Kenya: Consultant - A VIDEO DOCUMENTARY FOR IPPF AFRICA REGION

TERMS OF REFERENCE FOR A VIDEO DOCUMENTARY FOR IPPF AFRICA REGION

1.BACKGROUND

The IPPF Africa Region’s current strategic plan started being implemented in 2010 and it will come to an end in 2015. A new global strategic framework will be in force from 2016. In this regard, IPPF Africa Regional Office would like to produce a video documentary that captures our key results, activities, successes and challenges. The Communications Unit in the External Relations and Advocacy Department and Perform Unit in the Strategy Performance Organization Development request the urgent services of a consultant to deliver a 15 to 20 minute high quality documentary.

2.DUTIES

Under the overall supervision of IPPFAR Communication Unit Head, the Consultant will undertake the following tasks, duties and responsibilities to produce a documentary with sub-titles in French:

· Develop the documentary film’s overall concept and scenario.

· Interview selected interviewees for the film who will include actual beneficiaries, local government officials, MAs and key programme staff of IPPF ARO.

· Travel to select countries to collect content from MAs, including photos/images, footage and animation; and also interact with the local communities who’ve been transformed by the interventions of the MAs and IPPF to get context.

· Develop the documentary script and storyboard to be used in the film including the narrator’s text.

· Perform appropriate video filming and shoot interviews with the Projects’ major beneficiaries and stakeholders.

· Post-production: arranging, compiling and editing the identified content and all graphics into the video

· Identify appropriate music

· Record narrator’s voice in English

· Present a draft documentary to IPPF ARO for comments about contents.

· Present a second documentary to IPPF ARO for comments on actual video.

· Provide IPPFAR with all other raw footage.

· Produce two FINAL documentaries one (60 minutes and 25 minutes) long documentary films in DVD as well as a summary promotional DVD version of 10 minutes long.

3.TIME FRAME

It is expected that the assignment will start on the 1st January and will be finalized by 1st June 2015.

4.KEY DELIVERABLES

· Final draft documentary script and work plan for the production and editing of the documentary;

· Submission of the edited version of a the video (after first round of revision), before integration of the voice over narration, subtitles, soundtrack and logos;

· Provision of original copy of the final video that received approval from IPPFAR, including music, subtitles, credits and logos.

5.Intellectual Property

· All information pertaining to this project (documentary, audio, digital, cyber, project documents, etc) belongs to IPPF ARO, which the Consultancy firm may come into contact with in the performance of his/her, duties under this consultancy shall remain the property of IPPF ARO who shall have exclusive rights over their use. Except for purposes of this assignment, the information shall not be disclosed to the public nor used in whatever without written permission of the Client in line with the national and International Copyright Laws applicable.

· The copyright will be with IPPFAR, Copyright © International Planned Parenthood Federation Africa Region. All rights reserved. IPPFAR also owns the copyright of all footage and content provided, irrespective of whether it has been used in the final video.

6.Remuneration

The firm’s payment shall be based on the financial proposal developed for this consultancy. Payment shall be made in three instalments of;

· 20% down payment upon submission of an inception report acceptable to IPPF ARO

· 40% upon submission of an acceptable draft documentary; and

· 40% final payment upon submission of the final outputs, incorporating suggestions and recommendations from IPPF ARO.

7.QUALIFICATIONS

The consultant must have

· Minimum five years’ experience in animation, filming, audio and video production and editing.

· Extensive experience in producing development work related documentaries for international organisations with the aim of reaching both local and international audiences.

· Excellent technical capacities (state of art filming equipment preferably High Definition) to ensure smooth and high quality production.

· Experience with and proficiency with Adobe Premiere, Final Cut Studio (FC Pro 6 or newer versions), AfterEffects or equivalent software.

· Demonstrated experience working on video animations.

· Demonstrated experience working with international organizations.

· Additional experience in development communication will be an added advantage.

8.Application Procedure

· A Technical Proposal: Letter of Interest, stating why you consider your firm suitable for the assignment;

· Brief methodology on the approach and implementation of the assignment;

· Personal CVs of technical personnel proposed for this project highlighting qualifications and experience in similar projects; and

· Work references - contact details (e-mail addresses) of referees (firms for whom you’ve produced similar assignments).

· Financial proposal indicating consultancy fee and a breakdown of expenses (unit price together with any other expenses) related to the assignment.
