THE CONSULTANCY: The Administration and Finance Officer (AFO) will be based in Nairobi, Kenya, on a full-time basis. Under the direction and supervision of the Field Program Manager and with the support of IDLO’s Program Administration and Finance Team at Headquarters, the AFO will be responsible for coordinating all administration, finance and logistics matters of the Kenya Field Office. Duties and responsibilities of the AFO shall include:
Administration • Provide administrative, organizational and logistical assistance to the Field Program Manager in managing the Kenya Field Office; • Identify needs and liaise with HQ for procurement of all office supplies, equipment and furniture purchase, stationary and other resources essential for the operation of the Field Office; • Compile and maintain human resource records for all Field Office staff members; • Ensure that the operations of the Kenya Field Office are in compliance with IDLOs procedures (including procurement, HR, and finance) • Assist in logistical arrangements for workshops and training sessions and any other missions under taken by IDLO staff and/or consultants; • Oversee drivers and local transportation (vehicles) for IDLO staff, including that safety standards are met; • Assist the Field Program Manager to ensure that security rules, where necessary, and procedures are in place and followed by all staff; • Other tasks as required (or delegated by the Field Program Manager). Finance • Administer pay rolls of local Field Office staff; • Provide financial planning and advice as regards to the IDLO Kenya Field Office and in relation to the Program (including assisting the Field Program Manager in developing or reviewing program budgets); • Prepare financial reports and forecasts as directed by the Field Program Manager or IDLO Headquarters and assist the Field Program Manager in his/her reporting tasks; Review and reconcile Kenya Field Office transactions to IDLO HQ records on a monthly basis. • Maintain daily cashbook; • Operate and maintain the IDLO Kenya local bank account; • Maintain a sound filling system of all financial documentation and send the relevant monthly supporting documentation to IDLO HQ Program Administration and Finance Team; • Other tasks as required. THE IDEAL CANDIDATE PROFILE IDLO Nairobi seeks an Administration and Finance Officer (AFO) with a genuine interest and passion for the organization’s mission as well as for the importance of its operations in Kenya ACADEMIC AND PROFESSIONAL EXPERIENCE • Minimum 3-5 years experience working in Finance and Administration for public institution, NGO or International organization. • Experience with major accounting software systems required. • A Bachelors degree in any of the following fields: accounting, Finance and/or business administration; CPA or its equivalent is preferred. • Demonstrated financial management, accounting, planning and communication skills. • Proven ability to work as part of a team. • Intimate knowledge of Kenya • English proficiency required, and ability to communicate in Kiswahili. PERIOD OF ASSIGNMENT The initial contract will be for Eleven months, with the possibility of renewal based on performance and availability of funds. The successful candidate should be prepared to commence in January, 2012.
