Background and Justification

The UN system in Kenya works to support the Kenyan people in their self-articulated development aspirations. The UN’s work is guided by the UN Development Assistance Framework (UNDAF, 2014-2018), which combines the efforts and resources of all UN agencies active in the country. The UNDAF was developed according to the principles of UN Delivering as One (DaO) that aims to ensure Government ownership through full alignment to Government priorities, as well as stronger internal coherence among UN agencies.

The UNDAF is structured around four strategic results areas aligned to the three pillars of the country’s long-term development plan, Vision 2030. 
1) Transformational governance, 3) Inclusive and sustainable economic growth and 4) Environmental sustainability, land management and human security. The UN’s work on supporting Kenya’s response to HIV and AIDS features under the Human Capital strategic result area, as Outcome 2.3: Multi-sectoral HIV and AIDS response. UNICEF acts as the convener for the Human Capital strategic results area, while UNAIDS is the lead agency for the HIV outcome.

Results area 2 on human capital is led by UNICEF, in close collaboration with national counterparts. 

The UN’s support on HIV as outlined in outcome 2.3 of the UNDAF is implemented through the UN Joint Programme on HIV, which combines the efforts and resources of all UN agencies working on HIV and AIDS in country and their national and county level partners. The UNAIDS Kenya Country Office serves as the Secretariat for the Joint Programme on HIV, facilitating the effective and efficient implementation of the programme. Led by the UNAIDS Country Director, the Secretariat is responsible for providing strategic leadership and guidance, as well as ensuring efficient coordination and communication between all stakeholders involved in the Joint Programme on HIV.

The incumbent, recruited by UNICEF with the technical support from UNAIDS, will be based at the UNAIDS Kenya Country Office supporting the entire Joint Programme on HIV. 

The UNAIDS Country Director will be the immediate supervisor of the incumbent. UNAIDS will share quarterly performance review reports with UNICEF, while the annual performance review will be jointly undertaken by UNAIDS and UNICEF.

Scope of Work: Under the overall supervision of the UNAIDS Country Director and in close collaboration with the UNAIDS Senior Strategic Information Adviser, and subject to the changing working environment and partnership with government, the incumbent’s responsibilities will include the following:
 

Regularly scan the changing aid environment and trends in the HIV response at national and county level to identify opportunities for strategic positioning, engagement and optimal relevance of the Joint Programme on HIV. Undertake political advocacy with counterparts at national and county level, leveraging available strategic information and ensuring focus and coherence among UN agencies, to facilitate the achievement of the strategic results of the Joint Programme on HIV.  Build strategic partnerships with key multi-sectoral stakeholders at national and county level, to facilitate optimal performance of the UN Joint Programme on HIV.Act as an interlocutor between the UN system and counterparts and stakeholders at national and county to strengthen strategic partnerships, communication and coordination for optimal return on investment, including regular consultative visits to high burden counties as needed. Leverage synergies between different results areas and facilitate a coherent UN response to national priorities. Support the continuous development and utilization of strategic information to ensure that the Joint Programme remains evidence-based in its advocacy, policy development and programming.Optimizing capacities and know-how Identify capacity and knowledge gaps among Joint Team members, and facilitate capacity optimization and transfer of know-how across agencies for effective delivery on the Joint Programme objectives and results. Facilitate a joint UN response to address capacity constraints identified among government, local authorities, civil society partners, and other counterparts, for an optimal national and county HIV response.Identify and document best practices and approaches on the UN delivering as one in supporting the HIV response at national and county level for reporting, communication, awareness raising and resource mobilization purposes.Lead the process of knowledge creation and dissemination related to county, national and international know-how in the Joint Programme subject areas, and regularly inform the Joint Team of new research and knowledge.Forge links with other initiatives including joint programmes to identify good practices and share lessons. Develop, analysis and identify funding gaps, additional needs and unfunded potential to guide and improve resource mobilization, cost effectiveness and efficiency for sustained engagement, and work with partners to mobilize resources accordingly.Prepare together with the Management Team proposals for mobilization of human, technical or financial resources from international development organizations, non-government organizations and the private sector.Provide regular status updates to the UN Joint Programme on HIV on the external resource environment.Support the UNCT and the Secretariat to mobilize resources to support and expand the achievement of the joint programme outputs and outcomes.Undertake any other task as may be requested by the UNAIDS Country Director. The UNAIDS Country Director will consult with UNICEF in case the concerned task is beyond the scope of the UN Joint Programme on HIV.RWP areas covered: HIV and AIDS

Expected Deliverables

Within first 3 months, undertake an analysis of the progress, challenges and bottlenecks experienced by agencies, implementing the 2014/15 plan of action of the Joint Programme on HIV.Develop and implement a roadmap on how to address any challenges and bottlenecks, in close consultation with the UN Joint Team on HIVUndertake quarterly monitoring of the implementation of the UN Joint Programme on HIV, in close collaboration with concerned the UNAIDS team members and UN Agencies, and update the workplan accordingly.Provide at least two status updates to the UN Joint Programme on HIV on the external resource environment.Lead the development of at least one high quality proposal for agreed priorities of the Joint Programme on HIVLead the development of at least one case study on Delivering as One on HIV and AIDS in close collaboration with partners.Reporting

The incumbent will directly report to the UNAIDS Country and provide regular updates of progress to the monthly UNJT meeting. 

S/he will be located in the UNAIDS Country Office Kenya. Work closely with all the UNJT members and national partners to ensure synergies and avoid duplication. The incumbent will provide quarterly updates to the UNAIDS Country Director, for sharing with UNICEF. Annual performance review will be jointly undertaken by the UNAIDS Country Director and the UNICEF Deputy Representative.

Desired background and experience

Education: Advanced university degree in one or more of the disciplines: Public Health, Public Health Administration, Primary Health Care, Pediatrics AIDS, Health Education, Medicine, Social Sciences or a field relevant to international development assistance in HIV and AIDS.

Work Experience:  

A minimum of eight years of working experience in HIV and AIDS at the national or international level. Experience in working with UN agencies, government partners, civil society and private sector on planning, implementation, M&E and resource mobilization. Demonstrated experience in working across sectors and in collaboration with multiple actors in an international context.  Background/familiarity with Emergency. Experience of UN Joint Programmes, especially the UN Joint Programme on HIV in Kenya, and inter-agency coordination processes, and solid understanding of the Delivering as One approach. Experience in monitoring gender disparities and in programme interventions that reduce these disparities an asset.Language: Fluency in English and working language of the duty station.

The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.
The Norwegian Refugee Council has approximately 4000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

The NRC Horn of Africa mission is an expanding program. From operating in Somaliland (SL) since 2004, in Puntland (PL) 2006 and in South Central (SC), with presence in Mogadishu, NRC, in 2007 started operations in the refugee camps in Dadaab, Kenya and has since then expanded to Ethiopia in 2011 (Dollo Ado, Shire, Assosa, Gambella and Jijiga), in Yemen (Saa’na, Aden and Harradha),Djibouti in 2013. In 2014, NRC Horn of Africa took over programmes in South Sudan (Northern Bar-eGhazel, Warrap state, Central Equatorial, Eastern and Late state) and Uganda (Adjumani) and light foot print in Eritrea in 2013.The programme activities comprise all 5 NRC global core competencies: Shelter; Water, hygiene and sanitation (WASH); Education including youth education and teacher training; Food security, livelihoods and distribution; and Information, Counselling and Legal Assistance (ICLA). Protection is emphasized and should be mainstreamed across all sectors. The scope of the programs range from emergency response to acute crises, to supporting durable solutions for displaced persons. Obtaining and maintaining access to the displaced populations remains the main operational challenge in the Horn of Africa region and in particular in Somalia. Advocacy activities based on experience from the ground is an important global and local tool to increase displaced people’s access to humanitarian assistance and protection.
The purpose of the Protection and Advocacy Adviser (PAA) is to strengthen NRC's advocacy, protection and information work in the Horn of Africa region, and to facilitate implementation of, and consistency with, NRC’s global strategies and policies within the regional programme. It is a strategic advisory position reporting to the Regional Director (RD), supporting the Country Directors (CD) and Area Managers in the field, and managing the regional Information officer. The PAA is a member of the Regional Management Team and can undertake representation on behalf of NRC as agreed with the RD. The position-holder is the focal point for the programme on advocacy and information work, and will be required to closely interact with programme staff, the NRC Head Office, NRC in Geneva/IDMC, NRC Europe (Brussels) and other NRC country offices with the knowledge and approval of the RD.

Functional Title: Policy & Strategy Adviser

 Functions / Key Responsibilities: Reporting to the UNAIDS Country Director, the Policy and Strategy Adviser will work in collaboration with national and county partners to ensure HIV strategies and policies are developed across key sectors. At devolved level, the adviser will support strategic planning in key counties and the dissemination and implementation of policies and strategies. In addition, the adviser will provide technical support for leadership in planning, financing and coordination of the AIDS response within the devolved government primarily through:

Job Title: Capacity Building Adviser 
Job Purpose

SPRINT aims to increase access to life-saving information and sexual and reproductive health services in humanitarian settings, as outlined in the minimum initial services package for reproductive health in crisis situations (MISP).

The Capacity Building Adviser is responsible for the development, and effective and accountable implementation of the SPRINT capacity building strategy. 

The job holder will provide remote and on-site support to the regional Advisors and Country Coordination Teams (CCTs) to build regional and national capacity on the coordination of the MISP (component 2 of the project proposal).

The capacity building strategy will encompass elements of advocacy, CCT coordination and gap filling to successfully prepare CCTs on MISP implementation.

Key Tasks

A. Emergency preparedness: Capacity Development

Further develop and complete the draft training curriculum on coordination of the MISP, and field test the updated curriculum.Coordinate the translation of the training curriculum, and facilitate printing and dissemination;Develop, adapt and facilitate a course agenda for the refresher Training for Trainers and other relevant trainings.Identify and link CCT members to appropriate in-country/regional trainings as appropriate (advocacy, management, proposal writing, etc)Mobilize trainers to conduct in-country trainings, and complement the training skills of selected trainers as appropriate.Evaluate the existing training based on (to be developed) evaluation sheet. Feed-back lessons learned into SPRINT initiative.Develop a trainers and trainees database, and ensure the database is regularly updated.Liaison with Communication Adviser to establish the online SPRINT Community of Practice and to document best practices linked to SPRINT objectives.B. Disaster Risk Reduction – Enabling EnvironmentProvides technical assistance (draft wording for policies, sharing global guidance documents, advocacy support) to CCTs for the integration of MISP into relevant national emergency preparedness policies, within the priority countries.Link countries experiences and best practices within regions.Liaison with WRC and IAWG on capacity building on the coordination of the MISP.A post-graduate qualification in public health/education/training degree or equivalent;

Proven experience or track record in capacity building development;

Minimum of seven years experience in the relevant field (e.g. public health, training) with at least three years professional field experience specifically in capacity building in humanitarian settings.

Skills & Personal Competence

Strong understanding of the field of SRH in emergencies Ability to design training curriculum and training materials, facilitate training, provide technical assistance.Monitoring and evaluation skills, in particular for SRH interventions in humanitarian settings. Ability to work in a multi-cultural environment, and within a multi-national teamStrong interpersonal, communication and team building skills Ability to work under pressure and meet deadlines on time Ability to operate standard office computer programmes Excellent written and oral communication skills - fluency in English, French is desirable Flexibility to work efficiently and energetically with a demanding travel schedule (10 days per month) including some hardship countries Enthusiastic and motivated about IPPF’s mission and valuesHow to apply:

Description of Saferworld and Somalia/Somaliland programme: Saferworld is an independent non-governmental organisation that works to prevent and reduce violent conflict and promote cooperative approaches to security. 

We work with civil society, governments and international organisations to encourage and support effective policies and practices through advocacy, research and policy development, and through supporting the development of local capacities and structures.

Saferworld has well-established programmes in Kenya, Uganda, Somalia/land and Sudan. In addition, Saferworld supports regional and international conflict prevention and security processes. 

Saferworld headquarters are in London, with a regional office for Kenya and the Horn of Africa in Nairobi. The Somalia/land programme is managed from Saferworld’s Nairobi office with plans to establish an office in Somaliland in the near future.

Saferworld’s programme of work in Somalia/land has several components. The first aims to strengthen the participation of Somali Non-State Actors (NSAs) in decision-making on peace, security and development. 

Key themes in this project are participatory decision-making, inclusiveness and capacity building of ‘platform’ structures so that they more effectively channel NSA voices in policy dialogues. The second component targets international actors and uses routine analysis of conflict and governance trends in Somalia as a means to engage key actors whether in terms of technical support or policy dialogue on conflict sensitivity issues. A third developing programme area is security and justice. This programme theme is under development but will build on past work on bottom-up approaches to community safety, police reform and high-level security management in Somaliland. Finally, Saferworld is now prioritising its advocacy efforts in its three-year Somalia strategy. In the future Saferworld’s Somalia programme will continue to build on lessons learned from programming and support to partners, but will prioritise effective delivery of advocacy on issues of governance and peacebuilding, aid effectiveness in fragile and conflict-affected environments, and security and justice.

The primary purpose of this role is to support Saferworld’s Somalia/Somaliland programme by developing evidence-based advocacy and communication strategies and materials and to support Saferworld partners, particularly three Somali non-state actor platforms, in this regard.”

Description of Saferworld Somalia programme:

Saferworld is an independent non-governmental organisation that works to prevent and reduce violent conflict and promote cooperative approaches to security.

We work with civil society, governments and international organisations to encourage and support effective policies and practices through advocacy, research and policy development, and through supporting the development of local capacities and structures.

Saferworld has been working in Africa since 1997, with a primary focus upon East Africa and the Horn region. We have well-established programmes in Kenya, Uganda, Somalia and Sudan.

In addition, Saferworld supports regional and international conflict prevention and security processes. Saferworld’s headquarters are in London, with a regional office in Nairobi, and country offices in Kampala and Juba.

The Somalia programme is managed from Saferworld’s Nairobi office with plans to establish an office in Somaliland in the near future.

Saferworld’s programme of work in Somalia/Somaliland has two components.

The first aims to strengthen the participation of Somali Non-State Actors in decision-making on peace, security and development. TERMS OF REFERENCE FOR CONSULTANCY FOR CASH ADVISER

UNDER LA NINA PROJECT IN NORTHERN KENYA ____________________________________________________________________________________

Background and Context

VSF Germany is an international Non Governmental Organization, providing humanitarian aid and development assistance to pastoralists and vulnerable communities in areas where livestock is of importance. In the region, VSF Germany implements activities in southern Sudan, Kenya, Somalia, Tanzania and Ethiopia.

With support in animal health, agriculture, marketing, food safety but also with developing the capacity of communities and governmental institutions or initiating peace and conflict resolution we work towards food security and strengthened livelihoods of pastoralist communities.

The Project: VSF Germany has been implementing the La Nina project in Turkana & Marsabit in Northern Kenya. The project intends to mitigate the impact of drought on vulnerable people in the Arid and Semi Arid Lands (ASALs) of Northern Kenya. The vast majority of the people within the area are pastoralist, whose livelihood depends on livestock. With the increase in the frequency of severe droughts, the communities find it more challenging to retain their main Source of livelihood, hence decreasing livestock assets to unsustainable levels and forcing thousands to depend on food aid or search for other means of income.

This project is an intervention for pastoralist, with opportunities to market their livestock and develop linkages between the communities and traders in the region. Similarly the project will endeavor to develop livestock marketing trade patterns. On the other hand the livestock off take is mainly to safeguard the survival of fewer animals but with high value for breeding. In realizing the project objective, VSF Germany is working together with VSF Suisse, VSF Belgium, Oxfam, and Acted-Kenya & Uganda in implementing similar activities in Isiolo, Wajir, Mandera, Garissa, Baringo & Pokot.

We seek to recruit a qualified and well experienced Consultant as a Cash advisor to support the implementation of the project. The consultant will have to make frequent visits to the field locations within the project area. The incumbent will report directly to the Head of Programs.

Objectives of the consultancy This post will play a critical role in supporting the delivery of quality programme implementation though sustained quality technical advice. The Cash Advisor will work close with the PM of projects with strong cash transfer programming components to review and improve existing programmes and identify opportunities for new and innovative programmes.

This position will primarily focus on cash programming in terms of ensuring best practices, maximum impact, and quality programming. Currently, VSFG implements cash programmes throughout Kenya and Somalia including cash for work, conditional and unconditional cash transfers and vouchers. In addition, the Advisro will support a consistent integration of M & E principles and practices into all programmes activities.

The assignment is expected to achieve the following: • Strengthen VSF Germany capacity and profile in cash programming. • Support LANINA partners in cash programming • Review existing cash programming and make recommendations for areas of expansion. • Coordinate the current and future implementation of cash programmes, especially in emergency response. • Be the focal point for VSFG programme in reporting, proposal development, documentation and programme monitoring of all cash related projects.

Tasks for the consultant: The consultant will be expected to perform the following tasks: • Focal point for all cash related programmes to ensure best practices and optimum results • Ensure technical quality though support to national and international staff by providing on the job training and capacity building for relevant staff together with the area managers • Ensure relevant monitoring and evaluation instruments are utilized and provide real time technical advice to project staff through direct field visits • Focal point for technical proposal writing and quality reporting for cash programmes • Focal point for oversight of budget for large cash programmes • Undertake frequent field visits to project sites to ensure that the activities are carried out in accordance to work plan and technical requirements • Liaise with various stakeholders and leading cash and voucher organizations in all project locations, and take a lead role in providing information regarding cash and market trends to VSF Germany managers. • Strategy development and development of future cash interventions • Represent VSFG in technical meetings and related forums • Organize and facilitate training for all staff and partners on technical components of the project (Cash based transfers, employment creation, Conflict mitigation and M&E) • Oversee the activities of the project in all locations, and ensure proper monitoring for informed reports and improved quality of programming. • Oversee project budget and ensure budget is strictly adhered to and all supporting documentation for expenses are properly completed and sent to Nairobi per required donor guidelines and schedule. • Compile monthly internal reports to the Nairobi office and donor reports as per contracts • Coordinate with cash consortium members and other actors to ensure synergy, cross learning, and best practices on the various project components • Contribute to field based learning of VSFG and its partners, on related aspects, such as compiling and publishing related learning.

Methodology The consultant will prepare an implementation strategy and work plan for discussion and approval by VSF Germany Program prior to the start of activities.

Reporting and feedback: The Consultant will work under the supervision and direction of the Head of Programs. The Cash Adviser will oversee and provide technical and strategic assistance to food security / livelihood programme activities for VSF Germany. They will be expected to develop an implementation an implementation strategy for the assignment. The consultant will be expected to prepare progress.

Time frame and processes This is a 6 months consultancy to be implemented in two phases of equal months. Since the assignment is to be implemented in Northern Kenya, the consultant will therefore spend most of the time in the field.

TradeMark East Africa (TMEA) is an initiative funded by a range of development agencies to promote regional trade and economic integration in East Africa.

TMEA works closely with national governments, business and civil society and East Africa Community (EAC) institutions.

It supports East African economic integration by unlocking economic potential through

* a reduction in transport and related costs along the key corridors in East Africa;
* engaging private sector and civil society to positively influence regional integration policies and practices for growth in trade;
* supporting partner states to substantially increase the implementation of a comprehensive framework for regional integration; and
* supporting EAC institutions to develop a comprehensive framework for regional integration.

TMEA, in liaison with the COMESA-EAC-SADC Tripartite, IGAD and TradeMark Southern Africa (TMSA), is organising a High Level Investment Conference scheduled for 28 and 29 September 2011, where bankable projects and a project pipeline that will deepen regional integration will be presented for financing considerations, under the direction of the Tripartite.

The objectives of this conference will be to agree and endorse at a high level the action plan for the development of the Northern, Central, Djibouti and Lamu Corridors; avail resources to develop a list of indicative projects for infrastructure investments on the Northern, Central, Djibouti and Lamu Corridors; undertake to have a smaller number of near-bankable or bankable projects that will be highlighted for public and private investment; and avail resources for regulatory reform and trade logistics technical assistance projects required to support
investment in infrastructure for the Northern and Central Corridor.

We seek to recruit a high calibre, results-oriented and self-driven professional to provide leadership, direction and technical expertise in support of the infrastructure investment conference in the position detailed below.

Ports Adviser

Reporting to the Deputy Chief Executive Officer – Regional Programmes, the Ports Adviser will lead the strategic analysis of the current operational efficiency of the Ports of Mombasa and Dar es Salaam and their capacity to effectively support trade facilitation and competitiveness within East and Central Africa regions.

S/he will work with the TMEA Infrastructure Adviser to design strategic investment proposals
geared towards improved port performance, in infrastructural and procedural competency in East Africa for the purpose of increasing trade and economic performance.

The Ports Adviser will liaise with the TMEA Infrastructure Adviser to coordinate port infrastructure project development and packaging ahead of the infrastructure investment conference.

This will include supporting the development and packaging of specific sequenced port investment projects that combine heavy infrastructure development with complementary Information and Communications Technology (ICT) projects for a holistic improvement of East African ports.

The successful candidate will work closely with the Kenya and Tanzania Port Authority officials.

In addition, s/he will work closely with the TMEA Economic Corridor team in Nairobi, Port Specialists in Dar es Salaam, as well as the TMEA Kenya and Tanzania Country Directors and their respective teams.

This position requires an individual with high personal drive, initiative and leadership. The ideal candidate will possess an undergraduate degree in Ports Management, Engineering, Economics, or a related discipline. A Masters’ degree in a relevant field is an added advantage.

The successful candidate must have at least 10 years of ports and infrastructure related experience preferably gained within East Africa including demonstrable skills and experience in ports development and management particularly related to improving cargo handling at ports, modernising port equipment and increasing port utilisation and efficiency.

BACKGROUND

Organizational Setting and Reporting Relationships: UN-HABITAT, the United Nations agency for human settlements, helps the urban poor by transforming cities into safer, healthier, greener places with better opportunities where everyone can live with dignity. It works with organizations at every level, including all spheres of government, civil society and the private sector to help build, manage, plan and finance sustainable urban development.

The Adviser (Settlement Improvement (SIA)), will report to the Director of the Regional Office for Asia and the Pacific through the Senior Human Settlement Officer responsible for Bangladesh. He/she will work in close collaboration with the National Project Director and the International Project Manager of UPPR and other national and local level project partners.

The focus of the job is on the provision of technical assistance, coordination and facilitation of the settlements improvement component of the Urban Partnerships Poverty Reduction programme aligned with UN-HABITAT’s mandate, objectives, focus areas and expected results.

RESPONSIBILITIES

The Adviser (Settlement Improvement (SIA)) will be responsible for the following duties:
• Provides technical assistance and implementation support to the Community Development Committees (CDCs), field staff of the programme and the national staff to ensure successful implementation of Output 2 of the UPPR projects focusing on improvement of living conditions of the urban poor and extreme poor in the informal settlements in 23 (later 30) cities
• Provide support to the project team and CDCs to improve the quality of the physical infrastructure and in contract management
• Provide support to the UPPR staff to improve and strengthen the community action planning process and identification of priority physical improvement activities to be implemented
• Review community contracts submitted by the CDCs for its adherence to UPPR implementation guidelines and recommend for funding
• Provide support to the UPPR staff and CDCs to improve the security of tenure and housing conditions
• Liaise with Regional Office for Asia and the Pacific (ROAP) and HQ for technical and professional support in improving security of tenure, housing financing (ERSO), water and sanitation improvement (WAC), etc.
• Liaise with ROAP for timely approval and disbursement authorization of the community contracts recommended by the project management
• Organise training programmes to build capacity of communities to manage the community contracts and timely implementation
• Organise training programmes to build capacity of the field staff to provide effective and timely support to the CDC in implementing the community contracts
• Liaise with and promote partnership with regional and national level organisations to improve the implementation of Output 2 of UPPR related to improving the living conditions of the poor and extreme poor
• Liaise with the monitoring unit of the project to improve the data collection and regularly update the information regarding Output 2
• Provide inputs in finalizing the project implementation guidelines 1 and 2
• Participate in the team discussions on key policies and strategic issues related to the implementation of Output 1 and 2
• Assist in preparing Work Plan and Budget for utilization of Settlements Improvement Fund in the town
• Provide innovative ideas on improvement of water, sanitation, drainage, footpaths and roads
• Undertake regular participatory monitoring and supervision of project activities related to Output 1 and 2 including collection, compilation, consolidation, processing and analysis of data on different project components, and documentation;
• Contribute to project appraisal, monitoring, review and evaluation, ensuring that all initiatives clearly contribute towards poverty reduction.
• Supervise the work of the settlement improvement assistant(s) and Urban Planners
• Performs other duties as required by the Project Management.

Work implies frequent interaction with the following: senior staff members of the Regional Office, the UPPR Programme Manager, project partners, representatives and officials in national and local governments, non-governmental organizations and UN-HABITAT headquarters in Nairobi.

Results Expected: Successful implementation of Output 2 in line with UN-Habitat’s mandate and focus areas.

QUALIFICATIONS

Education: Advanced university degree in housing, urban planning, engineering, environmental management or other field relevant to the respective programme.
Experience: At least ten years of field-based experience in programme/ project planning and implementation, preferably with international organizations. Five years of specialized experiences in community development programmes and technical skills in water and sanitation.
Language: Fluency in English as well as the national language of the respective country (both oral and written) is required. Knowledge of another UN official language is an advantage
Other skills: Experience in stakeholder driven strategic planning and implementation processes.
Proficient in Database Management, Word, Excel, Email, Internet and preferably programme management applications.

1) GENERAL BACKGROUND

United Nations Development work in Kenya encompasses support to government priorities as envisioned in Vision 2030, Medium Term Plans and other development and poverty reduction instruments. These efforts are guided by priorities in United Nations Assistance Framework (UNDAF) and the Country Programme Action Plan (CPAP). One of the key focus outcomes within these frameworks is to support the country in reducing the impact of both natural and manmade disasters. UNDP approaches this from both a policy and programming perspective. Specific areas of focus include: adequate preparedness, harmonized early warning systems, disaster prevention and mitigation strategies, mainstreaming, improved response and recovery

UNDP Kenya Country office is at an advanced stage of finalizing an integrated programme for Disaster Risk Reduction (DRR) in Kenya. Once finalized, the implementation will be rolled out in collaboration with different partners including government, private sector and NGOs. UNDP is also in the process of developing an Early Recovery Framework to support the concept of building back better as well as an integration of risk reduction in recovery efforts.

To achieve this, the Country Office requires an experienced disaster risk reduction and recovery adviser to support the unit in the finalization, roll out and implementation of these frameworks.

2) OBJECTIVES OF THE ASSIGNMENT

Support UNDP achieving their strategy and priority areas for 2011 including but not limited to finalization and roll out of disaster risk reduction integrated programme, resource mobilization, improved partnerships and documentation.

3) SCOPE OF WORK

1. Support the finalization, launching and roll out of the UNDP Kenya integrated disaster risk reduction programme
2. Support UNDP efforts in fundraising and mobilization of resources, including donor mapping and developing strategies for stronger funding modalities for disaster risk reduction.
3. Support in the formulating phase II of Joint Host Community Project and Post Election Violence Project (PEV) both of which are in their final stages of phase one completion
4. Develop media engagement strategy and identify ways media can strengthen disaster risk reduction work in Kenya
5. Develop a partnership strategy through assessing and identifying strategic partners for future collaboration in order to strengthen disaster risk reduction in Kenya. These will include but not limited to donors, learning institutions, media and private sector among others.
6. Support development of an ER recovery framework so that UNDP can deliver its mandate of leading Early Recovery in the country
7. Support UNDP in the formulation strategies for engaging schools and other higher learning institutions in disaster risk reduction work
8. Support the monitoring and evaluation of on-going projects, develop quality reports any necessary documentation
9. Support in knowledge management through documentation and sharing of lessons learned with partners and other stakeholders
10. Support the management and implementation of DRR component of the Country Programme Action Plan (CPAP)
11. Quality assurance and adherence of outputs to key DRR policy framework documents of government and UNDP
12. Carry out field missions on behalf of UNDP and represent the organization in relevant meetings and forums
13. Contribute to achievement of UNDP priorities for 2011 with specific emphasis on DRR contribution to Country Office targets and objectives.
14. Support UNDP DRR programme in understanding and managing expectations from partners and ensure effective communication

4) DURATION OF ASSIGNMENT, DUTY STATION AND EXPECTED PLACES OF TRAVEL

The assignment will take 12 months starting from February 2011 to January 2012. The consultant be based in UNDP Nairobi office, but will be required to travel extensively and interact with a number of stakeholders throughout the country. Travel costs by consultant will be met by the DRR unit.

6) PROVISION OF MONITORING AND PROGRESS CONTROLS

The DRR Adviser operates under the overall leadership of the UNDP Deputy Country Director Progerammes (DCD-P) with direct supervision by DRR Head of unit. Monitoring will be done through regular meetings and monthly progress reports based on agreed activity timeline and targets.

7) DEGREE OF EXPERTISE AND QUALIFICATIONS

• Masters Degree in Disaster Risk Reduction, Agriculture/Livelihoods or Rural Development. Proven track record of fund raising and resource mobilization, programme formulation, documentation and partnership engagement.
• Sound knowledge and understanding of DRR frameworks in Kenya
• Experience in conducting programme evaluations.
• Good analytical, writing and presentation skills
• Experience in contributing to team based activities
• Programme formulation and fund raising
• Networking and collaboration
