****BACKGROUND****

UN-Habitat wishes to recruit a consultant (or consultants) proficient in results-based budgeting that is linked to organizational strategic plans including zero based budgeting. The aim of the consultancy is to facilitate UN-Habitat’s budget process for 2015 and to a) better align the budget structure to deliverables in the 2015 work programme and the organization’s 2014-2019 strategic plan; and b) balance UN-Habitat core budget to income levels.

****RESPONSIBILITIES****

Working under the supervision of the Division of Management and Operations, and closely with the Office of the Executive Director and Senior Management of the organization, the consultant will:

Propose a budget structure that aligns resources with organisational objectives, priorities and needs taking into account the current centre structure, and the types of activities carried out by the different cost centres;Ensure alignment of the budget structure with the cost allocation and recovery principles of the United Nations system;Establish a minimum resource base for each cost centre based on the mandate and activity base of the cost centre;Engage with senior/project managers to define and review budget structure parameters;Define a methodology that ensures that approved budgets are within approved income levels and can cover the costs of mandatory and strategic functions that are under-resourced;Define an incentive mechanism within the budget structure that is linked to income generation, efficiency, results-delivery, and sound financial and resource management, among other key performance indicators;Define a budget framework that takes into account the elements outlined above and includes a minimum resource base for each cost centre linked to minimum achievable income levels;Train, raise awareness and promote buy-in on the objectives and methodology and budget framework particularly with senior managers and staff involved with budgets and financial management.

****DELIVERABLES****

The consultant will provide the following deliverables:

Inception report: outlining process that will be taken for the projectFindings report: outlining the main findings including challenges, constraints, positive aspects and proposed way forwardInterim report: main recommendations based on findings including alignment with organizational strategy, and UN policiesProposed budget framework: including methodology, procedures, proposed budget levels and basis for levels by cost centre, incentive mechanisms, cost recovery, etc.Training for Senior managers and other relevant staff including finance staff and project administrators, as appropriate;Final report: Consolidated report on findings and next steps required for UN-Habitat.

****EDUCATION & WORK EXPERIENCE****

Chartered Accountant / ACCA or MBA in Finance with experience in results-based budgeting and zero based budgetingA minimum of 8-10 years’ experience as a consultant or equivalent in similar assignmentExperience in implementation of similar assignments with non-profit organizationsExperience in financial structures of UN organizations and familiarity with UN rules regulations and procedures would be an added advantage.

****LANGUAGE SKILLS****

Proficient English speaking and writing skills.

****OTHER SKILLS****

-Ability to coordinate with and involve multiple stakeholders including those at senior levels

-Strong research / interviewing skills.

****REMUNERATION****

Payments will be based on deliverables over the consultancy period. There are set remuneration rates for consultancies. The rate is determined by functions performed and experience of the consultant. The fees will be paid as per agreement.
