Kenya: Project Manager-Isiolo

Job title: Project Officer/Manager (1)

Location: Isiolo County with a frequent travel to Nairobi

Responsible to: Programme Coordinator and/or Programme Director

Responsible for: Field Officers

Starting date:Mid December or 1st January 2015

Duration: 7 months with possibility of extension.

Working hours: Full time (40 hours per week)

Closing date: 10 December, 2014.

Type of contract: fixed contract-eight months with a possibility of extension

Type of position: National

BACKGROUND

The Pastoralist Resilience Consortium consisting of Regional Centre for Pastoralist Elders (RCPE), Global Peace and Prosperity Initiative (GLOPPI) and GTDO would like to recruit a dynamic and energetic person as Project Manager in Kenya. This position reports programme Coordinator and/or Programme Director. The position holders will manage the small field offices and field officers as well as admin/finance assistant in Isiolo county. The position holder will be responsible for the management and implementation of “Enhancing pastoralists’ Security and Resilience through diversified Livelihoods and Institutional Strengthening Project/Programme (EPASREDILIS).

This project will focus on the worsening pastoralists’ livelihoods; the declining traditional conflict resolution mechanisms and the increasing natural resources induced conflicts by strengthening pastoralists’ institutions; and the increasing demand for alternative energy sources to reduce deforestation. The project will diversify the pastoralists’ livelihoods; strengthen the capacity of the pastoralists to resolve conflicts by reviving the traditional conflict resolution mechanisms; and will systematically advocate to the national governments to increase the investment and access to social services in the marginalized pastoralists’ communities. Empowering the pastoralist communities through strengthening of pastoralists’ institutions is the centre of the programme in order to realize pastoralists’ development needs, reduce their vulnerability and enhance their resilience.

RESPONSIBILITIES:

A) PROGRAMME

v Take responsibility for planning and implementation of “Enhancing pastoralists’ Security and Resilience Project’’ (EPASREDILIS).

v Coordinate the routine work of field officers/Community Development workers (CDWs)

v Conduct regular assessments and initiate new project ideas and write concept notes and proposals.

v Provide management support to the Programme coordinator.

v Monitor regularly the activities and achievements of the “Enhancing pastoralists’ Security and Resilience Project’’ (EPASREDILIS) and make field trips to meet and discuss with the communities about their development issues.

v Write clearly and comprehensive monthly, quarterly and annual reports to the Programme Coordinator and Programme Director covering progress of EPASREDILIS project.

v Take the lead in planning the routine activities undertaken in EPASREDILIS project and chair weekly, monthly, quarterly and annual EPASREDILIS programme planning meetings.

v Compile essential baseline data collected by field officers/ community development workers.

v Participate and represent the consortium (GLOPPI, RCPE and GTDO) coordination meetings with other agencies and line ministries and county governments at the county level.

v Assist the field officer identify their training needs.

v Organize and conduct relevant training, workshops & inter-community exchange visits for peace building.

v Build capacity of pastoralists’ Associations and sub-pastoralists associations such as youth and women associations.

v Train staff and pastoralists associations on participatory approaches, disaster risk reduction, vulnerability and capacity assessment etc.

v Conduct data collection on reduction of rainfall as a result of climate change and traditional community based coping mechanisms to in order to reduce the negative impacts on lives and livelihoods of the rural communities.

v Maintain regular communications on programme work to the Programme Coordinator and Programme
Director.

v Carry out institutional assessment and identify gaps for capacity building to deal with environmental changes.

v Advocate for the rights of pastoralists communities and lobby for policy change in Isiolo County.

B) SUPPORT SYSTEMS (FINACE/ADMIN/PROCUREMENT AND HR) AT FEILD LEVEL.

v Line the admin and finance assistant at the project level

v Ensure that all supporting documents are available for all financial transactions

v Ensure that the financial system is effectively functioning at field office.

v Ensure financial, procurement and budgetary guidelines and controls are in place at field office.

v Work with the finance/Admin and compliance manager and ensure that the programme administrative system is update and up to the international standards.

v Ensure that contributions of the personnel to the programme is documented and appropriately filed.

v Work with the admin/fiancé officer and ensure that all assets are well registered, maintained, and filed in line with donor regulation.

v Ensure that HR system is functional and that all staff issues are addressed timely.

v Ensure that programme complies with donor policies/requirements and organizational policies and procedure at field level.

v Pay regular visits and ensure the field offices comply with the donor requirements/donor and organizational policies and procedures.

v Ensure that consortium complies with income tax regulations of Kenya.

QUALIFICATIONS/COMPETENCIES AND EXPERIENCE:

v BA and/or BSC in Agriculture, Veterinary, Livelihoods, Conflict studies, Renewable Energy, National Resource Management, Rural Development or a relevant degree, Master preferred.

v At least 2 years working experience as project manager in an INGO environment..

v At least 2 experience in managing consortium project

v At least 2 years experience in capacity building of partners.

v At least 2 years experience in vulnerability and capacity assessment and disaster risk reduction

v At least 2 years experience in managing livelihoods, peace building, energy and institutional capacity building projects.

v At least 2 years experience in conducting assessments and baseline surveys as well as feasibility studies.

v At least 1 year experience in project financial management.

v Excellent report and proposal writing skills.

v Experience in working with pastoralist communities and in Arid and semi-arid lands preferably in Isiolo County.

v Excellent communications skills and commitment to the consortiums’ vision, mission and values. Fluency in English required and local languages in target countries highly preferred.

v Must be already living or planning to live in the one of the target counties

v Willingness and ability to travel to remote areas

v Must be Kenyan and a person with high level of integrity, transparency and accountability.
