Position Summary:
This is a strategic role to support organisational development in HR management. The HR manager reports to the Director of Finance and Administration.
The HR manager will have senior management experience and will lead the organization in recruitment, retention and management of all Pact Sudan Staff.
This will include ensuring all legal responsibilities are being followed, and all policies of Pact and Pact Sudan are being implemented.
Specific Duties and Responsibilities:
Working closely with Director of Finance and Administration, the HR Manager will:
In coordination with the Country Director, develop, communicate and implement Pact Sudan’s HR strategic plan (3 years)Develop and oversee Pact Sudan’s staff training and development plan for all staff through the annual performance review process ensuring that it links with Pact Sudan’s overall strategic planDevelop an induction process and programme in conjunction with managers ensuring that it is tailor made to the different grades and categories of staffDevelop a management development programme for managers including recruitment, induction and performance management ensuring that legal issues are well understood by managersEnsure that good practice and any changes in the legal framework are brought into Pact Sudan’s management practiceManage employee relations ensuring that disciplinary, grievance and separation cases are handled in accordance with Pact Sudan HR policies current south Sudan labour practicesEnsure the staff handbook and HR Policy Manual are up to date and any changes in policy are communicated effectively to managers and staffMake regular field trips to ensure that good people management practice is reflected on the groundCoach and develop the HR team providing strong leadership to the organisation in HR practiceMentor and coach managers in people management skillsEnsure compliance to Local Labour laws/Pact Sudan policies, to develop and maintain systems integrity, and prioritize tasks to overall importance and monitor for completion.Provide oversight for Health Insurance processes:Lead in communicationFollow up on reimbursements/paymentsUpdate staff and dependents listsReview/selection of Health Insurance Company for Pact Sudan. Obtain field information for clinics available - work with the health insurance provider in Southern Sudan to identify and approve additional sites for reimbursement/standard pricing charges. Review health insurance provision in the Three Areas and recommend ways of providing health insurance cover for staff in the Three Areas.Oversight of health and safety in the workplacePerform other duties as assigned.Perform all work safely and maintain a safe working environment.Minimum five years experience of working with complex organisations at senior HR level - essentialDemonstrable experience of strategy development with the ability to engage with managers to support HR initiatives – desirableAbility to work with managers at all levels with the gravitas of a mentor and coach – essentialCoaching style of management which promotes trust and confidence – essentialSufficient knowledge of Sudanese labour law with the ability to work effectively with the Ministry of Labour and Public Service – desirableExperience of developing adult training learning materials and skills in conducting these training. – essentialThe ability to develop and communicate, in a participatory way, clear policies and guidelines – essentialExperience in designing HR systems, policies and procedures – essentialQualified Sudanese candidates strongly encouraged to apply – desirableExperience of working or living in Sudan or similar post-conflict situations – essentialAbility to travel to remote parts of Sudan and willingness to persevere in challenging environments - essentialEducation and Experience Requirements:
