TERMS OF REFERRENCE

PARTICIPATORY COMMUNITY DEVELOPMENT CONSULTANT

BACKGROUND

Consortium of 3 NGOs (Regional Centre for Pastoralists Elders (RDPE) Global Peace and Prosperity Initiative (GLOPPI), & Garbatulla Development Organization(GTDO) are implementing ‘’Enhancing pastoralist’s security and resilience through diversified livelihoods and institutional strengthening project (EPASREDILIS). The project is funded by IGAD under the Regional Civil Society Dry lands Governance Facility. It’s being implemented in Isiolo, Baringo and Tana-River counties of Kenya.

The project focuses on four critical issues namely: the worsening pastoralists’ livelihoods; the declining traditional conflict resolution mechanisms and the increasing natural resources induced conflicts by strengthening pastoralists’ institutions; and the increasing demand for alternative energy sources. The project will diversify the pastoralists’ livelihoods; strengthen the capacity of the pastoralists to resolve conflicts by reviving the traditional conflict resolution mechanisms and will systematically advocate to the national governments to increase the investment and access to social services in the marginalized pastoralists’ communities.

The project will employ three approaches. Firstly, it will holistically study and approach the pastoralist problems/issues (holistic approach). Secondly, it will empower the pastoralist communities to lead in the identification, planning and implementation of appropriate responses to the identified local issues so that they take the lead in every aspect of the project (participatory approach). Finally, the project will also use advocacy approach to increase the impact of its interventions not only in the target areas but also in all pastoralists’ areas. The project is expected to realize the following results; increased household incomes through diversified livelihoods; strengthened capacity of pastoralists’ in conflict mitigation and resolution mechanisms; increased awareness and understanding of pastoralists’ development issues and pro-pastoralist policies developed by the national governments and the increased demand and adoption of alternative energy sources amongst pastoralist communities.

EXPECTED PROJECT RESULTS

· Strengthened capacity of pastoralists’ institutions to manage conflict and natural resources

· Pastoralists’ livelihood options explored and diversified

· Increased awareness and understanding of pastoralists’ development issues and pro-pastoralist policies developed by the national government

· Alternative energy sources developed and utilized

· Enhanced communities’ capacity on disaster risk reduction and resilience building.

SPECIFIC OBJECTIVES OF THE CONSULTACY

· To build capacities of the consortium staffs by training participatory approaches and facilitation of community based associations.

· To conduct participatory community development exercises by using one of the relevant approaches and tools (Participatory rural Appraisal (PRA), participatory integrated community development (PICD), Participatory Vulnerability and capacity assessment (PVCA).

· To facilitate the establishment of community based pastoralists’ development associations.

KEY TASKS

· Develop brief and comprehensive guideline for facilitating the establishment of community based pastoralist development associations,

· Train key consortium staffs on use of the guidelines and participatory approaches(PRA), PICD, PVCA ...etc)

· Assess vulnerability and capacity of communities in the target areas.

· Identify and rank community needs, priorities and problems.

· Facilitate participatory development of community action plans.

· Identify community wealth groups/categories and community-based selection criteria for the most economically disadvantaged and most vulnerable households..

· Work with the communities to identify most vulnerable and economically disadvantaged households in the target communities for livelihood intervention.

· Identify livelihood options and opportunities for potential diversification and scale up.

· Facilitate the establishment or strengthening of community based pastoralist development associations.

· Facilitate SWOT analysis of community institutions and structures on management and governance.

· Describe current capacities of pastoralist institutions and draft recommendations to strengthen their institutional capacities

Brief and comprehensive guidelines for community based pastoralists development associations.

Copy of training outline and training report.

Participatory community development report capturing:

Ranked community priority, needs and problems

Vulnerability and capacity of communities to hazards.Wealth groups and categoriesIdentification of economically disadvantaged and most vulnerable 10-20 households initially through community-based criteriaCommunity action plan

Livelihood opportunities diversification and scale up

Existing community based structures, governance and management issues.

SWOT analysis on governance and management of community based structures.

Consultancy final report with key recommendations for taking the process forward.

SPECIFICATIONS

Individual consultants or firms having from technical experience are encouraged to apply

· Advanced university degree in a relevant discipline.

· Proven experience of 5-10 years of facilitating community participatory development approaches (PRA, PVCA, PICD, etc) especially those related to pastoralist livelihoods and disaster risk reduction and resilience programmes (Samples PRA/PVCA/PICD and training report must be provided).

· Excellent community facilitation skills.

· Excellent knowledge of participatory qualitative and quantitative research techniques.

· In-depth understanding and knowledge of pastoralist’s livelihoods issues and overall socio-economic, political and cultural situation of the target counties.

· Excellent knowledge and skills on vulnerability and capacity assessment for disaster risk reduction and resilience building

· Proven Experience of 5-10 years in facilitating and building capacity of community based organizations.

· Experience in developing comprehensive guidelines and by laws for community based organizations.

· Proficient in the use of participatory approaches methodologies.

· Knowledge of local languages; Kiswahili, Borana, Masia, Klangine and Bokot is an asset.

· Strong knowledge and understanding pastoralists’ context and have previous similar work experience.

DURATION

This assignment is expected to complete in 21days including preparation and submission of reports.
