Somalia

Since 2008, ACTED has been implementing projects in South Central Somalia focusing on emergency WASH support, food security, information management and humanitarian coordination to help the population transition into early recovery.

Large parts of Somalia remain in humanitarian crisis with most rural areas still under Al Shabaab control and with many people unable to meet their essential needs. ACTED’s current programming focuses on early recovery, in Bay, Lower Juba and Gedo regions, including resilience, social safety nets, livelihood and WASH activities. ACTED also carries out emergency programming when necessary, just recently it implemented water trucking to 5,000 households across two districts of Gedo region who were experiencing drought.

Lastly, ACTED partners with IMPACT Initiatives to implement the REACH programme in Somalia. REACH, which is an IDP assessment tool, aims to provide information management services to the WASH, Education and Shelter Clusters in Somalia and is used to improve humanitarian coordination in the country.

Kenya

Since 2008, ACTED has implemented programs related to WASH, food security, livelihood support, conflict mitigation and disaster risk reduction in arid and semi-arid lands of Kenya.

ACTED’s current programming in Kenya centres around WASH, Community-Managed Disaster Risk Reduction, and support to local authorities to enhance early warning systems.

In the future, ACTED intends to continue strengthening the resilience of communities in the arid and semi-arid lands of Northern Kenya through community driven approaches. Alongside Kenya’s Civil Society, ACTED plans to engage in advocacy initiatives to ensure that communities are put at the centre of development and disaster preparedness.

III. Position Profile

Under the authority of the Country Director and Finance Director in HQ, the Country Finance Manager (CFM) will be responsible for ACTED accounting and financial management in-country. The CFM ensures that national legislation is adhered to, and that the country specific standards are applied in ensuring efficient use of resources.

Responsibilities:

1. Accounting and Financial Management

Supervise accountancy procedures: filing of documents, allocation of expenses, vouchers registration, balance checking, etc.;

Verify and compile monthly accounts from each base;

Communicate accounts on a monthly basis to HQ, respecting SAGA procedures and deadlines;

Manage the presentation, circulation, filing and archiving of accounting and financial documents in conformity with FLAT procedures;

Open/close bank accounts on the authority of the General Delegate;

Oversee the management of bank accounts: follow transfers, check balances, check authorised visas;

Supervise the management of safes and cash: available amount, balance checks, security instructions;

Assess monthly cash-flow needs for projects and bases and communicate cash requests to the HQ;

Manage money transfers, bases cash-supply and amounts in circulation, whilst defining payment procedures (bank transfer, cheque, cash etc.);

Set up and formalise procedures for the commitment of expendiure, conform to ACTED procurement guidelines: collect visas of authorised staff members, set-up commitment ceiling in local currencies, define methods and timescales for payment according to local practices;

Ensure that procedures are adhered to in terms of contracts and payments;

Ensure that proofs of purchase are valid (contracts, orders, bills, inoices, delivery receipts etc);

2. Budget Management

Develop tables necessary for financial monitoring and for budget follow up within the mission;

Analyse gaps between planned budgets and actual expenses;

Anticipate financial risks;

Calculate and supervise the monthly cost of each vehicle (fuel consumption, repairs) in coordination with Country Logistician;

Calcultate monthly communication costs of each base (phone, e-mail, Internet), in coordination with Country Logistician;

Develop budgets for project proposals according to project needs and Donor constraints;

Draft financial reports (mid-term and final) respecting contractual deadlines;

Guarantee the respect of Donor procedures for each financial contract.

3. Department Follow-up

Update the organigramme and ToRs of the finance department according to the mission development;

Oversee the team and undertake appraisals of directly supervised colleagues;

Ensure training and capacity building for finance team members in order to increase the level of technical ability and skills within the department;

Internal Procedures and Information Flows;

Develop relevant management procedures within the team;

Improve information flows within the department and with other departments and projects

IV. Qualifications:

• Masters degree minimum in Finance or related area;

• 3+ years of solid experience in financial management and monitoring systems, preferably of large development programs, possibly complemented by academic expertise;

• Excellent financial and analytical skills;

• Excellent communication and drafting skills for effective reporting on programme financial performance;

• Ability to manage a financial/monitoring team and demonstrate leadership;

• Ability to monitor and evaluate financial and monitoring skills of communities through capacity-building efforts;

• Ability to operate in a cross-cultural environment requiring flexibility;

• Familiarity with the aid system, and understanding of donor and governmental requirements;

• Prior knowledge of the region an asset;

Department Overview:

Pact seeks a Finance Manager for the proposed USAID-funded five-year Support for Orphans and Vulnerable Children in Nairobi and Coast Counties of Kenya to improve the welfare and protection of children affected by HIV/AIDS by building the capacity of households to provide for children under their care and strengthening social services systems and structures at the county and community levels to improve care and support of OVC. This position is contingent on award.

Position Purpose:

Reporting to the Chief of Party, the Finance Manager will be responsible for overseeing all aspects of financial management, including financial systems implementation, budgeting, expenditure tracking, and financial reporting and accounting for Pact and all partners.

Key Responsibilities:

General Financial Management

• Design and implement systems and procedures following Pact standards adapted to handle specific country constraints and conditions, yet ensuring effective internal controls and minimizing risks

• Supervise the finance team in reviewing cash receipts and disbursement transactions such as but not limited to travel, advances and liquidations of sub-grantee expenses, and vendor transactions – ensuring adequacy of supporting documents and appropriate cost accounting allocations

• Work with the relevant Departments (Programs, M&E, etc.) on integrated management of all project finances to ensure effective use of resources in order to achieve program objectives in compliance of all donor requirements

• Provide training and/or guidance to field staff on Pact policies, procedures and requirements; donor guidelines, procedures and requirements; rules and regulations

• Review monthly Financial Reports from field programs for completeness and accuracy; ensure appropriate budget approvals, and submit to HQ Finance department

Sub-award Management

• In collaboration with the Agreements Management Department, design, develop, and adapt policies, guidelines and criteria for the management of sub-recipient and subcontractor financing using the Pact worldwide standards for the conditions and constraints of the specific country

• Oversight of and coordination with the grants unit as well as training/mentoring of staff where necessary in the financial management of the programs’ grant agreements with local and international NGO's

• Support financial management of sub-grants including processing advances/liquidations, monitoring/compliance visits and close-out procedures

Budgeting and Financial Planning

• Approve journal vouchers and ensure accurate, current, and complete entries into the financial management system including ensuring adequate supporting documentation

• Assist in development and tracking of budgets for field programs

Preferred Qualifications:

• A post-graduate degree in Business, Accounting, Finance or related field

• At least eight years of experience in financial management for large complex projects, of which at least five years were working in the field of international development, preferably in East Africa with specific experience in Kenya

****Position Description****

Plan is seeking applicants for a proposed Finance and Operations Director for an anticipated multi-sectorial, USAID funded orphans and vulnerable children (OVC) project in Kenya. The Finance and Operations Director is responsible for overseeing project finances and administrative operations in accordance with relevant USAID regulations and in line with Plan’s financial and administrative management policy provisions. The Finance and Operations Director will supervise grant management and financial reporting on grant performance and will ensure best use of resources by managing the preparation of sound budgets, monitoring project expenses, and assuring timely preparation of donor financial reports.. This position is contingent upon award of the project by the donor.

Responsibilities

Provide oversight of financial and administrative management of the project in compliance with donor’s rules and regulationsSupervise all financial management to ensure best use of resources through sound budgeting, monitoring of project expenses, and timely preparation of donor financial reports.Develop and implement monthly project-wide financial review (project tracker) and analysis, as well as provide timely and reliable financial information for decision-making.Maintain strong internal policies, processes, and controls systems in order to provide timely, consistent and accurate financial and budget management.Develop strategic planning, work planning, and budgeting processes.Work closely with Plan International USA home office and Plan Kenya country office staff on internal and external financial reviews and audits; work closely with project finance/grants/administrative staff and sub-grantees to ensure appropriate implementation of same.Prepare financial reports for donors.

Key Qualifications and Skills

Master’s degree in finance or financial management, and/or a professional qualification in accountancy. Bachelor’s degree with significant experience in project finance management may be accepted.Significant experience managing programs funded by the U.S. Government, including experience managing finances for USAID-funded projects.Extensive experience in financial management and/or project administration.Demonstrated knowledge of Generally Accepted Accounting Principles (GAAP) applicable to USA accounting procedures and processes.In-depth knowledge of USAID financial management rules and regulations and other key USG regulations, including USAID 22 CFR Part 226 Administration of Assistance Awards to U.S. Non-Governmental Organizations, 22 CFR Part 145 Grants and Agreements with Non-Profits, OMB Circulars A-122, Cost principles for non-profit organizations, and A-133 Audit of states, local governments, and non-profits.Ability to adopt new software and financial management systems.Excellent communication, management, and leadership skills.Proven analytical skills in isolating priorities and tackling them.Demonstrated knowledge about gender and development, and demonstrated experience and proficiency in managing programs that mainstream gender.Work experience in Kenya highly preferred.Excellent English oral and written communication skills; knowledge of Swahili preferred.
