Position summary and introduction: APHIAplus IMARISHA is an AMREF Kenya - led USAID-funded integrated health program in the Northern Arid Lands Region, implemented by five consortium partners.
The program operates in 8 counties of Turkana, Isiolo, Samburu, Marsabit, Mandera, Wajir, Garissa and Tana River.

BRHC is recruiting for a Senior Program Officer (SPO)-Care and Treatment to be based in Samburu County. The key role for the position is to provide leadership and technical support and mentorship of health care workers in both public and private health facilities as well as county health personnel to ensure provision of expanded high quality integrated HIV care and treatment, TB, MNCH and Nutrition services and Continuous Quality Improvement.
Key Responsibilities
Reporting to the BRHC Team Lead and the R3 Senior Technical Advisor; the Senior Program Officer shall be responsible to:Co-ordinate the planning, carrying out, analysis and dissemination of results of site capacity assessments (using the TQA tool) at supported facilitiesEnsure that program annual service delivery targets for the county are achieved and develops a remedial plan where the targets are not achievedEnsure synergy with the county technical team in site level supervisionOutline mechanisms and a feedback loop for all activities that appear in the work plan when and how they were accomplished and any pending issuesWork with the team to collect and analyze agreed monthly Quality of service indicators (QOS) reports from health facilities and provide guidance and recommendations related to tracked indicators and outcomesSupport health facility teams to build local capacity for quality improvement activities by establishing Work Improvement teams at different departments that will identify gaps, analyze, prioritize and implement QI projectsMaintain thorough documentation of activities and track deliverablesCoordinate dashboard reviews of project clinical outcomes and utilizing project data to prioritize interventionsTake lead in compilation of the monthly activity reports and quarterly project performance reports in all the clinical areasRepresent the project as delegated in critical stakeholder meetings and activitiesMaintain current knowledge of medical practice standards and developmentsIdentifying, planning and implementing interventions aimed at health systems strengthening for both public and private health service providersAdvocate for and promote private public partnerships in health service delivery within the regionUndertake any other duties as may be assigned .Bachelor’s degree in medical, nursing or in a health related field with 7 years of relevant experience (Diploma in a related field and 10+ years’ experience will also be considered); an MPH will be an added advantage.Significant field experience in clinical and/or community-based care of persons living with HIV/AIDS,TB, reproductive, maternal, newborn and child health programmingExperience in Health Care programming at the field level and providing technical assistance to partner organizations; knowledge and experience of ART programmatic and technical issues highly desiredProgram management experience and experience in a supervisory role is a plusKnowledge and experience with Kenya HIV Quality Improvement FrameworkExperience with participatory planning and evaluation methods preferredExperience working with the private health sector and/or commercial business a plusWillingness and ability to work in Northern KenyaUnderstanding of key stakeholders, geography, culture, and institutions in Kenya, preferably Northern KenyaDemonstrated strong communication, interpersonal and diplomacy skills with the proven ability to foster good will and build consensus at all organizational levelsHigh level of computer literacy with Microsoft Office Suite (Outlook, Excel, Word, Power Point)Fluency in written and spoken EnglishStrong organizational, time management, computer and communicative skillsStrategic and analytical thinking skills with an ability to solve problems and make decisionsAbility to carry out multiple assignments and plan accordingly in order to meet scheduled deadlinesAbility to analyze, compare and interpret facts and figures and make sound judgments based upon this knowledgeAbility to work both in a team and independently and ability to transfer knowledge through formal and informal trainingAbility to cultivate team work and team spirit in order to strengthen and cultivate relationshipsAbility to clearly communicate results of work both orally and in writing to stakeholders and managementAbility to interface with multiple stakeholders, representatives, and partners in a professional manner on an ongoing basisComfortable in rapidly changing and uncertain environments, including multi-taskingAble and willing to travel extensively, as work demandsHigh level of professionalism and leadership combined with a passion for health issuesSelf-motivated with a strong entrepreneurial spiritProficiency with STATA or SPSS statistical software packages is a plus
