Call for a Consultancy to undertake Data Entry and Analysis for Longitudinal Study

Background: HelpAge International (HelpAge) undertook a longitudinal study that looked at the application of Human Rights Based Approach to Cash Transfers and the impact of an inbuilt complaint and redress mechanism in the delivery of cash transfers.  

The primary results of this study will be used to improve policy the delivery of cash transfers in the country and improve targeting processes in Kenya.
This study was undertaken to provide lessons on implementation of a human rights framework for social protection, identifying best practices and disseminating lessons learned. 
HelpAge would apply and assess human rights principles of participation, non-discrimination, transparency and accountability to the design, implementation, monitoring and evaluation of HSNP. Based on these findings HelpAge will derive conclusions on the following. Giving meaning to progressive realization to cash transfer rights;Minimum core obligation of the state  and social protection floors;Develop a guide into rights based complaints and grievances mechanisms for cash transfers in Kenya;Develop tailored packages of support to deal with specific needs of  various groups;Helpage has undertaken data collection activities and have 2250 questionnaires that need to be entered into a data processing system.The objective of the consultancy is to enter all questionnaires into an SPSS database.
The following activities will be undertaken under the consultancy:The consultants expected to hire 3 data entry clerks and 1 data entry supervisor. It is calculated that all the data can be entered within five days.The consultant is expected to develop the data entry interface in SPSS based on the questionnaires;The consultant will train data entry clerks for one day on the questionnaires and the SPSS data entry interface;The consultant, the data entry supervisor and data entry clerks are expected to enter all the data within 5 days;The consultant will be responsible for cleaning the data.The consultant will provide all computers required for data entry.The consultant will be responsible for preparation, organization and implementation of training activities. The consultant will conduct day of training for the data entry clerks. Emphasis in training will be on proper techniques and ensuring accuracy in data entryData entry will take place in the offices of the consultant.Expected output: The consultant will provide cleaned data from all questionnaires in SPSS ver. 13 and above in soft copy

Securing an income for older people through social protection mechanisms and in particular through social pensions is a strategic priority area for HelpAge.

HelpAge seeks to recruit a Social Protection Programme Manager for Kenya who will provide overall management and implementation of the Hunger Safety Net Programme Phase II social protection rights component which takes forward the grievance mechanism developed in Phase I along with payment processes and grievance management to 150,000 households.

The ideal candidate will have a degree in Social Sciences or other related field and a post graduate qualification in Project Planning and Management.  

The candidate will have a good understanding of the social protection agenda in Kenya and Africa more widely as well as knowledge of rights based programming. The candidate should have substantial experience in managing complex projects, including financial management and budgeting. Other experience needed is the ability to build capacity of staff and partners, data interpretation and negotiation. Communication, including report writing skills, and analytical skills are essential in this position.

1.0 Background

HelpAge International is a global network striving for the rights of disadvantaged older people to economic and physical security; healthcare and social services; and support in their care-giving role across the generations. In Africa, HelpAge has a network of more than 20 partner organizations. Our vision is of a world in which all older people fulfil their potential to lead dignified, active, healthy and secure lives.

HelpAge International is looking for an external evaluator to submit an expression of interest, interpreting the Terms of Reference with a proposal outlining methodology, timeframe, composition of team and fee for undertaking the End of Project Evaluation for a three year European Union funded project entitled: Improving Delivery of Local Government Services to Vulnerable Older People in Rwenzori Region, Uganda.

This project is being implemented in Rwenzori region, in the districts of Kasese and Bundibugyo by HelpAge’s affiliate Uganda Reach the Aged Association (URAA) in partnership with two community based organisations: Kasese Community Aged Foundation (CAFO) in Kasese district; and Bundibugyo Foundation for the Aged Sustainable Income Generating Association (BUSFASIGA) in Bundibugyo district.

The overall objective of the project is to contribute to poverty reduction and sustainable development in the two districts of Kasese and Bundibugyo of the Rwenzori region of Uganda through efficient and effective service provision to the population including marginalised older people. The specific objective is to empower community members, including vulnerable and marginalised older people, to influence the provision of services through their participation in the planning, implementation and monitoring of development activities.

The aim of this action is to strengthen community and civil society capacity to influence service delivery by the local authorities through their participation in the planning, implementation and monitoring of development initiatives. It seeks to support the creation of mechanisms that result in efficiency and accountability through a participatory community and civil society monitoring role of public resources.

In order to achieve this, the project will enhance the understanding of community members on their roles and responsibilities in governance structures as well as their knowledge of the various services available to them and the mechanisms for their delivery.

Further, community involvement in planning and decision-making will lead to a more demand driven service delivery that is more responsive to their needs.

Expected results of the project included:

Improved access to efficient and effective services responsive to the needs of older persons in the two districts.Older persons in the two districts increasingly included in local development processes.Effective dialogue between civil society and local authorities to promote equitable access to services by vulnerable groups.2.0 The purpose and justification of the evaluation

The purpose of the evaluation is to assess the effects of the project on the target population and the project’s contribution to policies, strategies, programmes and structure in improving accountability and access to services by older people and other vulnerable groups.

Additionally the evaluation will analyse the project’s contribution towards the set objectives in relation to the changing political, economic, and social scenarios.

The evaluation report will present achievements/impacts of the programme, identify key lessons learned, best practices, and recommendations that will provide both HelpAge and its partners with valuable information.

The main objectives of the evaluation are to:

Assess the extent to which the expected results of the project have been met and how the results have contributed to the reduction of poverty and sustainable development in the project areas including: Assessment of the relevance of the project activities to the needs and priorities of the targeted beneficiaries as well as its contribution to the EC Uganda Country Strategy, HelpAge International global Actions, the country’s National Poverty Reduction Strategy and provincial and district development plans. Reviewing the effectiveness of community and civil society capacity strengthening to influence service delivery by the local authorities through their participation in the planning, implementation and monitoring of development initiatives. Assessing the extent to which the project activities resulted in any unintended/unplanned results and impacts guided by indicators outlined in the project log frame providing tangible qualitative and quantitative evidence to support statements of impact made in the analysisAssess the effectiveness of HelpAge’s organisational set-up/management systems in the delivery of the project including the extent to which they contribute to, or inhibit the delivery of, the project results including:- Reviewing the accuracy of qualitative and quantitative data being generated by the project’s M&E system - including its ability to capture numbers as well as enhancing learning within the project.Identifying mechanisms put in place to ensure the sustainability of the project including involvement of target communitiesReview effectiveness of project management and financial management, contract management, inter-agency relationships, coalition partners, value for money etc. Partner management and institutional strengthening outcomes and achievement of HelpAge and partner in increasing accountability, transparency and sustainability of implementing partners. Establish how gender issues and the effects of the project on men and women have been captured.Identify good examples, practices or models in the project that can be documented and showcased for learning, scale up and Establish how the information and evidence generated within the project has been used by partners to improve programming and change the Organisation’s way of implementing programmes (knowledge management and sharing).Assess the effectiveness of advocacy work at the district and national level in attaining the set results including reviewing the extent to which the project has influenced other key actors in enhancing participation and involvement of vulnerable groups, their representation in various structures and resource allocation.3.0 The Scope of the End of Project Evaluation

The End of Project Evaluation will be carried out extensively and will examine as applicable the relevance, effectiveness, efficiency, impact, sustainability and coherence within the project all cross cutting issues and standards.

The task is expected to begin by mid November 2011 and run through to mid January 2012, inclusive of report writing.

4.0. Expression of Interest and Expected Results

The potential consultants are expected to deliver as follows:

Interpreting the TORExplaining in detail the methodology to be used in carrying out the assignmentProviding a detailed professional budget in Euros (indicating daily professional rates)Explaining their competences to meet the requirements of the assignment Attaching brief technical biographical data of the core team-members Providing the duration of the assignment and when ready to undertake the assignment.Providing evidence of similar work undertaken in the recent past (not more than 3 years)5. Exclusion criteria

5.1 Tax Liability:

Settlement of any tax liability arising from this agreement will remain the responsibility of the consultant.

5. 2 Ineligibility Criteria

All potential contractors that fall into any of the following categories will be excluded from participating in HelpAge procurement procedures:

If your company/ firm is bankrupt, being wound up, are having your affairs administered by the courts, have entered into an arrangement with creditors, have suspended business activities, are the subject of proceedings concerning those matters, or are in any analogous situation arising from a similar procedure provided for in national legislation or regulations; If you have been convicted of an offence concerning your professional conduct by a court judgment; If you have been guilty of grave professional misconduct proven by any means that the contracting authority can justify; If you have not fulfilled obligations relating to the payment of social security contributions or the payment of taxes in accordance with the legal provisions of the Government of Uganda and Kenya.If you have been the subject of a court judgment for fraud, corruption, involvement in a criminal organization or any other illegal activity; If you have been declared to be in serious breach of contract for failure to comply with previous contractual obligations;All interested consultants must confirm in writing that they do not fall into any of the above categories.

5.3 Exclusion Criteria

In addition to the ineligibility criteria applied by HelpAge, the following exclusion criterion below applies:

If the consultant/firm is guilty of misrepresentation in supplying the information required by HelpAge as a condition of participation in the call for EOI, or fail to supply all of the information requested.4.4 Award Criteria

Overview of the Programme

The Adopt a Granny (AAG) and Sponsor a Grandparent (SaG) Programmes in Kenya have supported the welfare of older men and women for over 20 years.

The Sponsor a Grandparent programme which was an improved approach to the former AAG programme was initiated in 2006 and operates as a three-year programme through partnership with local organisations responsible for delivering projects to improve the lives of vulnerable older people in line with HelpAge’s global strategy.

HelpAge Kenya has acted as the local Managing Partner for HelpAge since 2006, often as a conduit for channeling funds and coodinating reports and their submission to the HelpAge International in the UK.

Funding from the scheme is based on the submission of proposals from invited local partners whose projects are vetted by HelpAge and HelpAge Kenya against the SaG Proposal guidelines.

The current SaG cycle of projects for 2009-2012 is supporting over 3,000 older people (including over 600 carers of orphans and vulnerable children) through 29 projects run by local partners.

The activities for older people across the 29 projects are diverse, but can be categorised into four areas: food and nutrition support, basic healthcare, Non-food items, regular cash transfers and income generation activity support.

Our partners in the SaG programme are often faith or community-based organisations, committed to provide direct support to the needs of older people but with relatively limited experience or knowledge on approaches that build ownership and sustainability in the longer term.

Consequently projects have been more focused on activity based intervention with limited emphasis on impact or outcome to measure longer term changes.

As such, we have come to realise assessing the effectiveness or impact of such a programme heavily oriented towards providing welfare is problematic without an external review.

Although the programme which has evolved from its original AAG form to SAG in 2006 has many positive features and has provided services to many thousands of older people, it has been recognised that with the level of resources available there are a number of inherent weaknesses that need to be examined.

First, the large number of projects/partners scattered in a vast geographic area has limited the opportunities to share scalable good and/or cost effective practices.

Second, this has also limited the ability of the programme to build the capacity of partners to improve their programme design, implementation and monitoring of projects by learning and adopting innovative practices.

Beyond a basic exercise to confirm implementation of the proposed activities by the 29 partners, the review exercise will be an opportunity to capture activities that are proven to be sustainable, innovative and effective (based on agreed parameters such as level of older people’s empowerment, promotion of participation by older people, extent to which the programme increased access to other services by influencing other actors to change their policies and practices.

Purpose of the Review

The programme review has several purposes:

A desk-based verification exercise on the coverage of activities for all 29 projects based on submitted reports.A sampled project audit of partners to perform a field-based, activity, beneficiary and implementation approaches verification on a selection of approximately 50% of projects under the programme. Documenting effective practices based on field visits to a selection of approximately 50% of projects with a specific focus on access to health, HIV and care services; livelihoods; supporting older carers; empowerment, participation and sustainability, including an assessment of the effectiveness, relevance and value for money of the practices. Improve knowledge of our partners’ areas of specific expertise, as a reference for future potential engagements or partnerships with HelpAge Kenya or HelpAge.Identify any points of urgent action related to the protection of older people or children, compliance on implementation and management of the projects.Review of organisational structures in order to identify gaps and make recommendations for improving the organisation’s engagement in community based programmes addressing the needs of older people.Confirm implementation of the reported activities, based on documented or verbal evidence from the partners, older people and other stakeholders. Assessment of the strengths and weaknesses of the activities undertaken in terms of the perceived value to the older people supported and by the partners. Document views of other players/stakeholders and local authorities on how they perceived the programme and the partner’s work and its contribution to reducing poverty and fitness to the local development priorities and strategies .Establish how gender issues are being addressed by the programme and the effects of the activities on older men and women;To record the practice used by the projects to:support improved access to health, HIV and care services by older peopleimprove the capacities of older carers to support themselves and their grandchildren (orphans and vulnerable children)empower older people to participate in project activities, leadership role and/or wider lobbying activities with local or national authorities. This should include an assessment of how accountable and transparent the partner has been to older people, families, community members and stakeholders with regard to beneficiary selection, activity programmes, budgets and fundingbuild capacities to sustain any of the activities without further external fundingCollating a partner skills register: collection of information on the wider activities and expertise of partners, with examples.Duration and timetable

The Africa Regional Development Centre (ARDC) is one of six regional centres working to build and strengthen older people’s organisations around the world which provide a wide range of services related to social protection, sustaining a livelihood in old age, HIV and AIDS, discrimination & abuse, health and emergencies.

To work with the Portfolio Manager of BIG Lottery Fund supported programme in ensuring the effective implementation of BLF projects in at least two countries, and to provide information on best practice for HelpAge International and others and to support and contribute to HelpAge’s strategy of enabling older men and women to receive quality health HIV and care services and specifically support the HIV and AIDS advocacy strategy.
