platforms;Establish links and work towards co-ordination and co-operation between other relevant NS, or Federation initiated programs for effective use of resources;Strengthen the Kenya, Uganda Ethiopia RC Disaster Management unit by providing guidance on operational structure and member’s roles and responsibilities; Support the 3 NS to develop DRR/CCA strategies and work plans (3-5 yr) with associated HR and budget needs following the implementation of the PfR programme.Support the 3 NS to develop strategies for volunteer`s recruitment, training and management, to support DRR/CCA programs, at branch and national level.Support the 3 NS to develop strategies to assure the linking and involvement of private sector, universities, local authorities as well as community based organizations to DRR/CCA programs. Assist the 3 NS to establish a fundraising strategy for disaster management work plan with the objective of increasing the resources secured nationally and internationally for disaster risk management activities;Participate in the ongoing monitoring and evaluation of the Project in order to achieve all the project activities within the allotted timeframe;Ensure that all expected results of the project are accomplished in a timely manner according to established timeline;Support in the development of new initiatives in the region in the field of DRR (E.g. Great Green Wall Initiative for Kenya and Ethiopia)

Support tasks; additional duties to support the NLRC Regional East Africa Office team

Suggest improvements, innovations or efficiencies that could be implemented.Be familiar with the NLRC programs and objectives in the region.Adherence to the Principles of the Red Cross & Red Crescent Movement, code of conduct as well as ICT and anti harassment policies.

Requirements Qualification and experience required:

• Masters Degree • 5 years experience of working for a humanitarian aid organisation in developing countries (preferably in Disaster Risk Reduction /Climate Change Adaptation programming and/or community development work) • Qualification in coordinating development programmes • Excellent practical knowledge of computers (Windows, spreadsheets, word processing, e-mail, Internet) • Experience in training • Working in International Organizations • Demonstrated success in (financial) planning and budgetting, project management and reporting • Experience within the Red Cross Movement, working in bilateral programs. • Community based project management

Job Objectives:

1. Background
In a consortium with 6 ACF missions (Ethiopia, Somalia, Djibouti, Uganda, Southern Sudan & Kenya), ACF has decided to develop a project focused on food security and livelihoods activities, mainly covering agro-pastoral as well as pastoral communities with a strong focus on disaster risk management (DRM)/ drought and flood management in the Horn of Africa.

2. Main Objective
To develop a detailed and coherent consortium proposal covering all six countries (according to EC standard format and guidelines) that is well embedded in the current context of regional actors, programme initiatives, coordination mechanisms and donor initiatives relevant to ACF’s mandate.
3. Specific Objective
• To coordinate and lead on the development of a regional programme proposal
• To liaise with the six regional ACF missions to organise and receive proposal contributions, i.e. narrative, logical framework, budget, administrative work, etc.
• To ensure organised and timely agreed input in the proposal development from all the missions.
• To ensure coherence and intervention logic throughout the document
• To ensure all format and administrative regulations and needs are followed and responded to

4. Methodology
The proposal shall be developed in collaboration with the ACF regional mission teams (technical and support team) and technical and support advisory HQ teams.
Logistics and finance departments will support the proposal development to ensure financial coherence to the proposed actions.

5. Timeframe
Starting date : 1 April 2011
Duration : 3 months

6. Location
Field visits to the region will be required – except for Somalia
Home based work is negotiable

7. Expected Outputs
Submission of a complete, coherent and justified action, conform to the EC standard guidelines (ref model food facilities format).
Qualifications:

• Up-to-date and in-depth knowledge of the humanitarian/development context in the Horn of Africa/Eastern Africa, including actors (particularly NGOs), regional initiatives, information/ coordination platforms (such as IPC, FSNAU, FEWS NET, PENHA, RELPA, IGAD ICPAC etc.), donor initiatives
• Experience in disaster risk management programming, comprising risk reduction / mitigation / prevention as well as preparedness / response planning
• 5 to 10 years experience in the humanitarian and/or development field of work
• University Degree in any food security and livelihoods related topic
• Experience in developing multi-countries proposal and grant writing
• Knowledge of EC formats and guidelines
• Knowledge of ACF interventions / programming is a plus

The International Strategy for Disaster Reduction (ISDR) is a multidisciplinary and multi stakeholder platform to enable societies to increase their resilience to natural, technological and environmental disasters and to reduce associated environmental, human, economic and social losses. A range of United Nations organizations and international partners participate in cooperation with Governments and civil society organizations.

The implementation of the ISDR is supported by a secretariat lead by the Special Representative of the Secretary General for Disaster Risk Reduction. The secretariat main functions are policy coordination, advocacy and information management, at the international and regional levels, to ensure synergy between disaster reduction strategies and those in the socioeconomic and humanitarian fields.

In January 2005, the World Conference on Disaster Reduction (WCDR, 18-22 January 2005, Kobe, Hyogo, Japan) took place and represents a landmark in worldwide understanding and commitment to implement a disaster risk reduction agenda. This commitment was captured in the Hyogo Declaration and the Hyogo Framework for Action 2005-2015: Building the Resilience of Nations and Communities to Disasters adopted at the WCDR.

The Hyogo Framework is the essential guide for implementation of the International Strategy for Disaster Reduction in the coming years and it constitutes an unprecedented conceptual shift that takes account of the complexity of action in disaster risk reduction and the large variety of actors whose inputs are required in the pursuit of this objective. It provides the basic concepts and prescribes and expected outcome; details three strategic goals for disaster risk reduction and a set of five priority areas for action; and assigns tasks to stakeholders at difference operational levels to reach the expected outcome.

Priority Four of the Hyogo Framework for Action emphasizes the need to “reduce underlying risk factors” to “ensure the resilience of communities to hazards, particularly in areas prone to drought, flood, cyclones and other hazards. It further recommends to “promoting food security as an important factor in ensuring resilience of communities to hazards”

UNISDR is supporting the implementation of the Hyogo Framework of Action at national level through multi-stakeholder national coordination mechanisms for disaster risk reduction, so called National Platforms for DRR, and at sub-regional regional level through the Regional Economic Commissions (RECs), such as IGAD and EAC among others. UNISDR is further cooperating with various development partners to ensure coordinated efforts for DRR at all levels.

The UNISDR Regional Office for Africa is implementing a project entitled “Increased coordination, awareness and technical support to enhance risk management in the Greater Horn of Africa., Uganda, Ethiopia and Kenya” The project is designed to target drought prone areas in the three project countries, building on existing initiatives to support state and non-state actors to integrate disaster risk reduction in development and relief efforts.

UNISDR is looking for a national consultant based in Kenya to support the implementation of the project in Kenya, who will cooperate with other consultants under this project based in Uganda, Ethiopia and the Regional Economic Commissions.

Duties and responsibilities

Under the overall supervision of the Head of the UNISDR Regional Office for Africa, the Project Coordinator and in close collaboration with the Ministry of State for Special Programmes as chair of the Kenya National Platform for DRR and the relevant country focal points of project partner organizations, the Consultant will:

UNDP Kenya Country office is at an advanced stage of finalizing an integrated programme for Disaster Risk Reduction (DRR) in Kenya. Once finalized, the implementation will be rolled out in collaboration with different partners including government, private sector and NGOs. UNDP is also in the process of developing an Early Recovery Framework to support the concept of building back better as well as an integration of risk reduction in recovery efforts.

To achieve this, the Country Office requires an experienced disaster risk reduction and recovery adviser to support the unit in the finalization, roll out and implementation of these frameworks.

2) OBJECTIVES OF THE ASSIGNMENT

Support UNDP achieving their strategy and priority areas for 2011 including but not limited to finalization and roll out of disaster risk reduction integrated programme, resource mobilization, improved partnerships and documentation.

3) SCOPE OF WORK

1. Support the finalization, launching and roll out of the UNDP Kenya integrated disaster risk reduction programme
2. Support UNDP efforts in fundraising and mobilization of resources, including donor mapping and developing strategies for stronger funding modalities for disaster risk reduction.
3. Support in the formulating phase II of Joint Host Community Project and Post Election Violence Project (PEV) both of which are in their final stages of phase one completion
4. Develop media engagement strategy and identify ways media can strengthen disaster risk reduction work in Kenya
5. Develop a partnership strategy through assessing and identifying strategic partners for future collaboration in order to strengthen disaster risk reduction in Kenya. These will include but not limited to donors, learning institutions, media and private sector among others.
6. Support development of an ER recovery framework so that UNDP can deliver its mandate of leading Early Recovery in the country
7. Support UNDP in the formulation strategies for engaging schools and other higher learning institutions in disaster risk reduction work
8. Support the monitoring and evaluation of on-going projects, develop quality reports any necessary documentation
9. Support in knowledge management through documentation and sharing of lessons learned with partners and other stakeholders
10. Support the management and implementation of DRR component of the Country Programme Action Plan (CPAP)
11. Quality assurance and adherence of outputs to key DRR policy framework documents of government and UNDP
12. Carry out field missions on behalf of UNDP and represent the organization in relevant meetings and forums
13. Contribute to achievement of UNDP priorities for 2011 with specific emphasis on DRR contribution to Country Office targets and objectives.
14. Support UNDP DRR programme in understanding and managing expectations from partners and ensure effective communication

4) DURATION OF ASSIGNMENT, DUTY STATION AND EXPECTED PLACES OF TRAVEL

The assignment will take 12 months starting from February 2011 to January 2012. The consultant be based in UNDP Nairobi office, but will be required to travel extensively and interact with a number of stakeholders throughout the country. Travel costs by consultant will be met by the DRR unit.

1. DRR integrated programme finalized and rolled out

3. Completion of PEV, JHC and DRR in schools projects

6) PROVISION OF MONITORING AND PROGRESS CONTROLS

The DRR Adviser operates under the overall leadership of the UNDP Deputy Country Director Progerammes (DCD-P) with direct supervision by DRR Head of unit. Monitoring will be done through regular meetings and monthly progress reports based on agreed activity timeline and targets.

7) DEGREE OF EXPERTISE AND QUALIFICATIONS

• Masters Degree in Disaster Risk Reduction, Agriculture/Livelihoods or Rural Development. Proven track record of fund raising and resource mobilization, programme formulation, documentation and partnership engagement.
• Sound knowledge and understanding of DRR frameworks in Kenya
• Experience in conducting programme evaluations.

Overall Purpose
