The Public Service Board of Machakos
County wishes to recruit competent and qualified persons to fill the following
vacant positions as per the Constitution of Kenya 2010 Chapter 11 Section 235
and the County Government Act 2012 Sections 45, 50 and 51.
Principal Physical Planner
The officer will work under the
supervision and guidance of the County Director of Physical Planning.
Duties and Responsibilities:
- Initiating, preparing and monitoring the
implementation of county and local physical development plans. - Preparing action plans for specific projects
such as residential housing schemes, shopping centers, industrial estates
and recreational facilities. - Providing advice to County government and private
agencies on development proposals and plans. - Implementing and providing feedback on
physical planning guidelines and standards. - Undertaking thematic regional studies on
matters relating to physical planning. - Managing physical planning data.
- Setting agenda and convening physical planning
liaison committee meetings. - Keeping record of deliberations and
communicating decisions of the physical planning liaison committees. - Providing advice on development control.
- Carrying out public education on physical planning
matters; - Preparing annual state of physical planning
reports on county and local physical development plans.
Requirements for appointment:
For appointment to this grade, a
candidate must:-
- Have a Bachelor’s degree in any of the
following disciplines:- Urban and Regional Planning, Urban Planning or
Town Planning from a recognized institution; - Minimum Three (3) years’ experience in the
relevant field. - Be a corporate member of Kenya Institute of
Planners or Architectural Association of Kenya (Town Planning Chapter); - Be registered by the Physical Planners
Registration Board; - Have a certificate in Senior Management Course
lasting not less than four (4) weeks from a recognized institution; - Have a Certificate in computer application
skills from a recognized institution; - Have demonstrated merit and shown ability as
reflected in work performance and results.
Salary Scale: Kshs. 48,190 – 65,290 pm
House Allowance: Kshs. 14,667 pm
Other Allowances: Kshs. 8,000 pm
Terms of Service: Permanent.
County Director Physical Planning
The County Director of Physical
Planning will be responsible to the Chief Officer for organizing management and
administration of the Physical planning Function.
Duties and Responsibilities:
Duties and responsibilities will
entail:-
- Implementing of the Physical Planning act
(cap286), the Physical Planners Registration Act 1996, and urban areas and
cities act no.13, 2011; - Providing advice to the County government on
physical planning matters; - Formulation and review of regional and local
physical development policies, guidelines and strategies, developing,
implementing and evaluating the national spatial plan; - Reviewing and certifying regional, county,
metropolitan, urban, rural, techno cities, resort cities and special
economic zones physical development plan; - Proving guidelines for regulating use of land;
- Ensuring proper physical planning practice in
cities, metropolitan and urban/rural areas; - Initiating research and innovation on
urbanization strategies and policies and any other matter related to
physical planning; - Appointing members, operationalizing and
facilitating the physical planning liaison committee; - Providing guidance on matters arising out of
the annual state of planning reports; - Planning and managing physical planning
projects/programmes at the county and national levels; - Collaborating with the national lands
commission and county government on matters related to land use. - Collaborating and partnering with local,
regional and international stakeholder. - Developing, implementing and realizing
strategic plans and objectives. - Preparing and implementing the performance
targets work plans and contract. - Overseeing planning and budgeting for the
department. - Mobilization of resources.
- Managing, mentoring and developing staff.
Requirements for appointment:
- Have a Bachelor’s degree in any of the
following disciplines:- Urban and Regional Planning, Urban Planning or
Town Planning from a recognized institution; - Have a Master’s degree in any of the following
disciplines: Urban and Regional Planning, Urban Planning, Regional
Planning, Town Planning, Transport Planning or Spatial Planning from a
reliable institution; - Minimum seven (7) years’ experience in the
relevant field. - Be a corporate member of Kenya Institute of
Planners or Architecture Association of Kenya (Town Planning Chapter); - Be registered by the Physical Planners
Registration Board; - Have a certificate in Strategic Leadership
Development Programme (LDP) lasting not less than six (6) weeks from a
recognized institution; - Have a certificate in computer application
skills from a recognized institution; - Demonstrate professional ability, high
integrity and competence matched by a proper appreciation of the country’s
socio economic development needs at the national, sectorial and focal
levels; and - Demonstrate ability to interpret and apply the
Physical -Planning Act (Cap. 286) and other related statutes in line with
the National vision and goals.
Salary and Remuneration:
Salary Scale: Ksh 109,089 – 144,928
pm
House Allowance: Ksh18,334 pm
Other Allowances: Ksh16,000 pm
Terms of Service: Permanent.
