Finn Church Aid (FCA), is looking for a

Regional Representative – East and Southern Africa, based in Nairobi, Kenya

East and Southern Africa is one of FCA’s geographical program areas, where the organisation engages in relief, reconstruction, development and advocacy work. Our program countries are Somalia, Kenya, Uganda, South Sudan, Eritrea, Mozambique and Angola. After 2016 FCA has decided to exit from Angola. FCA has its’ Regional office located in Kenya, representing FCA on a regional level. FCA has Country Offices in Somalia, South Sudan, Uganda and Kenya, whose staff are responsible for the implementation of FCA Country Programs. The overall budget for the region is approximately 11 M€ in 2015.

The FCA East and Southern Africa Program Plan 2013-2016 will contribute to supporting the local civil society actors and communities in strengthening their resilience, security and equality through three thematic objectives:

Right to peace:

FCA focuses primarily on the mediation of conflict through the strengthening of existing conflict resolution mechanisms. These mechanisms often involve the facilitation of mediation efforts of religious and traditional leaders linked to local and national governance structures.

Right to livelihood:

The programs will focus on youth employment and womens’ entrepreneurship. Public-private partnership in the development of agribusiness models and social community-owned enterprise are emerging priority themes in development-oriented contexts. Humanitarian contexts focus on food security through food and seed distribution as well as improved farming techniques to increase output.

Right to education:

Quality education is the primary focus of education programmes. Teacher training, improved pedagogy and curriculum development are important elements. Education in emergencies, including the development of safe learning spaces, is the focus of humanitarian operations.

The Regional Representative will manage the East and Southern Africa Regional Office (ESARO), with a staff of approximately 10 persons. FCA has Country Offices in Somalia, South Sudan, Uganda and Kenya, whose Country Managers report to the ESARO Regional Representative. Altogether there are approximately 60 FCA staff in the region. FCA operations in the region have been expanding rapidly so there is potential for additional staff to be recruited and new Country Offices to be opened in 2015. The Regional Representative will report to the FCA Headquarter in Helsinki, Finland.

Areas of Responsibility:

Represent FCA in East and Southern Africa, mainly in the program countries;Manage FCA’s exit from Angola in accordance with guidance from HQ;Overall responsibility for managing the Regional Office;Be responsible for all FCA contracted staff (both national and international), including staff security;Be responsible for the development of regional and country plans in co-operation with FCA HQ;Ensure the successful planning and implementation of the FCA Regional and Country programs, including projects implemented by partners, emergency preparedness and response, communication and advocacy, fundraising, within the framework of the four year Regional and Country Programs;Networking and co-operation with donors, UN agencies, government, ACT Alliance members, other ecumenical and international NGOs and local partners,Be responsible for the regional fundraising and grant management opportunities and identify appropriate opportunities to increase and diversify funding sources and income;Undertake other duties as designated.

Competence and Personal Requirements:

Relevant experience in development cooperation and/or humanitarian aid operations in developing countries with experience in field operations,Experience in strategic planning and implementation in a senior management capacity,Proven experience in management or leading positions, including financial and HR management in a multi-cultural working environment,Proven experience in fundraising for international institutional agencies and managing budgets with diverse donor base,Experience with working with international donors and grant acquisition,Cross-cultural leadership experience,Good understanding of development approaches and standards,Skills in emergency preparedness and response,Skills in advocacy,Experience in working with local organisations and authorities as well as EU institutions, UN agencies and other international institutionsExperience in developing strategic and operational partnerships with donors, other INGOs and national level NGOs for project and advocacy interventionsGood interpersonal and communication skillsAbility to work under pressureReadiness to travel andCommand of English as a working language.

The assignment will be for a fixed term of minimum two years and it will begin with a one month orientation period in Helsinki, FCA HQ. The salary is based on FCA collective agreement.

Duties and responsibilities

• Be responsible for project management and overall PME of FCA’s development, advocacy and humanitarian projects in Southern Africa in accordance with FCA Policies and Guidelines, including planning, budgeting, monitoring, archiving, intra-agency and back-donor reporting, evaluation as well as preparing payments to partners; • Ensure that partners follow the reporting schedules, guidelines and other requirements as per contracts. • Monitor and ensure the technical and financial quality of the on-going projects and their compliance with FCA guidelines. • Support the effective and efficient management of the projects consistent with the project management cycle and compliant with FCA procedures, systems and guidelines. • Ensure that all projects adhere to FCA’s systems and procedures. • Ensure that project implementation meets back donor compliance requirements. • Be responsible for the overall partner relations in FCA Southern Africa Country programs. • Participate in recruitment of consultants and in preparations of TOR’s of consultants for Southern Africa programs as advised by the supervisor; • Monitor the evolving humanitarian situation in Southern Africa and consider immediate and strategic responses together with other ESARO and Headquarter staff. • Active responsibility for broadening FCA regional funding mix from international donors in close coordination with the Regional Representative, operational units and the Global Grants unit at FCA Headquarters. Tasks include proactively soliciting and cultivating donor relations, funding proposals, grants management, project monitoring, reporting and quality controlling. • Monitor international grant opportunities from institutional donors including Europe AID, ECHO, UN agencies, USG, Diplomatic Mission/embassies, private sector, trusts & foundations. • Identify and coordinate opportunities for funding in line with FCA’s strategic priorities and country programs in the region. • Build the capacity of expatriate and local staff in the field office to meet various donor requirements. • Build relationships with (I)NGOs, institutional donors, and other national or regional organizations and potential donors in Southern Africa, including ECHO, EU Commission, and UN Agencies, • Fundraising and advocacy coordination with the sister organizations of FCA and ACT Alliance members and others, • Represent FCA in coordination meetings relevant to FCA managed or supported projects in Southern Africa. • Ensure collaborative stakeholder management including involving the relevant authorities in the planning and implementation of FCA’s activities. • Participate in the planning of FCA’s development, advocacy and humanitarian projects/programs in the Southern Africa region, together with other ESARO staff, ensuring that the new projects/programs are in line with FCA policies and guidelines, national and cluster policies and guidelines. • Provide inputs from the field perspective to ESARO Regional Office on relevant planning. • Provide inputs for assessing new modes of partner collaboration, and for identifying new partners when relevant. • Participate in fund-raising for Southern Africa programs. • Provide capacity building support to FCA partner organizations in Southern Africa. • Any other duties assigned by his/her supervisor

Competence and Personal Requirements

• Degree in Development studies, Social sciences, Project Management or related field; • Good understanding of development cooperation, advocacy and humanitarian aid and their standards; • Strong project management skills and knowledge of appropriate project management tools (Logical Framework analysis, project cycle management, budget management etc.); • Demonstrable experience in fundraising for international development NGOs with specific expertise in institutional funding instruments. • Experience in managing development projects: • Experience in establishing and maintaining strong working relationships with partners; • Availability to travel extensively in target countries (Angola, Mozambique and Zimbabwe and possible new countries); • Fluency in Portuguese language is a strong asset; • Experience in managing advocacy and humanitarian projects is an asset; • Experience in ACT Alliance emergency response mechanisms is an asset; • Experience of a flexible approach to managing and prioritizing a high workload and multiple tasks in a fast paced environment with tight deadlines; • Experience of proactively identifying and addressing issues; • Ability to work on own initiative; • An understanding of and commitment to FCA’s mission and values.

Based in Africa (preferably Nairobi) with regular regional and international travel, this position is responsible for the implementation of the Foundation's Human Resources Development (HRD) Strategy in Sub-Saharan Africa. Working closely with a number of key partners this position will coordinate and implement Human resource development initiatives in the region ensuring harmonization of activities to maximise outcomes. We are seeking a motivated individual who has a significant level of experience and education in health workforce planning and managing public health programs in an international development setting, including programs addressing health workforce issues. Context

VSF Belgium has been supporting the eradication of rinderpest from Southern Sudan and the development of epidemio-surveillance systems since 2001.

With the advent of peace in 2005 and the establishment of the Ministry of Animal Resources and Fisheries (MARF) in South Sudan, the LESP Southern Sub-Project supported the final stages of rinderpest eradication and building the capacity of MARF to establish an effective and sustainable disease surveillance system and to develop policies on control of priority livestock diseases, animal health service delivery and other key livestock development issues.

LESP is a 5 year European Union (EU) funded project with a total budget of EURO 3,55 million and is implemented in partnership with the Republic of South Sudan MARF.

Role

Manage the Livestock Epidemio-surveillance Southern Sub-Project in close co-ordination with MARF, Government of South Sudan, and ensure objectives and targets are met.Provide technical advice to MARF on all aspects of LESP.Main Duties and Responsibilities

Terms of Reference for a Consultancy to undertake Mid-term Evaluation for Food Security Recovery Program in Rumbek North & Rumbek Central Counties of Lakes State Southern Sudan.

Veterinaires Sans Frontieres Belgium (VSF-Belgium) is an international non – governmental organization whose vision is to improve the welfare of vulnerable populations in developing countries, through improving animal health and production.

We have been a key player in the livestock sector in Southern Sudan since 1995 playing a major role in the establishment of a community based animal health delivery system and animal health delivery system and the ongoing rinderpest eradication process.

VSF Belgium’s 14 years of animal heath service provision in Southern Sudan has impacted positively on the community and changed lives of many families whose lives are dependent on livestock directly or indirectly.

VSF-Belgium in the past two years has been implementing a 4 year Food Security Recovery Program Funded by European Union (FSRP-EC Lakes) in two counties (Rumbek North and Rumbek Central) of Lakes State with an overall objective of enhancing the livelihoods and stabilize food security among vulnerable agro pastoralist communities in Lakes state.

Lakes State is one of the four states of greater Bahr El Ghazal, it has an estimated area of 40,235 Km², with its capital and the seat of the government situated in Rumbek. Lakes state borders five other southern states; Central Equatoria to the south, Jonglei State on the Eastern Bank of White Nile, Unity State towards the north-eastern side, Warrap State on the north-western side, and Western Equatoria on the South and West.

There are eight (8) administrative counties, each with several payams and bomas. The main ethnic group in the state is Dinka with the Jur Bel forming a minority. The human population of Lakes State is estimated at 695 730 people (Fifth Sudan Population and housing census April 2008).

Evaluation Summary

Evaluation Purpose: The purpose of this evaluation is to assess the level of impact by the project interventions on the lives of Rumbek Central & Rumbek North communities at the end of the phase 1 of the Project implementation.

This is a mid-term evaluation. It has been scheduled by the programme to enable it find out progress made/gained towards meeting the designed goal and outcomes over the last two years of implementation.

Evaluation Purpose and Objectives

Purpose of the Evaluation

The purpose of this evaluation is to assess the level of impact by the program interventions to the lives of Rumbek North & Rumbek Central communities at the end of phase 1 of implementation.

The exercise will determine the extent to which the project objectives have been achieved including:

Impact on the lives of the community.Change in the quality of life of the community especially the well being of vulnerable groups, livestock keepers.Sustainability of the projects undertaken in phase one.Programme effectiveness and efficiency.How far the project achieved the set goals and objectives.Best practices (new knowledge and important topics for further inquiry, lobbying, and influence)Case studies and success stories.Besides these, evaluation process will also assist in the following areas:
Determine how well the programme was designed and monitored against the objectives, benchmarks, and processes established in the project design document.Determine strengths (including successful innovations and promising practices) and weaknesses (factors impeding progress) of the programme planning, design, implementation M&E, and ongoing community management in the programme.Determine whether the resources (financial, human and materials) have been used economically and wisely for the well-being of the community.Determine how the programme involved and benefited vulnerable groups (genders, ethnic minorities, children, and the disabled) throughout the planning, design, implementation, monitoring and evaluation, and ongoing management of the programme
Both quantitative and qualitative methods of data collection where household survey, focus group discussions (FGDs), interviews and document review will be used respectivelyA final report will be expected out of the evaluation exercise. The consultant will make a presentation of the final report to be written in English. The draft report should be ready within a week from the last day of evaluation. The final report should be ready within 10 days after feedback from the VSF Belgium team. Review and feedback should take place within 2 weeks after the draft report for a final report preparation and production. The consultant will hand over a hard copy draft report as well as soft copy. For the final report, 3 hard copies and a soft copy will be required (CD copy).The report should adopt the EU mid-term evaluation format that will be provided by VSF Belgium.

Euro Action Fund is looking for a qualified & motivated person committed with working with the vulnerable in society to fill the position of Regional Finance Officer - HOA to establish Euro Action Fund operations based in Juba South Sudan with travel to programme operations inside the country and in the region.

The Regional Finance Officer(RFO) provides both operational and programmatic support to the organization while establishing the Finance & Administration department for Euro Action Fund- Horn of Africa.

The RFO supervises the finance unit and is the chief financial spokesperson for the organization. The RFO reports directly to the Regional director and directly assists the Programme Coordinator on all strategic and tactical matters as they relate to budget management, cost benefit analysis, forecasting needs and the securing of new funding.

Essential Duties and Responsibilities

Assist in performing all tasks necessary to achieve the organization's mission and help execute staff succession and growth plans.Train the Finance Unit and other staff on raising awareness and knowledge of financial management matters.Work with the regional Director on the strategic vision including fostering and cultivating stakeholder relationships on city, state, and national levels, as well as assisting in the development and negotiation of contracts.Participate in developing new funding proposals, specifically: assist the Country Director and Programme Coordinator in identifying new funding opportunities, the drafting of prospective programmatic budgets, and determining cost effectiveness of prospective service delivery. Assess the benefits of all prospective contracts and advise the Executive Team on programmatic design and implementation matters.Ensure adequate controls are installed and that substantiating documentation is approved and available such that all purchases may pass independent and governmental audits. Provide the Programme Coordinator with an operating budget.Work with the Programme Coordinator to ensure programmatic success through cost analysis support, and compliance with all contractual and programmatic requirements.interpreting legislative and programmatic rules and regulations to ensure compliance with all Donor, local Government and contractual guidelines,ensuring that all government regulations and requirements are disseminated to appropriate personnel, andmonitoring compliance. Oversee the management and coordination of all fiscal reporting activities for the organization including: organizational revenue/expense and balance sheet reports, reports to funding agencies, development and monitoring of organizational and contract/grant budgets. Oversee all purchasing and payroll activity for staff and participants.Develop and maintain systems of internal controls to safeguard financial assets of the organization. and oversee donor reporting. Oversee the coordination and activities of independent auditors ensuring all audit issues are resolved, and all compliance issues are met, and the preparation of the annual financial statements is in accordance with IFRS and and other required supplementary schedules and information.Attend Board and Subcommittee meetings; including being the lead staff on the Audit/Finance Committee. Monitor banking activities of the organization. Ensure adequate cash flow to meet the organization's needs. Serve as one of the trustees and oversee administration and financial reporting of the organization's Savings and Retirement Plan.Investigate cost-effective benefit plans and other fringe benefits which the organization may offer employees and potential employees with the goal of attracting and retaining qualified individuals. Oversee the production of monthly reports including reconciliation's as well as financial statements and cash flow projections for use by Executive management, as well as the Audit/Finance Committee. Assist in the design, implementation, and timely calculations of Salary Adjustments for the staff. Oversee Accounts Payable and Accounts Receivable and ensure a disaster recovery plan is in place. Oversee insurance plans and health care coverage analysis. Oversee the maintenance of the inventory of all fixed assets, including assets purchased with government funds (computers, etc.) assuring all are in accordance with Donor Regulations regulations.Required Knowledge, Skills, and Abilities

Knowledge of:

Not-for-profit accounting in accordance with Generally Accepted Accounting Principles, IFRS, program regulations and compliance requirements, and appropriate specific donor regulations. Current trends, developments, and theories in job readiness training and adult education. Current trends and developments in welfare reform and the development of Welfare-to-Work programs. Issues, concerns, and barriers of employees newly entering the workforce. Laws, regulations, and rules governing work requirements for TANF participants. Resources of public and private social service and related agencies.Organizational development, human resources, and program operations. General office software, particularly the Microsoft Office Suite and MIP software (or other similar not-for-profit general ledger software) and use of databases. Ability to: Foster and cultivate business opportunities and partnerships.Create and assess financial statements and budget documents. Supervise staff, including regular progress reviews and plans for improvement. Communicate effectively in both written and verbal form.Education and Experience Education: Completion of a bachelor's degree at an accredited college or university or equivalent work experience.

Certified Public Accountant (CPA) preferred. Excellent score on Independently certified Intelligence Assessment Personality Profile- 360 .

Experience: Three to Five years of financial experience and management experience with the day-to-day financial operations of an organization.

One years of direct service delivery experience working with not for profit organization. Any equivalent combination of education and experience determined to be acceptable.

Remuneration: Euro 2460 pm to Euro 2990 based on experience and academic qualification.

Medical & Group life insurance. Rest & Recuperation (R&R) after every six week in field location.
