International Business & Technical Consultants, Inc. (IBTCI), a US based international development consulting company established in 1987, has worked in over eighty-five countries and has implemented over one hundred and fifty projects. IBTCI has served governments, private sector companies and several donor agencies in several practice areas and is a leader in providing Monitoring & Evaluation, services in non-permissive environments.

IBTCI is recruiting for a Monitoring Specialist for a Somalia Monitoring Project. The purpose of this contract is to establish a third-party monitoring system to verify and provide independent confirmation of Food Assistance and Agriculture, Health and Nutrition, and WASH programs in Somalia for USAID. The program will create an independent monitoring unit for USAID programs in Somalia that will give USAID staff accurate and verifiable information about funded programs

The Monitoring Specialist will provide technical assistance to the Chief of Party and the Field Monitors to support them while carrying out their in-country activities. He/She will be responsible for recruiting, training, and assisting with the management of field staff. The Monitoring Specialist plays a lead role in the development and revision of all deliverables.

Experience:

Must have a minimum of 5 years of work experience overseas in the design and implementation of monitoring systems in developing contexts, preferably in a complex emergency setting, with demonstrated expertise applying qualitative methods and analysis and effective application of qualitative findingsAdditional expertise in mixed methods, including strategic use of quantitative methods, is preferredPrevious experience working on Somalia projects is highly desiredKnowledge of Somali languages is preferred but not requiredMaster’s degree in program evaluation, international development, humanitarian action, economics, anthropology, or a related social science.Must have excellent oral and written communication skills, analytical skills, interpersonal skills, team management skills and computer skillsHow to apply:
