BACKGROUND AND JUSTIFICATION

Habitat III is the United Nations Conference on Housing and Sustainable Urban Development to take place in 2016. In resolution 66/207 and in line with the bi-decennial cycle (1976, 1996 and 2016), the United Nations General Assembly decided to convene, the Habitat III Conference to reinvigorate the global commitment to sustainable urbanization, to focus on the implementation of a “New Urban Agenda”, building on the Habitat Agenda of Istanbul in 1996.

Member States of the GA, in resolution 67/216, decided that the objective of the Conference are to secure renewed political commitment for sustainable urban development, assess accomplishments to date, address poverty and identify and address new and emerging challenges. The conference will result in a concise, focused, forward-looking and action-oriented outcome document.

Habitat III will be the first UN global summit after the adoption of the Post-2015 Sustainable Development Agenda and, hopefully, a new climate change agreement. It offers a unique opportunity to discuss the important challenge of how cities, towns and villages are planned and managed, in order to fulfill their role as drivers of sustainable development, and hence shape the implementation of new global development and climate change goals.

Under the supervision of the Secretary General of the Conference, the Habitat III Secretariat Coordinator will coordinate all activities before, during and after the preparatory process of United Nations Conference on Housing and Sustainable Urban Development (Habitat III) as well as those activities of the actual Conference. Furthermore, the Secretary General of the Conference has requested that the Habitat III Secretariat Coordinator includes the UN-Habitat’s advocacy, communication and outreach activities, such as the World Urban Forum, World Urban Campaign, World Habitat Day and World Cities Day etc., in the overall strategy of Habitat III.

Within this context, the Habitat III Secretariat Coordinator and the Habitat III Secretariat requires the support of consultancy services to conduct all necessary steps for a successful United Nations Conference on Housing and Sustainable Urban Development (Habitat III).

DUTIES AND RESPONSABILITIES

Under the overall guidance of the Habitat III Secretariat coordinator, the consultant will perform the following tasks:

Design and provide substantive content for specific templates required during preparatory process and the United Nations Conference on Housing and Sustainable Urban Development (Habitat III), including; Habitat III participation guidelines, handbooks, programmes, etc.

Assist the Habitat III Secretariat Coordinator in aspects associated with the United Nations Conference on Housing and Sustainable Urban Development (Habitat III), including; official communication to member states and VIP participants, scheduling high-level meetings, etc.

Coordinate and streamline, in a professional and timely manner, internal and external communication of the Habitat III Secretariat Coordinator and the Secretariat as required.

Cooperate and coordinate as necessary with the Habitat III Secretariat Operations Officer, Programme Management Officer and the Division for Conference Services in Nairobi and New York to ensure smooth and effective organization of all events by all involved counterparts.

Address, as required, gaps and interruptions in work flow across different time zones of various Habitat III offices and host cities maintaining open communication lines keeping the Coordinator aware of developments to ensure the disruption to critical activities are avoided.

Perform other duties as required by the coordinator of Habitat III.

Work implies frequent interaction with the following: Counterparts, senior officers, technical, UN headquarters, UNON and UN funds, programmes and other UN specialized agencies, representatives and officials of national and local governments, non-governmental organizations and consultants.

QUALIFICATIONS AND EXPERIENCE

The consultant is expected to possess the following qualifications and experience:

A University degree in Social Sciences, Business, Public Administration, Management or Operations.A minimum of 2 years’ experience in communication, public relations, program support, event organization and administration.Experience working in the United Nations system, especially with UN-Habitat and/or in the field of advocacy, outreach and communications, is considered a strong asset.Experience drafting proposals and guidelines, press releases, communication materials and other documents.Ability to meet deadlines and to work with minimum supervision, integrity, efficiency and competence.Fluency in English.Available for frequent travel.

TRAVEL

This position will require availability to travel to New York as well as the host cities of the Preparatory Committees and the United Nations Conference on Housing and Sustainable Urban Development (Habitat III), in accordance with the administrative instructions on official travel.

DURATION OF ASSIGNMENT

12 months, commencing 10 November 2014 – 9 November 2015
