Org. Setting and Reporting

The United Nations Human Settlements Programme, UN-HABITAT, is the agency for human settlements. It is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all. The post is located within the Land and Global Land Tool Network Unit of the Urban Legislation, Land and Governance Branch of UN-HABITAT at the Nairobi duty station.

Responsibilities

Under the direct supervision of the Branch Coordinator of Urban Legislation, Land and Governance Branch, the incumbent will be responsible for the following duties in regard to land and property:- 1. Provide the vision and intellectual and normative lead for land and property; Implement global, country, partner and donor strategies across different stakeholder groups and forums; Provide policy guidance to the Branch Coordinator on conceptual strategy development and management of the implementation of overall strategies and intra and inter-divisional/departmental policies and procedures. 2. Oversee the management of activities undertaken by the Unit; Coordinate diverse projects in the Unit, and, in liaison with other organizations of the United Nations System, donors and agencies as appropriate. 3. Provide collaborative leadership with respect to the Global Land Tool Network partners, including through funding and work programming, the management of tool development, knowledge management and capacity development; Lead on resource mobilization for the Unit, including implementing a resource mobilization strategy. 4. Provide substantive input in the preparation of position papers, reports and publications for presentation to intergovernmental bodies such as the Economic and Social Council, the General Assembly and other policy-making organs, as appropriate; Contribute to the reporting to intergovernmental bodies on programme performance or on programmatic issues, as appropriate, particularly those presented in biannual and/or annual reports; Ensure that the outputs produced by the Unit maintain high-quality standards; that reports are clear, objective and based on comprehensive data; Ensure that all outputs produced by the Unit under his/her supervision meet required standards before completion to ensure they comply with the relevant mandates. 5. Determine priorities for the work program of the Unit and allocates resources for the completion of outputs; Oversee programmatic/administrative tasks necessary for the functioning of the Unit, including preparation of budgets, assigning and monitoring of performance parameters and critical indicators, reporting on budget/programme performance, preparation of inputs for results-based budgeting, evaluation of staff performance. 6. Interview and evaluate candidates and recruit staff for Unit taking due account geographical and gender balance and other institutional values; Manage, guide, develop and train staff under his/her supervision; Foster teamwork and communication among staff in the Unit and across organizational boundaries. 7. Represent the Organization at inter-agency meetings, seminars, etc. on substantive-related issues; Lead communicator of the vision and strategies of the Unit; Participate in international, regional or national meetings and provide programmatic/substantive expertise on an issue, or hold programmatic/substantive and organizational discussions with representatives of other institutions; Manage and provide substantive support to Member States, local authorities and other stakeholders by the Unit. 8. Support the mainstreaming of the Strategic Plan across the agency, contribute to the development of the focus area on Urban Legislation, Land and Governance. 9. Work implies frequent interaction with the following: Senior managers and staff within the Branch, Office of Management, Regional Offices, and Liaison Offices. Staff within the UN Secretariat, Missions Heads and other UN offices, funds, programmes specialized agencies, bilateral and donors, Representatives of Governments and representatives of non-governmental organizations, Chairs and members of intergovernmental bodies. 10. Result expected: Lead the Unit and Global Land Tool Network Partners in a collaborative way to produce high-quality outputs on key issues; Develop and communicate the vision, strategy and is the intellectual lead; Effectively assist, guide and support programme managers in meeting their objectives and outputs; Successful resource mobilization is done; Provide substantive support in the servicing of member states, local authorities and other stakeholders; Effectively develop staff under his/her supervision, including their on-going learning and development. 11. Perform other duties as may be assigned.

Education

Advanced university degree (Master's degree or above) in social science, development studies, land and property (administration, management, economy, law) or related area. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of ten years of progressively responsible experience in development and land, and related fields at the international level, which should also include experience working at the national level in developing countries.

Languages

English and French are the working languages of the UN Secretariat, for this position, fluency in English is required. Knowledge of another UN official language is an advantage.

Assessment Method

Evaluation of qualified candidates may include an assessment exercise which will be followed by competency-based interview.
